Both mercantalism and socialism are types of economic nationalism, but the historical reality is that the outcome of the Cold War left the values of economic liberalism dominant. Together with accelerating processes of globalization, this has increasingly shaped a world characterised by a global economy underpinned by liberal market values, with the emphasis on achieving a situation where there are as few restraints as possible on the movement of goods, capital, services, and people. For the foreseeable future, it will be the liberal agenda that dominates the debates on what economic security is, and its place within the broader meaning of security itself. From the liberal perspective, the emphasis is on achieving an unfettered international market, but there is also a recognition that pursuing the liberal agenda creates major social and political difficulties for developing and transition states and that the problem of the widening gap between the rich states and the very poor states needs to be addressed. This is reflected in the economic agenda of human security. It is important to recognize that the triumph of the west has also put capitalism on trial. For the failure of the liberal market system to provide security for millions of the world's poor must be laid at the feet of a global economic system that is currently unchallenged. In the context of a broadened approach to security, the concept of economic security opens up a number of crucial areas of international relations to analysis within the security context. However, it is important to raise a number of significant challenges here, without necessarily condemning economic security totally as an analytical tool.
