Is military power impotent in world politics Its roots are found in a number of assumptions about the transforming role of military force in world politics. For instance, given the destructiveness of both conventional and nuclear weapons, it finds expression among those who ask whether modern weapons are too dangerous to be employed. It finds expression in questions concerning the control of weapons Is proper control possible Is accidental holocaust avoidable It is even inherent in the concern of those who question the deterrent value of military power. Do arms deter attack by others Or instead, because of the fear, distrust, and threats they elicit, might weapons ironically invite preemptive attacks by suspicious adversaries on whom they are targeted Because security is a psychological phenomenon, is it necessarily augmented by the acquisition of more weapons of war The experience of the United States during the Vietnam war is consistent with the argument that military power does not equal political influence. Vietnam demonstrated in a vivid and disturbing manner that superior firepower did not enable a powerful nation to "get the other fellow to comply" with its preferences. Vietnam was a test of the thesis that force yields influence, and the results showed the inadequacies of military might in molding behaviour. To many observers, Vietnam illustrated the impracticality of seeking military solutions to political problems in the contemporary world. However, there is much inherent in the system of global politics that resists the logic of this lesson. The things that hurt, instruct, Benjamin Franklin noted. It took as costly an event as Vietnam to demonstrate the inability of a vastly superior military power to enforce its will on a small and weak country. But the lesson, like the memory of the war itself, may easily fade with the disappearance of the pain it produced. Must the world be hurt before it can be instructed Is it not disturbing to think of the costs that may have to be paid again in order to relearn that weapons cannot solve many of the world's problems
