In the geo-economic perspective, a trade deficit is intrinsically undesirable not because of its domestic employment effects, but because the state becomes dependent on the imports of goods and money and therefore vulnerable to foreign threats.

For economic hawks the post-cold war era has not meant the end of the fundamentally antagonistic basis of inter-state relations. States are seen as continuing to measure their relative military power against that of other states, and continue to want to minimise their strategic dependence on resources controlled by other states. Under this logic also, economic interdependence is not something to be welcomed, because the more intertwined the economic destinies of states are, the less individual states are in a position to dominate outcomes.

There are particular concerns with the possibilities of economic dependencies within the global market and security of supply generally, particularly when they relate to products such as oil, whose levels of production and distribution can be manipulated for political purposes. Geoeconomic thinking encourages the idea that international trade is a zero-sum conflict and emphasizes factors that relate to the "threat" of relative economic decline vis-a­vis other countries, rather than a concern with the national welfare effects of absolute economic performance.

At the centre of this perspective is a continuing adherence to the idea of the state as the focus of analysis, and of trade and financial movements being seen in almost zero-sum terms. It is the health of the state and its economic and political structures that is the cause for analytical concern, rather than the existential well-being of the human-beings who compose the state's population. In relation to international politics, it is a perspective with significant policy implications, since it promotes economic confrontation and protectionism. It would weaken the security of states with transitional economies in the world by denying them to exploit their relative advantages in order to achieve sustainable economic growth. In addition, it would place additional obstacles in the way of developing states attempting to close the gap with the west, thereby perpetuating poverty and injustice.
