Human rights have been promoted through the development of international agreements. These international documents frequently contain general, competing or idealistic statements. Have some human rights been realistically interjected into world politics from these documents To what extent has the "law on the looks" become The "law in action"? What is the nature of the process that seeks to translate the norms from paper to behaviour In sum, now that human rights have been promoted through legal standards, to what degree have human rights been protected in fact
We must first clarify our expectations about international human rights norms (law). If we take ten of the most important international instruments of human rights, we find that there is an arrey of measures available for the formal implementation of human rights. The international area is the most obvious area for promotion of human rights. It is there in forums such UN bodies concerned with human rights such as General Assembly and subsidiary bodies, Economic and Social Council, Commission on Human Rights, Sub Commission on prevention of Discrimination and Protection of minorities; implementation mechanisms: Human Rights Committee, Committee on the Elimination of Racial Discrimination. Regional instruments in the field of human rights Charter of the organisation of African Unity, Inter American Commission on Human Rights, Inter American Court of Human Rights, European Court of Human Rights, etc. have professed adherence to fundamental freedoms. It is there that they have agreed to hold each other accountable in maintaining certain standards. It is there, as elsewhere, that some progress is being made.
There is still a Considerable gap between Standard setting and implementation of international norms in the field of human rights. International organizations can not proceed further than their member states permit. In universal organization there are vast differences between Western countries, Socialist countries and the Third world where the notion of human rights is concerned. The western tradition may be characterized by professor Louis Henkin's definition "Human rights are the demanded and recognized rights against the society represented by the government and its civil servants". The Socialist tradition may be characterized by Vladimir Kudrjavtsev's definition. The opportunity guaranteed by the State to enjoy social benefits and values in a certain society".
There are also differences of priority given to some groups of rights. The western tradition has tended to emphasize political and civil rights, whereas the Socialist countries and Third world have stressed economic, social and cultural rights.
