Civil Society

The term 'civil society' has a fairly long history but finds no mention in early political science studies, having originated later. Aristotle, the father of political science, is absolutely silent about the use of the term, apparently believing that civil society was coterminous with the State and that the Civil Society and the State were inter-changeable terms. The term first originated in Europe at the end of the eighteenth century and enjoyed a remarkable career. But it fell into obscurity in the later part of the nineteenth century. Happily, it has attracted widespread attention since the later part of the twentieth century.
The concept of civil society was first used by George Wilhelm Freidrich Hegel (1770 1831) in his book Philosophy of Right published in 1821 in which he discusses civil society, law, the bureaucracy, the King, War, etc., his objective being the restoration of harmony and overcoming of the contradiction immanent within a liberal State. According to him civil society refers to organised bodies that are intermediate between the State and the family. He described it as a stage in the dialectical development from the family to the State. He made a distinction between the State and Civil Society. Civil society is separate from the State, which, as we know, has its own organs of governance. The State is equipped with military, police, legal and administrative organs. The civil society is different and comprises non-state institutions which are market-regulated and voluntarily organised. A civil society is autonomous although clearly subject to the State and its Governmental Authority.
