In the era of liberalization, privatization and globalization, the world is richer than ever before, but more than a fifth of its people are poor and miserable. Democracy has proved to be less fruitful for the ordinary citizen, especially in the developing world where democratic governance failed to fulfil its promise of community peace, economic development and democratic participation. The state-led development has failed to make any considerable dent on poverty. More than a billion persons in the developing countries continue to live in miserable conditions, earning and spending less than Rupees fifty per day. The relation between civil society and democracy can be negative as well as positive.
