1. Answer the following (each answer should be in approximately 100 words): (Marks 2×10=20)
a. What is a political system and how is it different from government?
b. What do you mean by the Writ of Mandamus?
c. What do you mean by the expressions "Procedure Established by Law" and "Due Process
of Law"?
d. What is the significance of Directive Principles of State Policy?
e. What do you mean by 'Proportional representation system by means of single transferable
voting'?
f. What do you mean by the principle of 'collective responsibility'?
g. What do you mean by public interest litigation and what is its significance?
h. What do you mean by 'Judicial Review'?
i. What specific role does a political party play in a political system?
j. What are the salient features of the Constitution (Seventy-Third) Amendment Act 1992?
2. "Unlike the Fundamental Rights, Directive Principles of State Policies are non-justiciable in
nature. However, they are seen as fundamental to the governance of the country." Critically
examine the statement. (Marks 10)
3. "As the nominal head of the State, the President of India acts according to the aid and advice
of the Council of Ministers. He simply reigns but does not rule." In the light of the above
statement, discuss the powers and position of the President of India. (Marks 10)
4. "Though based on the Westminster model, unlike the British Parliament, Indian Parliament is
not a sovereign law-making body. Its legislative authority is circumscribed by the written
provisions of the Constitution which provide for a federal system of government with the
power of judicial review vested in the Supreme Courts and High Courts." Discuss.

5. "Over the years, the Governors of Indian States have acted more as agents of the Union
Government than as Constitutional Heads of the State." Critically examine the statement.

6. "Beginning with a system of single-party dominance, India has moved in the direction of
multi-party system leading to coalition politics and government." In the light of the above
statement, discuss the working of party system in India over the last six decades including the
problems faced by political parties. (Marks 10)
