Prime Minister Man Mohan Singh while introducing his Government's literacy programme, said that the role of literacy in social progress is what is that of basic infrastructure in economic progress. However, it is a matter of great concern that the number of most illiterates in the world is in India. If we see it according to percentage, India would be considered among the most failed countries from the point of view of literacy. One third of the country's population is illiterate even after 62 years of independence. Prime Minister Man Mohan Singh while introducing his Government's literacy programme, said that the role of literacy in social progress is what is that of basic infrastructure in economic progress. However, it is a matter of great concern that the number of most illiterates in the world is in India. If we see it according to percentage, India would be considered among the most failed countries from the point of view of literacy. One third of the country's population is illiterate even after 62 years of independence. Whether we boast about ours for growing economy or dream of our inclusion in the line of developed countries, the truth is that judged from the basic test of social development, the picture of India is that of a backward country.
