Note: This section contains 8 very shot answer type questions (one word, one sentence or definitional item) having weightage of 16 marks. Examinees are supposed to all questions. Each carries 2 marks. The maximum limit of each answer is 300 words.
Read the following passage and answer the questions given below:
A palpable reality for all Indian citizens is the extra-ordinary power of bureaucracy over our lives. It is essential for the bureaucratic system to function effectively. Good governance is a key to steady progress in the country. During a recent review, PM Narendra Modi called for tough action against those officers facing repeated complaints. Existing laws provide the political executive with the means to make to bureaucrats more accountable and efficient to the public. To illustrate, the

service rules provide for compulsory retirement of substandard
and corrupt bureaucrats after fifteen years of
service. This provision rules out the pitfalls which come
with a guaranteed job for life. Unless it is drastically
applied, deadwood will stay on. The supreme court ruled
in 1980 that compulsory retirement was undoubtedly
in the public interest. Successive pay commissions
have pointed out that performance must determine the
pay of bureaucrats. The seventh pay commission has
recommended performance related pay for all categories
of government employees. The lifetime guarantee of a job
makes for poor incentive. In many cases what happens
is that sincere and honest bureaucrats are not protected
by irresponsible investigations even after retirement.
Contemporary socio-political realities should be taken
into account while promoting or demoting an employee.
There must be carrots for good performance and sticks
for bad performance. All government servants must be
committed to constitutional provisions of the welfare state
of India.

Note: This section contains 4 Long Answer type Questions.
Each question carries 16 marks. Examinees will have to
answer any 2 questions. The weightage of this section is
32 marks. The limit of each answer must not exceed 500
words.
10) Read the following passage and make a precis of it, suggesting
its title.
Breakfast is imperative for maintaining energy levels
throughout the day. Microsoft Founder Bill Gates starts his
day with pancakes, eggs and bacon. While he may not get
major nutrition from the pancakes, eggs are a good source of
proteins and vitamin D. Actor Amitabh Bacchan who is known
for his disciplined way of life, takes two glasses of hot water in
the morning 15 ml Aloevera juice. For his breakfast he prefers
muesli with skimmed milk. Occasionally he takes two idlies and
a bowl of sambhar, Betasitosterol which is present in aloevera
lowers cholesterol and cleanses blood impurities. Warm water
in the morning increases metabolism. Idli-sambhar is rich in
carbohydrates, fibre and protein.
Twitter Co-founder Jack Dorsey eats two hard-boiled eggs
with tomatosauce. Eggs are rich in vitamins, menerals such
as potassium, iron zinc and calcium. Virgin Airlines founder
Richard Branson's breakfast consists of fruit salad and muesli.
Muesli contains less sugar and calories as compared to other
cereals. It is high in fibre which regulates the digestive system.
President Obama's breakfast consists of four eggs, potatoes
and wheat toast and occasional fruit, bacon and oatmeal. While
eggs are a healthy source of protein and Vitamin potatoes

promote brain function. His breakfast is rich in vitamin B 6 and
folic acid which generates neuro-transmitters like serotonin
and melatonin. American business magnate Warren Buffett
starts his day with a bowl of ice cream and a bowl of low fat
yogurt. Actor Hritik Roshan's breakfast consists of egg whites
and slices of bread. Thus, his breakfast consists of fibre,
vitamins and minerals particularly manganese and selenium.
Egg whites have no saturated fat or cholesterol.
11) Write a paragraph in about 250 words on any one of the
following topics.

12) Write an eye-witness account of an accident in which a
Maruti car dashed headlong against a truck, and there were
casualties.
13) Write a note on E-mail messages and their importance in our
life.
