What are the defining attributes of diaspora as proposed by William Safran? Can the diaspora transcend the boundaries of nation?

What are the steps in formulating a research proposal? Formulate a research proposal on any areas of research on Indian diaspora which you would like to carry out as part of your Ph.D. dissertation.
