ELIGIBILITY AND QUALIFICATION FOR FACULTY POSITIONS

Eligibility criteria and experience for teaching positions will be in accordance with the UGC, Regulation, 2010 and as amended from time to time including the 4 http://www.ugc.ac.in . http//: http://ncte-india.org . and http://www.aicte-india.org . th Amendment i.e., Regulations 2016 notified in Gazette of India on 11th July, 2016 and MHRD guidelines. PROFESSOR: ENGINEERING AND TECHNOLOGY

1) Essential

i) A Ph. D Degree with First Class at Bachelors or Masters Degree in the appropriate branch of Engineering and Technology and experience of ten (10) years in teaching, research and/ or industry, out of which at least five years at the level of Assistant Professor/ Reader or equivalent grade. OR

2) In the event the candidate is from industry and the profession , the following shall constitute the essential
i) First class Master Degree in appropriate branch of engineering and technology.
ii) Significant professional work which can be recognized * as equivalent to a Ph.D. Degree in appropriate branch of engineering and technology, and industrial / professional experience of ten(10) years , out of which at least five years at a senior level of Assistant Professor/Reader.

Provided that the recognition of significant professional work shall be valid only if the same is recommended unanimously by 3 member committee of experts appointed by the Vice- Chancellor of the University.

3) Without prejudice to the above, the following conditions may be considered desirable:
i) Teaching research industrial and/or professional experience in a reputed organization.
ii) Published work, such as research papers , patents filed/obtained, books and / or technical reports;
iii) Experience of guiding project work/dissertation of PG/Research students or supervising R&D projects in industry.
iv) Demonstrated leadership in planning and organizing academic, research, industrial and/or professional activities ;and
v) Capacity to undertake /lead sponsored R&D, consultancy and related activities.

ASSOCIATE PROFESSOR: ENGINEERING AND TECHNOLOGY

1) Essential

i) A Ph. D Degree with First Class at Bachelors or Masters Degree in the appropriate branch of engineering and Technology and experience of Eight (08) years in teaching, research and/ or industry, at the level of Lecturer or equivalent grade excluding the period spent on obtaining the research degree. OR
2) In the event the candidate is from industry and the profession, the following shall constitute the essential.
i) First class Master Degree in appropriate branch of engineering and technology
ii) Significant professional work which can be recognized as equivalent to a Ph.D. Degree in appropriate branch of engineering and technology, and industrial / professional experience of eight (08) years, in a position equivalent to the level of Lecturer.

Provided that the recognition of significant professional work shall be valid only if the same is recommended unanimously by 3 member committee of experts appointed by the Vice- Chancellor of the University

iii) Without prejudice to the above, the following conditions may be considered desirable:

1. Teaching. research industrial and/or professional experience in a reputed organization

ASSISTANT PROFESSOR: ENGINEERING AND TECHNOLOGY

i) First class Master Degree in appropriate branch of Engineering (Engg.) & Technology(Tech)
ii) Without prejudice to the above, the following conditions may be considered desirable:

1. Teaching, research, industrial and/or professional experience in a reputed organization
2. Papers presented at Conferences and /or in referred journals.

Qualifications Prescribed for Faculty Positions in the Regulations of NCTE.

PROFESSOR

i) A master degree in Arts/Humanities/Sciences/ Commerce and M.Ed. each with a minimum 55% marks (or an equivalent grade in point scale wherever grading system is followed), OR

M.A. (Education) with 55% marks (or an equivalent grade in point scale wherever grading system is followed) and B.Ed. with 55% marks (or an equivalent grade in point scale wherever grading system is followed);

ii) Ph.D. in Education ;and
iii) At least ten (10) years of teaching experience in University department of education or College of Education of which a minimum of five years at the M.Ed. level with published work in the area of his specialization.

ASSOCIATE PROFESSOR

i) A master degree in Arts/Humanities/Sciences/ Commerce and M.Ed. each with a minimum 55% marks (or an equivalent grade in point scale wherever grading system is followed), OR

M.A. (Education) with 55% marks (or an equivalent grade in point scale wherever grading system is followed) and B.Ed. with 55% marks (or an equivalent grade in point scale wherever grading system is followed);

ii) Ph.D. in Education ;and
iii) At least eight (08) years of teaching experience in University department of education or College of Education of which a minimum of five years at in the post graduate institution/University department.

ASSISTANT PROFESSOR

i) A master degree in Arts/Humanities/Sciences/ Commerce and M.Ed. each with a minimum 55% marks (or an equivalent grade in point scale wherever grading system is followed), OR

M.A. (Education) with 55% marks (or an equivalent grade in point scale wherever grading system is followed) and B.Ed. with 55% marks (or an equivalent grade in point scale wherever grading system is followed);

ii) Any other stipulation prescribed by the UGC/ such as other affiliating body/ State Government, from time to time for the positions of Principal and lecturers shall be mandatory.

Provided that it is desirable that one faculty member possesses a Masters Degree in Psychology and another member in Philosophy/Sociology besides M.Ed.

1. Essential Qualification for the post of Professor in Arts, Humanities, Social Science, Education, Mass Communication, Law and Science.

(i) An eminent scholar with Ph.D. qualification(s) in the concerned/allied/relevant discipline and published work of high quality actively engaged in research with evidence of published work with a minimum of 10 publications as books and /or research /policy papers.

(ii) A minimum of ten years of teaching experience in University/college, and/or experience in research at the University/National level institutions/industries, including experience of guiding candidates for research at doctoral level successfully

(iii) Contribution to educational innovation, design of new curricula and courses, and technology mediated teaching learning process.

(iv) A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS), set out in UGC Regulations, 2010 in Appendix III.

OR

B. An outstanding professional, with established reputation in the relevant field, who has made significant contributions to the knowledge in the concerned/allied/relevant discipline, to be substantiated by credentials.

2. Essential Qualification for the post of Associate Professor in Arts, Humanities, Social Science, Education, Mass Communication, Law and Science.

i. Good academic record with a Ph.D. Degree in the concerned/allied/relevant disciplines.

ii. A Masters Degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed).

iii. A minimum of eight years of experience of teaching and/or research in an academic/research position equivalent to that of Assistant Professor in a University, College or Accredited Research Institution/industry excluding the period of Ph.D. research with evidence of published work and a minimum of 5 publications as books and/or research/policy papers.

iv. Contribution to educational innovation, design of new curricula and courses, and technology mediated teaching learning process with evidence of having guided doctoral candidates and research students.

v. A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS), set out in UGC Regulations, 2010 in Appendix III.

3.Essential Qualification for the post of Assistant Professor in Arts, Humanities, Social Science, Education, Languages, Journalism & Mass Communication, Law and Science.

i. Good academic record as defined by the university with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Masters Degree level in a relevant subject from an Indian University, or an equivalent degree from an accredited foreign university.

ii. Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.

iii. Notwithstanding anything contained in (i) and (ii), candidates, who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions. Further, the award of degrees to candidates registered for the M.Phil/Ph.D programme prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances / By laws / Regulations of the Institution awarding the degrees and the Ph.D candidates shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions subject to the fulfilment of the following conditions:(a) Ph.D. degree of the candidate awarded in regular mode only; (b) Evaluation of the Ph.D. thesis by at least two external examiners; (c) Candidate had published two research papers out of which one in a refereed journal from out of his/her Ph.D. work; (d) The candidate had presented two papers in seminars/conferences from out of his/her Ph.D. work; (e) Open Ph.D. viva-voce of the candidate had been conducted. (a) to (e) as above are to be certified by the Vice-Chancellor / Pro-Vice-Chancellor / Dean (Academic Affairs)/ Dean (University Instructions).

iv. NET/SLET/SET shall also not be required for such Master programmes in disciplines for which NET/SLET/SET is not conducted.

4. PERFORMING ARTS:

A. Essential Qualifications for the post of Assistant Professor in Music and Dance Discipline.

i. Good academic record as defined by the university with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Masters Degree level in a relevant subject from an Indian University, or an equivalent degree from an accredited foreign university.

ii. Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.

iii. Notwithstanding anything contained in (i) and (ii), candidates, who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions. (a) to (e) as above are to be certified by the Vice-Chancellor / Pro-Vice-Chancellor / Dean (Academic Affairs)/ Dean (University Instructions).

iv. NET/SLET/SET shall also not be required for such Master programmes in disciplines for which NET/SLET/SET is not conducted.

OR

i. A traditional and a professional artist with highly commendable professional achievement in the concerned subject, who should have:
(a) Studied under noted / reputed traditional masters and has thorough knowledge to explain the subject concerned;
(b) A high grade artist of AIR/TV; and
(c) Ability to explain the logical reasoning of the subject concerned and adequate knowledge to teach theory with illustrations in that discipline.

B. Essential Qualifications for the post of Assistant Professor in Drama Discipline.

i. Good academic record as defined by the university with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Masters Degree level in a relevant subject from an Indian University, or an equivalent degree from an accredited foreign university.

ii. Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.

iii. Notwithstanding anything contained in (i) and (ii), candidates, who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions. (a) A professional artist with first class degree/diploma from National School of Drama or any other such approved institution in India or abroad
(b) Five years of regular acclaimed performance in regional/national/international stage with evidence; and
(c) Ability to explain the logical reasoning of the subject concerned and adequate knowledge to teach theory with illustrations in that discipline.

PAY SCALE

Professor: Rs. 37,400-67,000- (PB-4) plus Academic Grade Pay of Rs. 10,000

Associate Professor: Rs. 37,400-67,000- (PB-4) plus Academic Grade Pay of Rs. 9,000

Assistant Professor: Rs. 15,600-39,100- (PB-3) plus Academic Grade Pay of Rs. 6,000

Important Notes & Instructions

1. The medium of instruction in the University is English.

2. Candidates in service should submit application through proper channel or enclose NO OBJECTION CERTIFICATE, from their present employer. However, an advance copy may be sent directly. Application received after stipulated date or incomplete will not be entertained and shall be rejected; no further correspondence will be made in this regard.

3. Mere submission of application / satisfying the eligibility criteria does not entail the candidate to be called for interview.

University reserves the right to shortlist the applications and call for interview whenever interview is held. The University also reserves the right to reject the candidature of the candidate at any stage of recruitment / selection process, if anything found false, tampered, fabricated or suppression of any information while registering the application and submitting the certificate/ testimonials.

4. The University reserves the right:

(i) To withdraw the advertisement either partly or wholly at any time without assigning any reason to this effect.

(ii) To fill or not to fill up some or all the posts advertised for any reasons whatsoever.

(iii) To offer a post at a level lower than that applied for, depending upon the qualifications, experience and performance of the candidate.

(iv) To consider in absentia candidature of those who may not have applied or who may have applied but are not able to appear for the interview

(v) To draw up reserve panel / waiting list(s), this will be valid for one year from the date of approval of the competent authority and may be used for appointments on consequential / new vacancies.

(vi) To consider applications received after last date.

(vii) To decide criteria / procedure for short listing of the candidates

(viii) To consider the appointment on direct recruitment / on deputation / contract basis.

5. If there is any change in the address after submission of application, the candidates should in his/her own interest arrange with the post office concerned for redirection of the communication from old to new address.

6. The application form is consisting of Part-A and Part-B, an applicant shall have to fill both Part-A and Part-B and submit in a single lot. Separate application is required to be submitted for each Post.

7. Against specific reserved community quota, only candidates of that particular community will be considered. A relaxation of 5% may be provided from 55% to 50% of the marks at the masters level for the SC/ST category for all posts and to the physically and visually handicapped persons in appointments as Assistant Professor. Please note - (a) Caste certificate from competent authority for SC, & ST candidates in the prescribed format have to be produced. PWD candidates claiming the benefits of reservations should submit a copy of Medical Certificate as specified in the disabilities Act of 1995 in support of their disability. (b) If the candidates wish to be considered against a specific community quota and tick the community column accordingly, their application will be rejected unless proof of community in the prescribed format is enclosed. (c) Any subsequent representation for change of community status will not be entertained under any circumstances.

10. Reservation is available for Persons with disabilities under section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights & full Participation) Act, 1995. As reservation for physically challenged candidates is on horizontal basis, the selected candidates will be placed in the appropriate category (viz. SC/ST/OBC/PWD/UR).

11. The application form should be written and signed by the candidate in his own handwriting only.

12. Application once made will not be allowed to be withdrawn and fees once paid will NOT be refunded on any account nor can it be held in reserve for any other purpose.

13. The crucial date of eligibility shall be the last date of submission of the application form.

14. Candidates who will attend the interview for the post of Professor and or equivalent will be reimbursed AC III tire train fare through shortest route and those who will attend the interview for the post of Associate Professor & Assistant Professor and/ or equivalent will be paid Sleeper class train fare through shortest route on production of relevant tickets only. Bus fare shall be reimbursed only if there is no rail connectivity.

15. canvassing in favour of candidature both direct and indirect is strictly prohibited. Violation of this code of conduct will be treated as misconduct and will be brought to the notice of selection committee. The University reserves the right to cancel candidature of such candidates at any point of time if found in canvassing in any form.

16. A pplication fee: -Rs. 1000.00 for UR & OBC Candidates. The candidates belonging to SC, ST, PWD category need not pay application fee, however, they will have to pay Rs. 200/- as postal expenses through demand draft .

17. The filled in application form is to be submitted in a sealed cover superscribed with Post applied for & Campus with Advertisement no. etc to The Registrar, Assam University, Raja Rammohan Roy Administrative Building, Recruitment Cell, Silchar788 011. Mode of Payment: Application fee has to be submitted through demand draft only, drawn in favour of Finance Officer, Assam University, Silchar payable at UCO Bank, Silchar (Branch Code 2005) or State Bank of India, Dargakona (Branch Code 14260). Application Fee paid through other mode of payment shall not be accepted.

18. Certificate in support of experience shall be in proper format i.e. it shall bear the organizations letter head, bear the date of issue, specific period of work, name and designation of issuing authority along with signature and official seal.
19. The University will not be responsible for postal delay in any correspondences with the applicants/candidates.
20. The University shall verify the antecedents or documents submitted by a candidate, at any time, at the time of appointment or during the tenure of service. In case of fake documents, clandestine antecedents or suppression of information, services in the University shall be terminated.

21. In case of any inadvertent mistake in the process of selection, which may be detected at any stage, even after issue of appointment, the University reserves the right to modify/withdraw/cancel any communication made to the candidate(s).

22. Candidates are advised to satisfy themselves before applying that they possess at least the minimum essential qualifications and API scores, furnished with clarity.

23. No correspondence no telephonic/electronic query will be entertained from candidates regarding postal delays, conduct and result of interview and reasons for not being called for interview. Canvassing directly or indirectly at any stages of the recruitment process will lead to disqualification.

Special Instruction:

24. Caste Certificate: The candidates should clearly state to which category they belong. They should also enclose a certificate issued by competent authority as proof to this effect, without which the applications will not be considered.
25. The OBC certificate should be issued in the Proforma prescribed by the Government of India and it should clearly state that the candidate does not fall under creamy layer.
26. Candidates belonging to OBC, should submit an attested copy of certificate of Creamy Layer exclusion in the prescribed form issued by Competent Authority, vide Column 3 of GOI, DOPT's O.M. No. 36012/22/93-Estt.(SCT) dated 08.09.1993 and modified vide DOPT's O.M. No. 36033/3/204-Estt(Res) dated 09.03.2004, without which applications will not be considered.
27. Candidates belonging to PWD, should submit an attested copy of certificate of disability in the prescribed form issued by Competent Authority, in accordance to the GOI,DOPTs OM No. 36035/3/2004-Estt(Res) dated 29th December,2005.
28. Candidate should bring all original testimonials/ certificates relating to his/ her age, qualification, experience and caste etc. at the time of interview. In case the candidate fails to submit the original documents for verification of the certified/ Xerox copies of the enclosures to his/ her application, he or she shall not be allowed to appear at the interview and his candidature shall be treated as cancelled without any further communication in this regard.
