Applications are invited from eligible officers for filling up of the following
vacant General Central Services (Non-Ministerial) Group 'A' posts of the
Directorate of Plant Protection, Quarantine and Storage, Faridabad, on
deputation (including short-term contract) basis:-

6. Essential Educational Qualifications and Experience

(i) Possessing the following educational qualifications and experience:

(i) Doctorate Degree in Chemistry from a recognized University or Institution, preferably in the field of

(ii) pesticides; Protection Adviser [National Pesticides (ii) 12 years' experience in a supervisory capacity Investigational in the work related to Chemistry of pesticides and Laboratory (NPIL)] having exposure to implementation of provisions of

the Insecticides Act, 1968. (46 of 1968)

(iii) Joint Director Possessing the following educational qualifications
(Chemistry) and experience:
Essential:

i) M.Sc. Degree in Agricultural Chemistry or Chemistry with specialisation either m Organic Chemistry or in. Analytical Chemistry from a recognised university or Institution;

(ii)Ten years' practical experience of work relating to analysis of Pesticides using modern sophisticated analytical instruments such as Fourier Transform Infrared Spectroscopy, High Performance Liquid Chromatography, Gas Liquid Chromatography, etc. m Central Government or State Governments University or an Autonomous or Statutory or Semi-Government Organisation or many recognized Research Institutions or Councils.

Desirable:

Doctorate Degree in Agricultural Chemistry or Doctorate Degree in Chemistry (with research work

on pesticides related subjects) from a recognized university.

(iv) Joint (Entomology) Director Possessing the following educational qualifications and experience:
Essential:
(i) M.Sc. Degree in Entomology or Nematology or M.Sc. Degree in Agriculture with specialisation In Entomology or Nematology or M.Sc. Degree In Zoology with specialisation In Entomology or Nematology from a recognised University or Institution; and
(ii)Ten years' practical experience in work relating to Entomology or Nematology In the Central Government or State Governments or Public Sector
Undertakings or Union Territory Administrations, Semi-Governments or Autonomous or Statutory or Organizations or Agricultural Universities or recognised Research Institutions or Councils.
Desirable:
(v) Deputy (Chemistry) Director Doctorate Degree In Entomology or Nematology from a recognized university or institution. . Possessing the following educational qualifications and experience: 1
Essential:
(i)M.Sc. Degree in Agricultural Chemistry or M.Sc. degree In Chemistry with specialisation either in Organic Chemistry or in Analytical Chemistry from a recognised university or Institution;

M.Sc. Degree In Plant Pathology or M.Sc. In Agriculture with specialization In Plant Pathology orM.Sc. in Botany with specialisation in Plant Pathology froma recognizedUniversityor Institution.
(ii)
Five years' practical experience in the field of study of domestic and or foreign plant diseases related to plant virus and plant bacteria.

Desirable:

Doctorate Degree In Plant Pathology from a recognized university or institution.

(vii) Deputy Director Possessing the following educational qualifications (Weed Science) and experience:

Essential:

(i)M.Sc. Agriculture (Agronomy) with specialisation in Weed Science or M.Sc. Degree in Botany with Weed Science as a subject, from a recognised University or Institution; and

(ii) Five years' practical experience in the field of Weed Science or Weed Control under the Central Government or State Governments or Public Sector Undertakings or Union Territory Administrations, Semi-Governments or Autonomous or Statutory Organizations or Agricultural Universities or recognised Research Institutions or Councils.

Desirable:

Doctorate Degree in Agronomy with specialization in Weed Science from a recognized university or institution.

  1. Place of posting The Headquarter of the post is at Faridabad but place of posting may be anywhere in India.

  2. Period of Period of deputation (including short term contract) deputation shall ordinarily not to exceed 03 years.

  3. Duties and responsibilities attached to the posts

(i) Additional To act as technical and administrative head of the Plant Reference 'Repository; to ensure procurement / synthesis, Protection standardization, storage and supply of reference standards Adviser of registered pesticides to all the pesticides testing [National laboratories function under the Central and State

(iv) Joint Director (Entomology) Government; to attend work incidental to the functioning of the reference repository; and any other work assigned by the senior officers.

To act as Technical and administrative head of the Investigational Laboratory; to cause to analyse samples of pesticides, submitted by the authorized officers of the Central and State Government , for investigational and verification purpose and provide their results, to validate the methods of analysis of pesticides before registration and their adoption by the Bureau of Indian Standards as the approval/ official methods of analysis; to cause technical audit to state pesticides testing labs; to attend work incidental to the functioning of the Investigational Laboratory; and to attend any other assigned by the Head of the Department / Administrative Ministry.

Responsibility of Head of the Division of Chemistry In Central Insecticides Laboratory/Registration Division. Organizing and supervision of pesticides quality control and pesticides residue' analysis work, To plan, guide and supervise developmental work In the subject, to corroborate with the pesticides manufacturing units for developmental work towards quality assurance, To coordinate with various agencies: i) in the formulation of Indian Standards for Pesticides and their Formulations, ii) in the evaluation of the extent of contamination due to pesticides residues and establishment of tolerance limits, To prepare technical materials for vanous aspects of Chemistry of pesticides and their shelf life for the enforcement of the Insecticides Act, 1968, To check, scrutirnze, verify various data requirements in the field of Chemistry of pesticides and their formulation's, To carry out such investigations as may be necessary for the purpose of ensunng the conditions of Registration of Insecticides. To assist the Plant Protection Adviser in policy planning for extending guidance to the Centre/States on various aspects of Pest Management in Plant Protection, To guide and coordinate collection of technical information from national and international literature on different aspects of insect-pest problems and their control, To plan, guide, supervise, coordinate and implement the programmes on Biological controljIPM of crop insect pests and weeds, To formulate policies for regional, national and international cooperation for IPM/Pest Surveillance, regionalization and training of technical staff, To assist the Plant Protection

(vii) Deputy Director (Weed Science) Adviser in Policy planning and programme implementation on IPM, Plant Quarantine and Locust Control, Any other duties as assigned from time to time by PPA. Analysis of pesticide, residues, active metabolites and food commodities by latest physic-chemical methods. Research & development work on modern instrumental methods for pesticides analysis. Determination of pesticides contamination In the environment. National surveys on residue analysis to determine the extent of contamination of food and food commodities and assist in establishment of tolerance limits. National surveys on quality control of pesticides formulations held In the market as per ISI specifications and Training of Analysis In modern techniques ofpesticides analysis.

To supervise and coordinate technical and administrative work of the respective Stations, Units, and Divisions of the Directorate of Plant Protection, Quarantine and Storage, Directing and supervising the work relating to Pest-surveillance, Plant Protection (including aerial spraying) and integrated pest management, quarantine, planning and co-ordination and documentation work, To collection, collation and dissemination of information on various aspects of pests surveillance, Plant Protection (including aerial spraying), integrated pest management, quarantine and documentation. To compile and collate the information on agricultural pests diseases and weeds at National level and to prepare critical notes on plant protection activities, To look after the publication and graphic work of the Directorate, To organize training programme pertaining to the surveillance, integrated pest management and quarantine work, To formulate and process Plan proposals in the Central sector and to vet the proposals form States regarding plant protection works and to prepare special programme and pilot projects for extending plant protection work. To scrutinize periodical progress reports of the States. To prepare critical notes on plant protection for the use of Central Teams, Ministers and others visiting various States, To assist the Plant Protection Adviser to the Govt. of India in the coordination ofplant protectionworkinthecountry. Toundertake quarantine inspection, identification and control ofpathogens in the imported plant materials, To develop and standardize techniques for detection of seed borne pathogens and virus in imported plant materials and develop methods for their effective control including post-entry quarantine. Any other technical or administrative duties that may be assigned from time to time. Bio-efficacy of pesticides against pests in Laboratory and field. Determination of minimum effective dosage, Phytoxicity of pesticides and their formulations, Compatibility with other chemicals for effectiveness including synergism, Translocation within the plant or animal treated,
Development and evaluation of vegetable origin pesticides
including that of indigenous origm, Development of
resistance of pesticides in different insects etc. and the
development of suitable remedial measures, Development
of Bio-assay techniques for quality control where
applicable, Any other duties that may be assigned from
time to time.
