North Eastern Space Applications Centre (NESAC), Umiam is an autonomous body functioning under the Department of Space and North Eastern Council (NEC) to assist development process in North Eastern Region using space science and technology. It undertakes specific applications projects using remote sensing, GIS, satellite communication and conducting space science research. The Centres services are helpful in natural resources management, infrastructure planning, health, education, disaster management and Earth Observation Applications Mission.

Desirable:

1. Research experience in numerical weather forecasting or regional climate modeling or Aerosol / Greenhouse Gas radiative forcing or in any other relevant field of Atmospheric Science.

2. Expertise in LINUX operating system, programming skill in MATLAB, FORTRAN, IDL, etc

3. Expertise in working using parallel computing systems.

4. Conversant in Remote Sensing and Geographic Information System Softwares.

1. To Initiate research in Regional climate modeling and climate change impact studies on key areas.

2. To work in retrieving geophysical parameters from satellite data of India for the NE region.

3. To develop models for geophysical parameter retrieval from satellite data, thunderstom nowcasting, numerical weather forecasting, etc.

4. To support the outreach programme of NESAC.

1. To involve in geo-hazard studies for NER.
2. Road network gap analysis and identification of new road sites.
3. To initiate SAR interferometry study
4. Model base studies on ground/surface water contamination studies.
5. To study and analyse mining hazard, earthquake, etc.

Scientist/Engineer SC

[Geoinformatics Applications]

Essential: M.Sc/M.E/M.Tech in Remote Sensing & GIS / Geo-Informatics/Geomatics or equivalent

Desirable:

1. Working experience In C++, Java, RDBMS for RS & GIS applications

2. Knowledge in web GIS using Geoserver, Mapserver, UML, XML, open layers, JQuery and free/open source will be an added advantage.

3. Working experience in Digital Image Processing/spatial modeling/SDSS

1. To Involve in day to day RS&GIS operational projects and services.

2. To involve in Hyperspectral, LIDAR and UAV based image processing.

3. Work on automatic feature extraction/recognition, Geospatial Big data analysis, etc.

[Urban Planning]

Essential:

1. M.Sc in Geography (Urban Planning/Regional Planning).

OR

2. M.Plan/M Tech (Planning) in Urban & Regional Planning with specialization in Urban & Regional Planning or equivalent.

Desirable:

1. Working experience in the field of Remote Sensing applications in the relevant subject.

2. Processing of Very High Resolution (VHR) Satellite Data

3. Knowledge in preparation of large scale mapping using VHR Satellite Data

4. Knowledge in Masterplan preparation for Urban area.

1. To involve in Urban Planning and design studies for NER including Central Government/DOS-ISRO Projects.

2. Work in regional planning studies (viz. Land Use Planning, infrastructure planning, etc) for NER.

3. To involve in Disaster Management Support Programme activities related to socio-economic aspects.

4. To support the outreach programme of NESAC

Eligibility:

Note: 1 ME/M.Tech or equivalent and Master of Planning (M.Plan) or equivalent post graduate degree in 1st class with an aggregate minimum of 60% or CGPA/CPI grading of 6.84 on a 10 scale or equivalent with pre-eligibility qualification of BE/B.Tech/B.Sc (Engg.)/M.Sc or equivalent qualification in 1st class with an aggregate minimum of 65% (average of all semesters) or CGPA/CPI grading of 6.84 on a 10 scale.

2. M.Sc degree should be in first class with an aggregate minimum of 65% (average of all semesters) or CGPA/CPI grading of 6.84 on a 10 scale or equivalent.
3. M.Sc (Geography) degree should be in first class with an aggregate minimum of 65% (average of all semesters) or CGPA/CPI grading of 6.84 on a 10 scale or equivalent with pre-eligibility qualification of B.Sc in first class at Graduation level.
4. Rounding-off marks/CGPA Grading is not allowed
5. All the posts are unreserved.

Age Limit:

35 years as on 25.10.2016 (Ex-serviceman and Persons with Disabilities [PWD] are eligible for age relaxation as per Govt. of India orders).

Pay & Allowances:

Selected candidates will be appointed as Scientist/Engineer SC in the following LEVEL in the PAY MATRIX: Level 10 (` 56100 - ` 177500). The gross emoluments at present will be approximately ` 56,100/- p.m. In addition, House Rent Allowance [HRA] and Transport Allowance at the prescribed rates in force at the place of posting will be paid for those who are not availing Departmental Housing and Transport facility respectively. The employees will be governed by the National Pension System. On employment in NESAC, other facilities are available such as medical facilities for self and dependants, canteen facility, Leave Travel Concession, Group Insurance, etc.

How to apply:

The application form will be hosted in the NESAC web-site www.nesac.gov.in . Last date for submission of On-line Application Forms is 25.10.2016 and closing time will be 15.00 Hrs. Hrs. Candidates need to apply through online mode only. Those who are working in Central Govt./State Govt. or its autonomous bodies/PSU/Corporation are required to send the NOC within two weeks of the last date of online application.

Selection Process:

The qualification prescribed is the minimum requirement and possession of the same does not automatically make the candidates eligible to be called for interview. A duly constituted Screening Committee shall screen the applications received for the posts based on the given eligibility criteria and may fix criteria as it may consider necessary for shortlisting the candidates for interview. In case candidate is claiming equivalent specialization, he/she has to obtain certificate from his/her institute/university stating that the specialization is equivalent to the one asked in the advertisement for the post applied for. Final decision on this will be taken by the Screening Committee. The screened-in/shortlisted candidates will be called for interview before the Selection Committee. Communication shall be sent only to the screened-in/shortlisted candidates. NESAC will not entertain any correspondence on the issue of short-listing of candidates. The call letters for the interview to the short-listed candidates will be sent only by e-mail. No communication shall be made to the candidates who are not short-listed/Screened in.

General Conditions:

Only passed candidates are eligible to apply. Students awaiting for final result need not to apply.
The post is temporary but likely to continue.

The selected candidates shall be posted at NESAC, Umiam.

The selected candidates are also liable to be posted in any of the Centres/Units of the Department of Space situated anywhere in India as and when required.

Candidates attending the interview will be reimbursed to and fro second-class train fare by the shortest route from a place of residence indicated in the application form to the place of interview.

Candidates called for interview will have to produce all relevant original documents in proof of details furnished in the application along with a set of self-attested photocopies. Candidates who are already employed under Central/State Government, Public Sector Undertakings or Autonomous Bodies will also have to produce the 'No Objection
Certificate', in original, at the time of interview. In case the candidate fails to produce any of the above documents or if any information furnished in the application is found to be wrong or false, the candidate will not be interviewed and TA will not be paid.
Only Indian Nationals should apply.
Those who are recruited with ME/M.Tech or equivalent qualification against posts which are notified amongst others with ME/M.Tech or equivalent qualification, with pre-eligibility of BE/B.Tech or equivalent will be considered for review for promotion to next higher grade on completion of 02 (two) years and others will be considered only on completion of 04 (four) years residency in the grade.

NESAC reserves the right to not to fill up the post, if it so decides.
