As per the instruction vide ref. no 1104-SE/S/1S-26/2010(Pt. III) dated 20th September , 2016 of the Department of School Education (Govt. of West Bengal), i.e. West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016.. The West Bengal School Service Commission has been designated to conduct State Level Selection Test for Recruitment of Assistant Teachers in Physical Education and Work Education in Recognized Non-Govt. aided/Sponsored Schools in West Bengal against the vacancies available under The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016.

The entire processes will be guided by The West Bengal School Service Commission Act, 1997, above Rules and subsequent Amendments as on the date of Advertisement.

Any citizen of India may apply only for any of the posts of Teachers i.e Assistant Teacher in Physical Education and in Work Education , in Recognized Non-Govt. aided/Sponsored Schools.

Eligible candidates for 1st State Level Selection Test, as per the Minimum Qualification laid down in The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016 and subsequent amendments may apply Online only (and by no other mode) visiting the official website of The West Bengal School Service Commission (i.e., www.westbengalssc.com )

  1. Eligible Candidates must enclose passport size Colour photograph with signature there under, mentioning District (for allotment of examination venue to the nearest location as far as possible) and academic qualification till date of submission of Application for 1st SLST (AT), 2016 (PHYSICAL EDUCATION & WORK EDUCATION) and fill in all details required and make necessary payment of fees as applicable.

  2. Candidate has to furnish his/her options of regions in order of preferences for the purpose of Counseling, Recommendation and appointment.

  6. Manner of Selection :

Selection to the posts of such Teachers in Physical Education & Work Education shall be made on the basis of the results of the State Level Selection Test comprising written examination conducted by the Central Commission, evaluation of academic and professional qualifications and personality tests of the candidates from interview list in the manner as specified in Schedule II, Part B & Part C as the case may be of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016

The Central Commission may, in its discretion, fix qualifying marks, to be scored by the candidates, in written examination or in aggregate or in both and/or relax the qualifying marks on reasonable grounds and reasons to be recorded in writing.

Selection to the Posts of Assistant Teachers in Upper Primary Level Classes of schools for Physical Education & Work Education shall be made on the basis of written examination, evaluation of academic qualifications of the candidates and personality tests to be determined by the Commission in the following manner:

Note 1 - The academic qualifications including professional qualifications for selection to the posts of Assistant Teachers in Physical Education in Schools shall be evaluated in accordance with PART B of Schedule II of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016

Note 2 - The academic qualifications including professional qualifications for selection to the posts of Assistant Teacher in Work Education in Schools shall be evaluated in accordance with PART C of Schedule II of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016.

  • Question Papers will be set in English and Bengali.

There shall be 55 questions of MCQ type carrying one mark each and no negative marks will be there

FOR WORK EDUCATION

  • Candidates with Graduation in Visual Arts, have to answer from Group A & GroupC. (------ Follow the syllabus)

  • Candidates with Graduation in Performing Arts , have to answer from Group-A & Group D (------ Follow the syllabus)

  • Candidates with Graduation other than Visual Arts and Performing Arts , have to answer from Group- A & Group-B (------ Follow the syllabus)

    Duration of Examination will be of one hour.

    • Candidates will be allowed to apply under any one medium of Instruction for any one Posts of Assistant Teacher (PHYSICAL EDUCATION or WORK EDUCATION)

  1. Preparation of panel :

    1. After the evaluation of the OMR Sheets or answer-sheets of the written examination, the Central Commission shall prepare and publish in their website with all details of the candidates to be called for personality test(Interview List) category wise on the basis of merit (Marks of written test , Academic & Professional Qualifications as mentioned in PART B & PART C of Schedule

  2. as the case may be of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016 in the ratio of 1:1.4 of final vacancies.

  1. The Central Commission shall prepare and publish in their website a Merit List of candidates prepared category wise on the basis of marks obtained in written test , evaluation of academic and professional qualifications and marks of personality test as per PART B of SCHEDULE III of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016

  2. The Central Commission shall also prepare and publish in their website a Panel of candidates (category wise) equal to the number of vacancies and a category wise waiting list of the rest of the candidates from merit list who were not included in the panel. From the panel, the Central Commission shall prepare Region wise lists of candidates on the basis of the option exercised by the candidates and publish in their website.

Provided written answer script/OMR shall not be reviewed or re-evaluated.

Provided further the Central Commission shall publish in their website the appropriate answers of the Questions for general information.

Provided that the number of qualified candidate to be called for the personality test shall not exceed 1.4 times the number of actual vacancies published at the time of declaration of the result of written examination under clause (b) of sub-rule (3) of rule 8:

Provided that if the marks at the last position of the qualified list of candidates shall be same for more than one candidate, all such candidates at that position shall be called for the personality test even if the last candidate exceeds limit of 1.4 times.

Provided also that if any candidate makes omission or commits error or makes any mistake of any nature to fill in the OMR sheet or any defect crept in the OMR sheet of such candidate, the answer script of such candidate will not be evaluated and the candidature of such candidate will not be considered.

  1. If more than one candidate obtain the same aggregate (total marks) the merit position of the candidates shall be determined according to their date of birth, i.e. candidates with earlier date of birth shall be preferred and if the aggregate and date of birth shall also be same, the candidates obtaining higher academic score shall be preferred and if the aggregate, date of birth and academic score shall be same, the candidates obtaining higher marks in written examination shall be preferred.

  2. The Central Commission shall publish such panel and waiting list of candidates in the website of the Commission as well as in the Offices of the concerned Regional Commissions .

    1. Validity of Panel and waiting list :

      1. Each panel and waiting list shall remain valid for one year from the date of publication of the panel and waiting list, or the date of advertisement for the next Recruitment process whichever is earlier:

        Provided that the names of candidates shall not be recommended against any post other than the post applied for or against any vacancy which has not been notified in terms of sub-rule (3) (b), of rule (8) of The West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016.

        Candidates who have passed the Senior Secondary Examination (+2) or its equivalent and have participated in sports/ games atleast school/ college/ district level in accordance with the National Council for Teacher Education (Recognition norms and procedure) Regulations 2007 notified on 10-12-2007.

        Note : 1)The minimum qualification as prescribed by NCTE and relaxation of qualifications if any extended by Central Govt or NCTE from time to time on the date of publication of advertisement shall also be considered.

        2) Relaxation of 5% of marks in educational qualification will be allowed in case of reserved candidates.

        Assistant Teacher for Work Education in Upper Level Classes of

        Essential:

        Graduate from a recognised university with Post Graduate Basic Training or Work Education as a subject in Bachelor of Education in regular course from a Teachers Training Institution duly recognised by the National Council for Teacher Education (NCTE);

        Minimum 20 years and maximum 40 years. Upper age limit is however relaxable by 5

        1. Senior Secondary (Class XII or its equivalent) with atleast 50% marks from recognized Board.

        2. Certificate/ Diploma in Physical Education of duration not less than 2 years ( or its equivalent) from any National Council for Teacher Education recognized Institution)

        Schools

        Or

        Graduate with Degree or Diploma in Art and Craft from any recognised University/ any recognised educational Institution affiliated to any University;

        Or

        Graduate with Degree or Diploma in Tailoring and needle work from any Institution duly recognised by any recognised University/ from any institute recognized by any Department of the Government of West Bengal;

        Or

        Graduate from recognised University with at least two years Degree or Diploma in the Work Education curriculum awarded by any recognised University;

        Or

        Graduate Degree in Home Science or Agriculture or Graduate in Computer Science or Information Technology or Software systems from any recognized University;

        Or

        Graduate in General Stream in Arts/Science/Commerce with Computer Science or Computer Application as a subject of at least 300 marks at the degree level from any recognised University;

        Desirable:

        (i) Degree in Bachelor of Teaching/Bachelor of Education/Post-Graduate Basic Training from any recognized University or any training recognized by the State Government as equivalent to Bachelor of Teaching/Bachelor of Education/Post Graduate Basic Training from a Teachers' Training Institution duly recognized by the National Council for Teacher Education (NCTE)/ Rehabilitation Council of India (RCI) in the

        relevant academic session;

        years for Scheduled Caste/Schedul ed Tribe candidates, 3 years for Backward Class candidates and 8 years for the Physically Handicapped Candidates.

        FOR WORK EDUCATION

      Note 1 : Diploma /Degree Course in Teacher Education recognised by the National Council for Teacher Education (NCTE) only shall be considered. However, in case B.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.

      Note 2 : B.Ed. (Special Education degree holder) shall have to undergo 6 months training on special programme in Elementary Education in an NCTE recognize institution after appointment.

      Note 3 : Candidates with desirable training qualification will be preferred over other candidates.

      Percentage of Marks at Graduation Level may be calculated in any one manner of the following.

      1. Honours

      2. Pass

      3. Honours + Pass (Aggregate)

    6. Names of post, qualification and age.

      The name of the posts, and its qualification shall, subject to rule 5, be such as specified respectively in columns (2) and (3) of Schedule I of West Bengal School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level of Schools) Rules, 2016.

      1. The age as on 01.01.2016 shall be Minimum 20 years and maximum 40 years. Upper age limit is however relaxable by 5 years for Scheduled Caste/Scheduled Tribe candidates, 3 years for Backward Class candidates and 8 years for the Physically Handicapped Candidates.

        Provided that a non-teaching staff or a Teacher having essential qualifications but holding lower category (in respect of pay) of post may apply with maximum age of 55 years as on 1st January 2016.

        However in compliance with order passed by Honble High Court , Calcuttadated 28.09.2016 in W.P. 23706 (W) of 2016 this is for general information ofall concerned that the in-service Assistant Teachers who are enjoying samescale of pay may apply and result of their applications will be decided inaccordance with final order in this case.

        Provided qualification includes academic qualification and professional qualification of teachers for Upper Level Classes of Schools notified by NCTE and relaxation of qualifications if any extended by MHRD from time to time on the date of advertisement by the Commission for Physical Education and Rules / Notifications of State Govt for Work Education.

        For Consideration of belonging to SC / ST/ OBC - A/ OBC B / PH Category, the certificates issued by the competent authorities of only Wesst Bengal Govt. shall be treated as valid Documents.

        Candidates belonging to such Categories from other states will have to appear as General Candidates only without any concession / relaxation in respect of Age and Fees and Qualifying Marks.

        All Academic Professional and other Certificates received and informed as on last date of application and mentioned in the application form shall only be counted and considered.

        Medium of Instruction :

        A candidate willing to be selected as a Assistant Teacher having Bengali or English or Hindi or Nepali or Oriya or Santhali or Telegu or Urdu as the medium of instruction, shall have Bengali or English or Hindi or Nepali or Oriya or Santhali or Telegu or Urdu, as the case may be, as first or second or third language at

        1. Secondary level of the Board or equivalent ;

        2. Higher Secondary level of the Council or equivalent.

  1. ONLINE APPLICATION FORM & SUBMISSION THEREOF AND RELATED INFORMATION:

    i) Domain: www.westbengalssc.com

    1. Candidates can apply online by accessing the official website of The West Bengal School Service Commission (i.e. www.westbengalssc.com) and then feeding his/her personal and educational information as required by the commission and finally he/she will get Bank Challan (Cash Challan) of Allahabad Bank. Then the various options to pay the Application Fees are mentioned below.

      MODES OF PAYMENT FOR APPLICATION FEE :

      1. Through Bank Challan (Offline Mode) :

        a) Incumbent has to contact any Branch of Allahabad Bank in West Bengal after 24 hours of online Submission of Application with printed Challan from official website of West Bengal central School Service Commission (www.westbengalssc.com) till 05.01.2017 with required Fees (Rs.250/- + 5/ Rs. 80/- + 5/- for the post of Teacher (PHYSICAL EDUCATION & WORK EDUCATION in .) in cash. The branch representative will accept the fees, Printed Challan and will provide Journal No., date, seal & sign on the Challan and will return the candidates portion of the Challan with Bank Branch seal.

        1. Candidate can check the payment status after 48 hours of cash deposit. All the applicants are instructed to retain the sealed & signed Challan copy of the bank for future reference. Any manually modified Challan will not be accepted at selected Bank counters.

      2. Through SAHAJ TATHYA MITRA KENDRA (From Second Day of Strating of Application):

        Candidates can also submit online application visiting any Sahaj Tathya Mitra Kendra , Common Service Centre (C.S.C.) with his/her documents with recent passport size photograph(Colour). At Sahaj Tathya Mitra Kendra, applicant can apply online with the help of representative of Sahaj Tathya Mitra Kendra and also can pay the fees in cash instantly at Sahaj Tathya Mitra Kendra and get a Receipt.

        The C.S.C. shall charge of Rs 22/- as their processing fees for both old and new applicants.

      3. Online Payment Through Credit Card/Debit Card/Internet Banking:

    During Online Application Submission an incumbent can deposit the requisite Application Fees instantly by using his/her Credit/Debit card or using Net-Banking. In this mode, after filling all the personal and educational information, the candidate will click on the button Credit Card/Debit Card/Net-Banking and then he/she will be redirected to the concerned Banks page. After successful payment, the candidate will be transferred back to WBSSCs domain, where he/She will get receipt for successful payment of fees.

    1. For uploading the Photograph and the Signature Please paste the colour photograph on a white paper and put your full signature just below the Photograph. Now scan the photograph and the signature below it and crop it. Next save it such a way that the file size is between 10 KB and 30 KB. Now upload the photograph by clicking the button and click on the final submit button. For details please follow the instruction given in Information Brochure.

    2. After successful uploading of all the requisite information and the photo with signature, candidate will be able to print their filled in Application form where he/she will get an Application ID which can be used for future reference. Candidate can also take a print-out of the application form with Payment Done status after 48 hours of payment of the fees.

      N.B. After getting the printed copy of the application form the candidates are requested to check the same for its correctness or otherwise.

    3. The Bank official will return the Customer Acknowledgement slip to the applicant and the applicant will retain the Acknowledgement slip for future reference.

    4. Every Candidate is requested to visit the official website (www.westbengalssc.com) every Friday. All information will be given in the website from time to time.

  2. Citizenship: Only citizens of India can apply for the said State Level Selection Test for Appointment to the posts of Assistant Teachers (Physical Education & Work Education), 2016.

    1. The candidate should satisfy himself/herself about his/her eligibility before applying and shall be personally responsible in case he/she is not eligible to apply as per the given eligibility criteria. It is to be noted that if a candidate has been allowed to appear in the State Level Selection Test for Appointment to the posts of Assistant Teachers (Physical Education & Work Education), 2016., it does not imply that the candidates eligibility has been verified. It does not vest any right with the candidate for appointment. The eligibility even for a candidate, who has qualified in State Level Selection Test for Appointment to the posts of Assistant Teachers (Physical Education & Work Education), 2016. shall be finally verified by the concerned selecting/ appointing authority.

    2. No. T.A / D.A will be paid to the candidates for appearing in written test and in the Interview.

    3. For in-service candidates (within the jurisdiction of school service commission), NOC (No Objection Certificate) from the concerned school authority needs to be drawn which has to be produced in front of the Commission when he/she will be asked for.

      1. Para-Teachers of Upper Level Classes of Schools of West Bengal should procure Experience certificate from the District Project Officer, Paschim Banga Sarva Siksha Mission as mentioned in No 1120-SE(S)/1S-26/2010 (Part III) dated 22.09.2016 of The School Education Department.
