Therefore, the candidates who had claimed BC category earlier has to specify the category of BC-A or BC-B. For this purpose he/she has to login the Commissions website for updation of their BC category into BC-A or BC-B as the case may be, failing which their candidature will not be considered by the Commission. This option is upto closing date i.e. 01.06.2017 only for the applicants who had earlier applied in pursuance of Advt. No.2 of 2014. Note 3: For the SBC category candidates who had applied earlier for Veterinary Surgeon:- The candidates who had applied under SBC category for the posts of Veterinary Surgeon in pursuance of Advt. No. 2/2014 (cat. 8) will be treated as candidates under General category provided that they fulfill the requisite conditions regarding age etc. as meant for candidates of General category except fee.

Note 4: For PH (Ortho) category candidates who had applied earlier for the post of Veterinary Surgeon:- In view of the Govt. instructions issued vide No. 22/10/2013-1GSIII dated 15.07.2014, reservation for the PH categories is horizontal which cuts across vertical reservation. 1. Closing date for the submission of applications online : 01.06.2017 2. Closing date for deposit of cost of application form in any branch of State bank of India : 05.06.2017 3. Candidates are not required to send hard copy of their online application forms or any other documents to the Commission. If any candidate sends hard copy of his/her online application form, the same will not be entertained by the Commission. However, the candidate can retain the hard copies of their online application form for their record and bring the hard/printed copies of the online application form alongwith other documents at the time of interview. 4. (i) Bachelor of Veterinary Sciences & Animal Husbandry from a recognized University or Institution.
(ii) Adequate knowledge of Hindi/Sanskrit.
(iii) Registered as Veterinary Practitioner with Haryana Veterinary Council or with any Veterinary Council in India or Indian Veterinary Council as required by Indian Veterinary Council Act, 1984

Preferential:- Ph.D or Master of Veterinary Science in Animal Genetics and Breeding/Veterinary Gynecology/Animal Physiology or in any branch of Animal Husbandry/Veterinary Science. 2. Scale of Pay : Rs. 9300-34800 PB-II 5400/- (Entry Level Pay Band) with an initial pay of Rs. 14,880/- + 5400/- G.P. 3. Age : A Candidate should not be below 22 years and not more than 42 years of age as on 01.07.2016. Upper age limit is relaxable upto 5 years for the candidates belonging to the following categories:-

(a) Scheduled Castes, Backward Classes, Scheduled Tribe, and EBP (General Castes) Category of Haryana Only.

The upper age limit is also relaxable upto 45 years for:

(i) Unmarried female candidates of Haryana State Only.
(ii) Wives of disabled Ex-servicemen with disability between 20% to 50% and widows of those ex-servicemen who were killed in action.

(iii) Women whose husbands have been ordered by civil/criminal courts to pay maintenance to them; women whose husbands have remarried; widows; women who are legally separated from their husbands or have been divorced; women living separately from their husbands for more than two years because of desertion; wives of serving disabled military personnel and widows of those who were killed in action. Women living separately from their husbands due to desertion will be required to submit with her application, an affidavit to the effect that she has been deserted by her husband and has been living separately from him for more than two years and this affidavit should be countersigned by two responsible persons such as members of the Legislatures, Local Bodies including Panchayats and the Bar Association. However, a woman who has re-married she would not be eligible for the above concession in the matter of age. (b) Relaxation in upper age limit is also admissible to physically handicapped candidates of Haryana upto 10 years for the Scheduled Castes/Backward Classes candidates and 5 years for General Category candidates. (c) Upper age limit is also relaxable for an ex-military person whether he joined military service before or after the declaration of emergency to the extent of his military service added by three years provided he had rendered continuous military service for a period of not less than six months before his release and further provided that he had been released otherwise than by way of dismissal or discharge on account of misconduct or inefficiency. A disabled military person is entitled to exclude from his age the period from the date he was disabled upto the date of his application or till the end of emergency i.e. 10-1-1968. (d) The maximum age limit prescribed for appointment to any service or post may be relaxed in favour of disabled ex-servicemen (disability between 20% to 50%) to the extent of their military service added by three years. In respect of the wife/widow, the maximum age limit will be 45 years. The existing reservation in respect of civil posts for ex-servicemen should be utilized as under :-

(i) Disabled ex-servicemen with disability between 20% to 50%.
(ii) Upto two dependents of Service personnel killed/disabled beyond 50%.
(iii) Other Ex-servicemen.

Note : Disabled ex-servicemen will mean ex-servicemen who, while serving in the Armed Forces of the Union, were disabled in operations against the enemy of in disturbed areas. It is made clear that the dependent of ESM candidates will be considered General Category candidates for all intents and purpose. However, in case of non-availability of suitable Ex-Serviceman, their dependents who fulfill all the conditions of eligibility i.e qualifications, age etc. prescribed for posts in question will also be considered on merit against the posts reserved for them and this entitlement is available to one dependent only. The candidates claiming dependent of ex-servicemen must send the latest eligibility certificate issued by the Zila Sainik Board, Haryana (specifically indicating the name of post for which the candidate is applying) in support of their claim. None of the persons mentioned below shall fall within the definition of word Dependent of Ex-Servicemen in terms of Haryana Govt. letter No. 12/37/39-GSII dated 21.11.1980. (i) A persons may be working on an ad-hoc basis against the post advertised or somewhere else.

(ii) A person may be unemployed at the time of making the application but he may have other source of income viz. from agriculture, trade, property, bank balance etc. (iii) An unemployed person who is a member of the joint family may also contribute to the pool of the family income by lending help; (iv) A person who has already done his graduation and is doing post-graduation is getting merit scholarship for the studies; (v) A person who is a member of the Joint Hindu Family and remains dependent upon the Karta till there is partition in the family or he ceases to be member of the Joint Hindu Family and is obliged to pass on all his income to karta and draws money or his subsistence from the pool of the Joint Hindu Family with the consent of the Karta; (vi) A person who is member of the Joint Hindu Family is employed on ad-hoc basis but he is otherwise dependent on his father. Note : As per Haryana Govt. letter No. 12/8/03-4GSII dated 1.12.2003, the income limit is Rs. 6000/- per month. The application can be submitted online only. 4. Application Fees: The online application fees which is payable at all branches of State Bank of India, is as under:-

Procedure for deposit of Fee:- Candidates are advised to take print out of the application form and fee Challan and deposit the fee in any branch of State Bank of India after 48 hours of filling online application and Challan generation before 01.06.2017 The candidates are advised to read the instructions carefully before applying online. Incomplete and without prescribed fee online application forms will be rejected straight way and no correspondence will be entertained in this regard by the Commission. The candidates are strictly advised to apply online well in time without waiting for last date of submission of online application. The eligibility of the candidate with regard to the qualifications and experience will be determined as on or before the closing date 01.06.2017 and the age will be determined as on. 01.07.2016

5. Persons serving the Central or other State Govt. will not be given the benefit of their past service. Note:- The candidates who are already in Govt./Semi Govt. service are required to submit their NOC at the time of interview, otherwise they will not be interviewed. 6. The selected candidates must join duty immediately. 7. Duties:-

(i) Treatment of indoor and outdoor cases, attending the Veterinary Hospital.
(ii) Ante and Postmortem Examination of live stock Slaughtered at the local slaughter house where the Municipal Committee has not the necessary staff
(iii) Control of contagious diseases amongst live stock.
(iv) Castration of unsuitable male livestock in the ilaqa.
(v) Live stock breeding.
(vi) Inspection of dairy concerns and Gaushalas.
(vii) Propaganda work relating to live stock breeding, feeding and management.

8. Place of Posting :- Selected person can be posted through out the Haryana State. 9. Concession of Rent Free Accommodation or House Rent Allowance in lieu thereof is admissible only to those Veterinary Surgeons who are posted at Civil Veterinary Hospital only. 10. The selected person will have prospects of promotion to HVS Class-I (SDO, AH/Equivalent post on seniority-cum-merit basis). 11. The posts are in Haryana Veterinary Service Class-II. These posts are temporary, but likely to continue. These posts are pensionable as per Haryana New Pension Scheme. 12. The period of probation is 2 years if the work and conduct during the probation period is in the opinion of Government not satisfactory or if the post is abolished or for any other reasons there is a lack of vacancy in the cadre to which appointment is now being made, service will be terminated without notice. After the expiry of the period of probation which would mean its satisfactory completion in the opinion of Govt. Service will be terminated on one months notice or by paying one months pay in lieu thereof on either side. In case the candidate wished to leave the job during the period of probation he can do so by giving one months notice or by depositing his one months pay in lieu thereof to Govt. 13. The selected candidates will be required to pass a Departmental Examination prescribed for HVS Class-II Officer within the prescribed period.

General Clarifications:-

1. The eligibility of the candidate with regard to the qualifications and experience will be determined as on or before the closing date 01.06.2017 and the age will be determined as on 01.07.2016. 2. Haryana Public Service Commission will not be responsible for any delay on the part of Postal Department or Courier Agencies and all the applications received after the closing date 01.06.2017 will be rejected outrightly

3. The prescribed essential qualifications are minimum and mere possession of the same does not entitle the candidates to be called for interview. Where the number of applications received in response to the advertisement is large and it is not convenient or possible for the Commission to interview all the candidates, the Commission may restrict the number of candidates for interview to a reasonable limit on the basis of qualifications and experience higher than the minimum prescribed in the advertisement or by holding a screening test or any method devised by the Commission. 4. If suitable ESM category candidates are not available only then dependents of ESM will be considered against the posts reserved for ESM. 5. 2% reservation will be available to Freedom Fighters and their children/ grand children. This reservation will be available only if quota reserved for Ex-servicemen or Backward classes remains unfilled to that extent due to non-availability of suitable Ex-Servicemen or their dependents or non-availability of suitable candidates from Backward Classes. Over all reservation either from the unfilled vacancies of Ex-Servicemen or from the Backward Classes for Freedom Fighters/their children/grand children will remain limited to 2% only. This benefit will be available to all grand children i.e. sons and daughters of sons and daughters (paternal as well as maternal) of the Freedom Fighters. 6. Incomplete Application Form will be straightway rejected without entering into any correspondence. 7. The candidates of reserved categories who are applying for the above post of unreserved category should fulfill all the eligibility condition i.e. age & qualification as meant for unreserved category except fees. 8. In order to be eligible for applying for these posts, a candidate should be:-

a) a citizen of India, or
b) a subject of Nepal, or
c) a subject of Bhutan, or
d) A person of India origins who has migrated from Pakistan, Burma, Srilanka or any of the East African countries of Kenya, Uganda and the United Republic of Tanzania (Formerly Tanganyika and Zanzibar), Zambia or Malwa, Zaire or Ethopia with the intention of permanently settling in India:

Provided that a candidate belonging to categories (b), (c) and (d) shall be a person in whose favour a certificate of eligibility has been given by the Government of India and if he belongs to category (d) the certificate of eligibility will be issued for a period of one year after which such candidate will be retained in service subject to his having acquired Indian Citizenship. 9. The persons recruited from 1.1.1963 onwards as whole time Cadet Instructors in the NCC and who are released after the expiry initial/extended tenure will also be entitled for relaxation in age limit for purpose of employment under the State Govt. The period of service rendered by them in NCC may be deducted from their actual age and if the resultant age does not exceed the prescribed upper age limit for a particular post by more than three years, they may be deemed to be satisfying the condition for appointment to that post in respect of maximum age. Such of the whole time Cadet Instructors in the NCC who are released from the NCC before the expiry of their initial/extended tenure would also be given these concessions subject to the condition that

they have served in the NCC for the period of not less than six months prior to their release from the NCC. (d) The ex-military person must furnish the attested copy of discharge certificate including therein the date of entry and release the Army. 5. Essential Qualifications:-

(i) Bachelor of Dental Surgery or Licenciate in Dental Science or Licenciate in Dental Surgery of a recognized university.
(ii) Registered as Dental Surgeon on Part Aof the Dentists Act, 1948.
(iii) Knowledge of Hindi/Sanskrit upto Matric standard or Higher.

Note D Candidates are advised not to send the hard copy of the application form. If any candidates send the hard copy of the application form the same will not be entertained. Further the candidates are advised/directed to retain the hardcopies of their online application form with them so that they may not face any problem in sending the hard copy to the Commission if the same is required at a later stage. Note E The BC category candidates who had applied earlier in response to advt. No. 5/2014 (published on 26.07.2014) for the Posts of Dental Surgeon, Class-II in Health Department, Haryana are hereby informed that the Govt. has now bifurcated the posts of BC category into BC-A and BC-B. However in case of non-availability of suitable ex-servicemen, their dependent sons and daughters who fulfil all the conditions of qualifications, age etc. prescribed for posts in question will also be considered on merit against the reserved posts of ESM and this entitlement would be available to one dependent child only.

Haryana vide letter No. 12/8/03-4GSII dated 01.12.2003, the person who have income from agriculture, trade, property, bank balance etc. upto Rs. 6,000/- per month will be considered dependent of ESM for employment.

(b) Person with disabilities selected on their merit without relaxed standards alongwith other candidates, will not be adjusted against the reserved share of vacancies. The reserved vacancies will be filled up separately from amongst the eligible candidates with disabilities which will thus comprise physically handicapped candidates who are lower in merit than the last candidate in merit list but otherwise found suitable for appointment, if necessary, by relaxed standards. It will apply in case of direct recruitment only, wherever reservation for persons with disabilities in admissible.
(c) Details of Note given below the break-up of posts:-

The reservation to Freedom Fighter & their Children/Grand Children of Haryana will be available only if quota reserved for Ex-servicemen or Backward Classes remains unfilled to that extent due to non-availability of suitable Ex-servicemen or their dependents or non-availability of suitable candidates from Backward Classes. Over all reservation either from the unfilled vacancies of Ex-servicemen or from the Backward Classes for Freedom Fighters/their children/grand children will remain limited to 2% only.
