Consultant - National Urban Health Mission (NUHM) under PHA Division

National Health Systems Resource Centre is a technical support body to the Ministry of Health, with a mandate to support the implementation of National Health Mission (NHM). It has been set up under the NHM as an autonomous registered society to channelize technical assistance and capacity building support to the states for strengthening the public health system. It is also mandated to contribute towards national strategic health planning and program design. NHSRC is organized around multiple divisions namely Community Processes, Quality Assurance, Public Health Planning, Public Health Administration, Health Financing, Health Technologies, HMIS and Human Resource for Health.

Public Health Administration Division (PHA) deals with the strengthening of public health system in relation to challenges faced in governance and management, especially in the context of reforms guided by National Health Mission. The Division provides technical support to States on infrastructural requirements of health facilities for practicing technical protocols in critical and non-critical care areas. The Division also helps States, Districts and hospitals in ensuring delivery of quality services which meet the expectations of both clients and service providers. One of the key working areas of the division is NUHM. PHA works closely with states across India in NUHM implementation & support capacity development of human resource and related stakeholders under NUHM. Other areas of PHAs work include RMNCH+A, Maternal and Child Death Review, IPHA, LSAS, EmOC, Family Medicine, PMSMA, legal framework for public health and National Urban Health Mission.

NHSRC seeks to recruit Consultant NUHM purely on contractual basis to extend his or her support to the PHA division of NHSRC. The Consultant will work under the supervision and overall guidance of Advisor, PHA. The candidate should be vibrant, dynamic and highly motivated with a sense of initiative and ownership, and ready to take any responsibility assigned as a part of the team. He/she is expected to produce high quality written work, with great attention to detail, within tight deadlines. Should be passionate about working on health systems issues particularly for the poor and vulnerable population, with a problem-solving approach. Should be keen on working towards policy development at national level. Should be observant and keen and must have ability to respond appropriately in any situation. He/She should have the ability to question while bringing fresh and innovative ideas to the team.

Qualification and Experience:

i) Essential
Post-graduation or higher qualification in public health, community health, preventive & social medicine from a reputed Public health institute
At least 3 years of post-qualification work experience in NUHM or Health Systems strengthening, program planning or implementation
Demonstrated experience in operationalizing health programmes at field level; working in strengthening of district level health systems
Should have a comprehensive understanding of the various aspects of the urban health program
Should have understanding on various Ministries & programs running in urban areas
Good understanding on functions of Municipal Corporation & ULBs
Should be able to design strategies to achieve program goals and plan activities towards the same
Competency and experience in working on urban health issues at program or policy level, monitoring and evaluation, data analysis, public health administration, governance
Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, PowerPoint
Demonstrated ability to work in a multi-disciplinary team environment
Excellent oral and written communication and presentation skills, analytical and interpersonal abilities
Ability to develop technical guidelines and documents on urban health
Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet tight timelines
Educational qualification and experience could be relaxed when there is published quality work or work experience of specific relevance.
ii) Desirable
MBBS/ BAMS/ BUMS/ BDS degree
Research experience on relevant areas of public health
Published work in the area of health systems or public health
Candidates with prior experience on urban health programs at central level, state level or with technical support bodies shall be preferred.

Roles and Responsibilities:

Contribute to policy and planning process of NUHM at the central level, and support the implementation process at the state level.
Closely work with Ministry of Health and state governments, under overall guidance of the Advisor (PHA) to ensure smooth implementation of the program.
Fix state wise targets at the beginning of the year, prepare a work plan and strive to achieve it within a defined time line.
Provide technical support to state health departments and Urban Local Bodies (ULBs) in program implementation
Conduct periodic monitoring visits to review implementation progress in states, prepare reports and follow up on implementation of recommendations by the states
Analyzing PIP proposals from all States & UTs and responding to parliamentary questions
Analyze and utilize data and observations from field visits, HMIS, Quarterly Progress Reports to address bottlenecks in implementation
Guide states for specific program components such as vulnerability mapping, strengthening urban health facilities, conducting outreach activities etc.
Review and assess urban health proposals from states to facilitate decision making by the Ministry of Health
Under the guidance of Advisor and Senior Consultant, can take up drafting of program documents and guidelines, while collaborating with the Ministry of Health, consulting firms and other stakeholders
Liaise at appropriate levels with the Ministry of Health, Asian Development Bank and other implementing partners
Coordinate the development of Capacity Building and Orientation Material for various cadres and staff members from health department, municipal bodies and other stakeholders
Provide specific capacity building support to states for both program and clinical staff
Coordinating and collaborating with other divisions of NHSRC for urban health such as Quality Assurance, Community Processes and Public Health Planning Human Resources for Health, Health Technologies and Healthcare Financing Divisions
Undertake any other assignments of PHA division as and when entrusted by Advisor

Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.

Age Limit: 40 years & below. (As on last date of application)

Location: New Delhi with Willingness to travel on need basis

Remuneration Range: Between Rs. 44,000/- to Rs. 99,000/- per month

*Fee offered within the band will be commensurate qualification and experience
