FIRST NCA NOTIFICATION

Applications are invited online only exclusively from qualified candidates belonging to

Scheduled Caste Converts to Christianity (SCCC) communities of Kerala State for NCA

selection to the following Post. Applications shall be submitted through the official website of

Commission (www.keralapsc.gov.in) after ONE TIME REGISTRATION. Candidates who have

registered can apply through their profile. Candidates who have AADHAR card should add

AADHAR as ID proof in their Profile.

Note: i) Applications submitted by candidates belonging to the communities other than Scheduled Caste converts to Christianity (SCCC) communities will be summarily rejected. No rejection memo will be issued to such candidates.

ii) The above vacancy is now in existence. The Ranked list published as per this notification will be valid until candidates are advised and appointed against the vacancy earmarked for above community, but remain unfilled due to paucity of candidates during the currency of the Ranked List published on 04.07.2018 (Cat No.18/2016).

iii In the case of difference in original caste/community claimed in the

) applications and that entered in SSLC book, the candidate shall produce a gazette notification in this regard along with Noncreamy layer certificate/Caste certificate at the time of certificate verification.

5. Method of appointment : Direct recruitment (from candidates belonging to Scheduled Caste Converts to Christianity (SCCC) only.

Note Differently Abled Candidates and Women are not eligible to apply for : this post

6. Age 18 29. Only candidates born between 02.01.1990 and 01.01.2001 (both dates included) are eligible to apply for this post. Ex-servicemen have age relaxation upto 41 years. In the case of adult members of SC and their children converted to Christian religion the upper age limit shall be 31 years ie. candidates born between 02.01.1988 & 01.01.2001 (Including age relaxation as per para 2(1) of the general conditions).

Note: Other conditions regarding age relaxation in para 2 of Part II general conditions of the Gazette Notification are not applicable to this selection.

7. Qualifications:

1. Educational Qualifications:

Pass in SSLC or its equivalent

Note:-(i) Rule 10(a)(ii) Part II of KS & SSR applicable.

(ii) Candidates who claim equivalent qualification instead of qualification mentioned in the notification shall produce the relevant government order to prove the equivalency at the time of verification, then only such qualification shall be treated as equivalent to the prescribed qualification concerned.

2. Physical Qualifications:

Must be physically fit and should possess the following minimum physical standards as prescribed below

(a)
Height - 167 cms
(b)
Chest - 81 86 cms

Minimum chest measurement - Normal 81 cms and expanded 86 cm (Minimum expansion not less than 5 cms)

(c) Visual Standards:

Must be certified to possess the Visual Standards specified below without

glasses.

Note: 1) Each eye must have full field of vision.

2) Colour Blindness, Squint or any morbid conditions of the eyes or lids of either eye shall be a disqualification.

3) Candidates should have sound health and should be free from apparent physical defects like Knock-knee, Flat Feet, Varicose veins, Bow legs, Deformed limbs, irregular and protruding teeth, defective speech and hearing.

The candidates should produce at the time of certificate verification a Medical Certificate (in original) in the form given below certifying to possess the physical fitness and eye sight without glass obtained from a Medical Officer not below the rank of Assistant Surgeon in Government Service.

Details: Standards of vision should be clearly stated in the Certificate, as given above. Vague statements such as vision normal , average etc. will not be accepted. Specification for each eye should be stated separately. If the specifications are not as indicated above, the Certificate will not be accepted. Applications with defective Medical Certificates will be rejected.

8. Endurance Test (Qualifying)

All eligible candidates for appointment to the Regular Wing of the India Reserve Battalion have to undergo an endurance test, which will be of qualifying nature, and shall consist of a Road Run of 3 Kms, to be completed in 13 minutes.

9. Written Test/OMR Test:-

Those who qualify in the endurance test will have to undergo a written test /OMR Test conducted by Kerala Public Service Commission.

10. Physical Efficiency Test:-

A Short List will be published on the basis of the marks secured in the OMR Test and a Physical Efficiency Test will be conducted for those included in the Short List. Each candidates must qualify in atleast 5 out of 8 items specified below of the National Physical Efficiency one star standard tests with minimum standards noted against each namely:-

Notes:

-(1) The physical measurement of the candidates will be taken at the time of Physical Efficiency test and those who do not possess the prescribed physical measurement will not be admitted for the Physical Efficiency Test. Candidates who sustain any injuries or accidents while participating in the physical efficiency test will not be given another chance to participate in the physical efficiency test.

(2) Those qualifying in the Physical Efficiency Test will be subjected to suitable medical tests in such manner as may be decided by the Kerala Public Service Commission in which those found unsuitable shall be eliminated.

11. Training

(a)
Those selected for training as Trainee Police Constables of India Reserve Battalion shall undergo a pre-service training on a prescribed syllabus. The total duration of training of those recruited in India Reserve Battalion will be 18 months which will be divided into two phases of 9 months each. Phase I will be the basic training at any of the training institutions within the State or at any place outside the state and Phase II will be the attachments to Army and other CPMFs. Phase II training will be again divided into Leg-one of six months duration and Leg-two of three months duration. After the completion of phase 1 of the training an examination will be conducted for the recruits. Those failing will be liable to be discharged, if they do not clear the test despite two more opportunities given within one year. Those who complete the training successfully will be appointed as Police Constables in India Reserve Battalion. The period of training will not count for probation and increments in the time scale of pay.
(b)
Bond:-Those who get selected for appointment as Police Constable Trainee in India Reserve Battalion shall execute a bond to the effect that they will
serve in the India Reserve Battalion for a period of 5 years after completion of training failing which they will have to remit an amount of Rs.50,000/(Rupees Fifty Thousand only).
(c)
Stipend:-Trainee Police Constables in the India Reserve Battalion will be paid a monthly stipend equivalent to that of their basic pay during their period of training or as decided by the Government from time to time.
(d)
Probation: Every person appointed to Regular Wing of India Reserve Battalion shall from the date on which he joins duty after successful completion of pre-service training, be on probation for a total period of two years on duty within a continuous period of three years.
(e)
Promotion: They will be eligible for promotion to the rank of Head Constable in India Reserve Battalion on completion of 3 years of service and passing the prescribed test.
(f)
Service Area: Those recruited will be liable to serve anywhere in India or under the Government of India or Government of other States, (as may be decided by the State Government).
(g)
Transfer to Armed Reserve: Constables in Regular Wing, India Reserve Battalion will be considered to appointment in the District Armed Reserve of their choice on transfer, after completing 10 years of actual service which will include all eligible leave except leave without allowances. On such Armed Reserve transfer, they will be assigned seniority with effect from the date of effective advice of the Kerala Public Service Commission.

12. Mode of submitting Applications:

Candidates must register as per 'ONE TIME REGISTRATION' with the Official Website of Kerala Public Service Commission 'www.keralapsc.gov.in' before applying for the post. Candidates who have registered shall apply by logging in to their profile using their User-ID and password. Candidates must click on the 'Apply Now' button of the respective posts in the Notification link to apply for a post. The photograph uploaded should be one taken after 31.12.2010. Name of the candidate and the date of taking photograph should be printed at the bottom portion. The photograph once uploaded meeting all requirements shall be valid for 10 years from the date of uploading of the photograph. There is no change in other instructions regarding the uploading of photograph. No application fee is required. Candidates can view the details in their profile by clicking the link Registration Card in their profile. A printout of the same can be taken if needed. Candidates are responsible for the correctness of the personal information and secrecy of password. Before final submission of the application on the profile, candidates must ensure correctness of the information in their profile. They must quote the User-ID for further communication with the commission. Applications once submitted is provisional and cannot be deleted or altered after submission. Applications will be summarily rejected if non compliance with the notification is found in due course of processing. Documents to prove Qualification, experience, community, age etc. have to be produced as and when called for.

  1. Last date of receipt of applications: 15/05/2019 Wednesday up to 12 Midnight.

  2. If Endurance Test/Written Test/OMR Test/Online Test is conducted as a part of this selection candidate shall submit a confirmation for writing the examination through their One Time Registration Profile. Such candidates alone can generate and download the admission tickets in the last fifteen days till the date of test. The applications of candidate who do not submit confirmation within the stipulated period will be rejected absolutely. The periods regarding the submission of confirmation and the availability of admission tickets will be published in the examination calendar itself. Information in this regard will be given to the candidates in their respective profiles and in the mobile phone number registered in it. Candidates who have downloaded the Admission Ticket will alone be permitted to attend the examination.
