ICMR-NIRTH is a permanent Institute of ICMR under Department of Health Research, Ministry of Health and Family Welfare, Government of India (DHR, MoHFW GOI) located in Jabalpur ICMR-NIRTH is engaged in research on health of tribes in India since past 34 years invites online applications (deadline 1st March, 2019 (Friday) 5:30 PM), followed by hard copies of the generated application (deadline 15th March, 2019 (Friday) 5:30 PM) for the following scientific positions under the ICMR Health Research Scientist Cadre Rule, 2007 as amended from time to time at ICMR-NIRTH, Jabalpur. For mandate and research activities of ICMR-NIRTH, candidates are advised to refer to the homepage, www.nirth.res.in and on ICMR website, www.icmr.nic.in.

1. Scientist-B (Non-Medical Health Economist) 01 post (UR Category)

Pay Scale:- Level-10 Rs. 56100-177500 (As per 7th CPC)

Essential Qualification:

First class Masters degree in Health Economics/relevant subject from a recognized University.

OR

Second class Post Graduate degree in Health Economics/relevant subject + Ph.D. degree in Health Economics/relevant subject from a recognized University.

Desirable Qualification:

i. Ph.D. degree in Health Economics or related discipline from a recognized University with high impact research publications.
ii. Additional Post-Doctoral research/teaching experience in Health Economics in recognized Institute(s)/Universities.
iii. Knowledge of Computer Applications.
iv. Two years R&D/ Teaching experience in Health Economics subject after obtaining essential qualification.

Notes:

1. Ph.D. in Health Economics subject will be treated equivalent to 3 years experience.
2. Candidates with Ph.D. degree will be preferred for Direct Recruitment.

Job Requirement:

To plan, formulate, coordinate and execute research on health economics independently or in collaboration with other scientists on tribes of India. The selected candidate is expected to work in the field in hard-to-reach tribal areas of the country.

2. Scientist-B (Non-Medical - Entomologist) 01 post (OBC Category)

Pay Scale:- Level-10 Rs. 56100-177500 (As per 7th CPC)

Essential Qualification:

First class Masters degree in Zoology/ Life Sciences/ relevant subjects with Entomology as a subject from a recognized University.

OR

Second class Masters degree in Zoology/Life Sciences/relevant subjects with Entomology as a subject plus Ph.D. degree in the above mentined subjects from a recognized University.

Desirable Qualification:

i. Candidates with Ph.D. degree in any field of Entomology with high-impact research publication.
ii. Additional Post-Doctoral research/teaching experience in any field of Entomology.
iii. Knowledge of Computer Applications.
iv. Two years R&D/ Teaching experience in the above subjects after obtaining essential qualification.
v. Experience in the field collection morphological and molecular identification of Entomological samples.

Notes:

1. Ph.D. in Zoology/Life Sciences/relevant subjects with Entomology will be treated equivalent to 3 years experience.
2. Candidates with Ph.D. degree will be preferred for Direct Recruitment.

Job Requirement:

To plan, formulate, coordinate and execute research on Entomology/Medical Entomology/Molecular Entomology/Public Health Entomology independently or in collaboration with other Scientists on tribes of India. The selected candidate is expected to work in the field in hard-to-reach tribal areas of the country as well as in the laboratory.

Application Fees:

A crossed Demand Draft or Indian Postal Order for Rs. 500/- from a Nationalized Bank or Post Office, drawn in favor of Director, ICMR-NIRTH, Jabalpur payable at Jabalpur is to be enclosed as a part of hard copy application.
Women candidates and SC/ST/PWD candidates are exempted from payment of fees.
Candidates currently working under ICMR are not exempted from payment of Application fees.
Indian Scientists working in abroad are exempted from application fee. However, hard copy of application must reach ICMR-NIRTH by 15.03.2019 (Friday).

Age Limit:

Not exceeding 35 years as on the last date for online application i.e. 01.03.2019. Relaxable up to 5 years for Government servants and 10 years for Persons with Disabilities (PWD) candidates in accordance with the instructions issued by the Department of Personnel and Training from time to time in this regard.

Age relaxation for ICMR Project employees:

One time age relaxation is also allowed to Scientific and Technical Staff working in long term projects in ICMR Institutes/Centers provided they meet essential qualifications and experience for the post with a view to provide them opportunity to compete with other candidates as per provision made under HRSC rule 2007 (as amended from time to time) vide Councils letter No. 6/1/2007-Admn.II dated 28.3.2011.

Selection Procedure:

Applications will be screened and shortlisted based on fulfillment of essential criteria, qualifications and experience and written examination of the shortlisted candidates will be taken. Further shortlisted candidates only will be called for personal discussion/ interview on merit, on the basis of marks obtained in the written examination and based on CV scrutiny. Final selection will be as per criteria adopted by ICMR and decision of the Director General, ICMR will be final in this regard.

Written Test: Written test will be of 100 marks consisting of 100 objective/MCQ type questions of one mark each for the correct answer. The final score will be computed for a maximum of 40 marks based on the marks obtained in the written test of 100 marks. For each wrong answer 0.25 marks will be deducted. Out of 100 questions, 90 questions will be of objective/ MCQ type (from relevant subject) and 10 objective/ MCQ on analytical skills.

a. Level of questions will be Master degree level.
b. Questions will cover all the areas mentioned below:-
Subject specific areas (Health Economics/Entomology)
Biostatistics
Computing skills
General Scientific knowledge
Current Affairs including developments in Biomedical Sciences
Common sense
Institute specific areas
Fundamental knowledge

General Relaxation clause:

Age, qualification and experience will be relaxable in deserving cases as mentioned in the Recruitment Rules of Health Research Scientist Cadre of ICMR, 2007 under Rule 14 and Notes 1 & 2 of Schedule III (as amended from time to time)

Terms & Conditions:

Allowances as per Central Government Rules are admissible on the above pay scale.
Benefits of new restructured defined contributory pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR Division). Notification No. 5/7/2003-ECB & PR dated 22.12.2003 effective from 1.1.2004.
Private practice is not allowed for medical Scientists. However, non-practicing allowance is admissible to them as per rules.
Applications from employees working in Central/ State Govt. Departments/ Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel.
Advance copies of application will be considered subject to the conditions that a No Objection Certificate from the employer is produced at the time of personal discussion.
Application received after the closing date will not be considered.
Candidates called for personal discussion/ interview have the option to answer in Hindi also.
No TA/DA will be paid to the candidate for appearing in the written test.
The candidates called for interview from outstation will be paid 2nd class rail fare through shortest route on production of documents/tickets.

2) Application forms (hard copy of online application) duly completed in all respects and signed by the applicant should be sent to the Director, National Institute of Research in Tribal Health, Nagpur Road, Near NSCB Medical College, P.O.-Garha, Jabalpur-482003, so as to reach on or before 15th March, 2019 (Friday).
3) Self attested copies of the following documents should be enclosed with the application:-
a) Proof of Date of Birth
b) Educational qualification (for all qualifications mentioned in the application)
c) Experience (for all experiences mentioned in the application)
d) Caste and Disability Certificate (As applicable)
4) List of Publications with impact factor (Thomson Reuter) & citation (as per Google scholar), role in clinical & Therapeutic/ public health impact of contribution of candidates, list of extramural projects handled (whether R&D sponsored/contractual and whether as PI/Co-Investigator) workshop organized/ manpower trained etc. is to be provided.
5) Unsigned/Incomplete application or application without documents in support of age and essential qualifications asked for and application received late, are liable to be summarily rejected and no further communication in this matter will be entertained in this regard.
