Jal Marg Vikas Project (JMVP) for capacity augmentation of navigation on National Waterway-1 is being implemented with the technical assistance and investment support from the World Bank. The Project period is six years and the Inland Waterways Authority of India (IWAI) is the Implementing Agency. IWAI is also engaged in introduction of innovative and environment friendly modes of transportation, which includes LNG powered inland transport vessels and low draft vessels.

  1. A Project Management Unit (PMU) has been set up under the charge of a Project Director for preparation and pre-appraisal activities pertaining to the Project. Project Implementation Units (PIUs) have also been set up at Patna and Kolkata for field level management and monitoring of the Project activities. The PMU is desirous of engaging a professional for the Project Management Unit at Noida, as per the details given below, on short-term basis for the project period, initially for a period of three years, extendable for further period of the Project as per requirement:

  2. Terms of Reference (ToR) for the above position are attached. The selected professional will be engaged on purely short-term contract basis for the delivery of services. The professional will be required to work on full-time basis and will not be permitted to take up any other assignment during his engagement in the PMU.

  3. The selected professional will be paid a consolidated monthly remuneration of 1,20,000/-. The consolidated remuneration includes all taxes leviable. Selections will be made based on academic qualifications, merit and experience in the related field and working knowledge, preferably on World Bank Projects.

  4. The curriculum vitae containing information with reference to each item of ToR, along with credentials in relation to the prescribed qualifications and experience, should be addressed to the Project Director, JMVP and must reach in a sealed envelope at the above mentioned address by post or by hand on or before 20th November, 2017.

  5. The Project Director, JMVP reserves the right to accept or reject any or all applications and to cancel the applications under process at his discretion and his decision shall be final and binding.

Terms of Reference for the position of Senior Consultant for Civil Engineering Works in the Project Management Unit of JMVP

(a)
Educational Qualifications:
  1. Graduate in Civil Engineering, preferably post-graduate, with specialization in structures/hydraulics from a recognised university or institute or AMIE from Institution of Engineers.

  2. At least ten yearsexperience in construction/designingand planningof civil engineering works of infrastructure projects (preferably waterway, irrigation, barrage, ports or similar linear projects).

  3. Experience in designing, planning for large projects of waterways development, flood protection, cross river structures (dams, barrage etc.).

  4. Conversant with the latest engineering practices for designing of civil structures and ability to understand technical drawings, sketches, specifications etc.

  5. Familiarity with the working of Central/State Governments and with the World Bank.

  6. Good communication skills (in English and local language).

(b)
Duties and functions:

i) Preparation of ToR and Bidding documents for Hiring of consultants for preparation of Detailed Project Report, including Marketing Study and Business Development Strategy.

ii) Preparation of ToR and Bidding documents for Hiring of consultants for EIA,

SIA, EMP study. iii) Assist in hiring of Consultants and implementation agencies. iv) Co-ordination during site assessment etc. v) Check the feasibility and adequacy of Civil Engineering Designs suggest by

consultants and propose latest engineering practices. vi) Provide evaluation, oversight and co-ordination during preparation of DPRs by the consultants.

vii) General training of IWAI Officials and the contractors on Civil work process and practices class-room and on-site (including preparation of training material).

viii) Supervision and monitoring for ensuring compliance of prescribed civil engineering practices during execution of the project.

ix) Preparation of status/monthly/quarterly reports for the IWAI and the World Bank on civil works; preparation of compliance/completion reports of each phase; and review of reports submitted by the contractors and/or supervision consultants.

x) Co-ordination with other departments and agencies. xi) Monitoring and documentation of the project related activities. xii) Any other duties as may be assigned.
