NCC SPECIAL ENTRY SCHEME 42ND COURSE- OCT 2017 SHORT SERVICE COMMISSION (NT) FOR MEN & WOMEN

(INCLUDING WARDS OF BATTLE CASUALITIES OF ARMY PERSONNEL)

  1. Applications are invited from UNMARRIED/MARRIED male and UNMARRIED female and also from the Wards of Battle Causalities of Army Personnel, for grant of Short Service Commission in the Indian Army.

  2. Vacancies.

    1. NCC MEN. 50 (45 for General Category and 05 for Wards of Battle Casualties of Army personnel only).

    2. NCC Women. 04 (03 for Women general category and 01 for Wards of Battle Casualties of Army personnel only).

  3. Eligibility.

    1. Nationality. A candidate must either be: (i) A citizen of India, or (ii) A subject of Bhutan, or (iii) A subject of Nepal, or (iv) A Tibetan refugee who came over to India before the 1st of January 1962 with the intention of permanently settling in India or (v) A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopis and Vietnam with the intention of permanently settling in India provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. Certificate of eligibility will, however, not be necessary in the case of candidates who are Gorkha subjects of Nepal.

    2. Candidates withdrawn on disciplinary ground from NDA, IMA, OTA or any other Service Training Academy are NOT eligible to apply.

    3. Age Limit. For NCC candidates (including wards of Battle Casualties)

      1. to 25 years (born not earlier than 02 Jul 92 and not later than 01 Jul 98).

        Note:- The date of birth accepted by this office is that entered in the Matriculation or an equivalent examination certificate. No other document relating to age will be accepted and no subsequent request for its change will be considered or granted.

  4. Educational Qualification and other Criteria.

    1. For NCC 'C' Certificate Holders.

      1. Educational Qualification.

        (aa) Degree of a recognized University or equivalent with aggregate of minimum 50% marks taking into account marks of all the years.

        (ab) Those studying in final year are also allowed to apply provided they have secured minimum 50% aggregate marks in the first two/three years of three/four years degree course respectively. Such students will need to secure overall aggregate of minimum 50% marks if selected in interview failing which their candidature will be CANCELLED. The candidates studying in the final year of graduation should complete their examinations related to the degree, like, written, practicals, viva-voce, projects backlogs etc prior to 01 Oct 2017. They should be able to produce the degree within 12 weeks from the date of commencement of training at OTA, Chennai. Such candidates will be inducted for training at OTA, Chennai on additional bond basis for recovery of the cost of training as notified from time to time as well as stipend and pay and allowances paid, in case they fail to produce the requisite degree certificate.

      2. Service in NCC: Should have served for minimum two academic years in the senior Division/Wing of NCC.

      3. Grading: Should have obtained minimum of B' Grade in C Certificate Exam of NCC.

    2. For Ward of Battle Casualties of Army Personnel.

      1. Educational Qualification. Degree of a recognized University or equivalent with aggregate of minimum 50% marks taking into account marks of all the years.

      2. NCC 'C' certificate NOT required.

      3. Applicants under category of Wards of Battle Casualties to send their applications direct to Dte Gen of Recruiting/ Rtg-A, NCC Entry, West Block-III, R.K. Puram, New Delhi-110066.

      4. Eligibility for wards of battle casualties and also documents to be attached alongwith the application form are as under:-

        (aa) A Battle Casualty certificate issued by MP Dte certifying that the parent has been killed/wounded/reported missing in action, alongwith a copy of Part II Order notifying injuries and being classified as Battle Casualties in case of serving/medically boarded out pers.

        (ab) The vacancies under wards of battle casualties are available to wards (sons and daughters including legally adopted) of battle casualties specified as:-

        (aaa) Killed in action.

        (aab) Died of wound or injuries (Other than self-inflicted) (aac) Wounded or Injured (Other than self-inflicted). (aad) Missing.

    3. Relation Certificate issued by Respective Regimental Records / MP Dte.

    4. Last Date of Receipt of Application in Rtg Dte for Wards of battle causalities is

      1. Feb 2017. No application will be accepted after last date.

  5. Physical Standard.

    1. Height and Weight. The minimum acceptable height is 157.5 cms with co- related weight and for women candidate is 152 cms and 42 Kg. In case of candidates belonging to the North East and Hilly Areas like Gorkhas, Nepalese, Assamese and Garhwalis, the height is relaxed by 5 cms and weight commensurate with reduced height. In case of candidates from Lakshadweep the minimum acceptable height is reduced by 2 cms.

    2. Visual Standards. Distance Vision (Corrected) : Better eye 6/6 ; Worse eye 6/18. Myopia should not be more than -3.5D and manifest hypermetropia not more than +3.5D including Astigmation. Internal examination of the eye will be done by means of ophthalmoscope to rule out any disease of the eye. A candidate must have good bin ocular vision. The colour vision standard will be CP -III (Defective safe). Candidates should be able to recognise white, signal red and signal green colours correctly as shown by Martins Lantern at a distance of 1.5 metre or read the requisite plate of ishihara Book/Tokyo Medical College Book. Candidates who have undergone or have evidence for having undergone Radial Keratotomy, to improve the visual acuity will be permanently rejected for all the services. Candidates aged 20 years or above who have undergone Laser Surgery for correction of refractive error will be considered for commission in Army if they fulfill following criteria: -

      1. Uncomplicated stable LASIK/Excimer (PRK) laser procedure done for Myopia or H ypermetropia, with stable refraction for a period of six months after the procedure.

      2. A healthy retina.

      3. Corrected vision should be 6/6 in better eye and 6/9 in worse eye. W ith maximum residual refraction of : +_ 1.50 in any meridian for myopia or hypermetropia.

      4. Axial length within permissible limits.

  6. Prospective candidates are advised to exercise and keep themselves physically fit, in order to avoid any injury due to the rigorous physical training at Officers Training Academy. In order to be able to adjust to the regime these, candidates are advised to achieve following standards before joining the OTA, if finally selected:-

    (a)

    Running 2.4 km in 15 minutes,

    (b)

    Push Ups-13 Nos.

    (c)

    Sit Ups-25 Nos.

    (d)

    Chin Ups 6 Nos.

    (e)

    Rope Climbing 3-4 Meters.

  7. Selection Procedure. The selection procedure is as follows :-

    1. Shortlisting of Applications. Integrated HQ of MoD (Army) reserves the right to shortlist applications and to fix cutoff percentage of marks without assigning any reason. After shortlisting of applications, the Centre allotment will be intimated to the candidate via t heir email. After allotment of Selection Centre, candidates will have to log in to the website and select their SSB dates on a first come first served basis, through the link forwarded via email.

    2. Only shortlisted eligible candidates depending on the cutoff percentage will undergo SSB at Selection Centres, Allahabad(UP), Bhopal(MP), Bangalore (Karnataka) and Kapurthala (PB) by psychologist, Group Testing Officer and Interviewing Officer. Call up le tter for SSB interview will be issued by respective Selection Centre on candidates registered e-mail id and SMS only. Allotment of Selection Centre is at the discretion of DG Rtg, IHQ of MoD (Army) and NO request for changes are entertained in this regard.

    3. Candidates will be put through two stage selection procedure . Those who clear Stage I will go to Stage II . Those who fail in stage I will be returned on the same day. Duration of SSB interviews is five days and details of the same are available at official website of Rtg Dte www.joinindianrmy.nin.in . This will be followed by a medical examination for the candidates who get recommended after Stage II.

    4. Candidates recommended by the SSB and declared medically fit, will be issued joining letter for training in the order of merit depending on the number of vacancies available.

  8. Medical Examination. A candidate recommended by the Service Selection Board will undergo a medical examination by a Board of Service Medical Officers. Women candidate will undergo Medical Examination by a Medical Board comprising male/female doctors/specialist/gynecologist. There will be a Lady Medical Officer as member of the board. The proceedings of the Medical Board are confidential and will not be divulged to anyone. However, candidates declared unfit will be intimated by the president of the Special Medical Board (SMB) the procedure for request for Appeal Medical Board (AMB). Unfit Candidates should report for Appeal Medical Board (AMB) within a maximum period of 42 days. Candidates are advised in their own interest to appear for AMB well in time and should not wait for the last date given by the SMB. Candidates are advised to note that Recruiting Directorate has no role to play in Appeal Medical Boards and procedure advised by the medical authorities is strictly to be adhered to. Candidates declared unfit by AMB will be intimated by the President, AMB about procedure to challenge the finding of AMB. Candidates will also be intimated that Review Medical Board (RMB) will be granted at the discretion of DGAFMS based on the merits of the case and that RMB is not a matter of right. Candidates will be considered medically fit only on receipt of the approved Medical documents from Directorate General Medical Services in Dte Gen of Rtg. (b) Pregnancy, if detected at any stage, after selection at SSB or during training will debar the candidate from grant of commission.

  9. Candidates are advised in their own interest to undergo a preliminary medical checkup for wax in ears, DNS, defective colour vision, over weight/under weight, piles, gynacomasties, tonsillitis and varicose b efore reporting for the SSB interview.

  10. Entitlement for Travelling Allowance. Candidates appearing for SSB interviews for the first time for a particular type of commission shall be entitled for AC III Tier to and fro railway fare or bus fare including reservation -Cum-Sleeper Charges within the Indian Limits. Candidates who appear again for the same type of commission will not be entitled to travelling allowances on any subsequent occasion.

  11. Training.

    1. Duration of Training is 49 weeks training at OTA, Chennai, on successful completion of which Candidates will be granted commission in the rank of Lt. Candidates will not be allowed to live with parents / guardian. Candidates must not marry until they complete the full training at OTA. A candidate, who marries subsequent to the date of his/her application, though successful at the Service Selection Board interview or Medical Examination, will not be inducted for training. A candidate if he/she marries while under training shall be discharged and will be liable to refund all expenditure incurred on him/her by the govt. It is also applicable to the Wards of Battle Causalities of Army Personnel.

    2. University of Madras will award "Post Graduate Diploma in Defence Management and Strategic Studies" to all cadets who successfully complete Pre- Commission Training at OTA, Chennai.

    3. Cost of Training. The entire cost of training is at Government expense. In case the GC is withdrawn from training academy due to reasons other than medical ground or the reasons not beyond the control, he will be liable to refund cost of training @ Rs 8785/- per week (or as notified from time to time) for the period of his stay at OTA, Chennai.

  12. The final allocation of Arms/Services will be made prior to passing out gentleman cadets/Lady cadets from OTA.

  13. Terms and Conditions of Service.

    1. On joining the Army, some of Personal Restrictions in Service will be imposed in accordance with Article 33 of Constitution of India as promulgated in the Army Act and Army Rules from time to time.

    2. Period of Probation. An officer will be on probation for a period of 6 months from the date he/she receives his commission. If he/she is reported on within the probationary period as unsuitable to retain his/her commission, his/her services may be terminated any time whether before or after the expiry of the probationary period.

    3. Posting. Personnel granted Short Service Commission are liable to serve anywhere in India and abroad.

    4. Tenure of Engagement. Officers will be required to serve for ten years extendable by a further period of four years, subject to their performance having been found fit for extension of tenure and having given option for the service. Male Officers who are willing to continue services in Army after the expiry of 10 years in Short Service Commission may if eligible and suitable in all respects be considered for Grant of Permanent Commission in accordance with the relevant rules.

    5. Termination of Commission. An officer granted Short service commission will be liable to serve for ten years but his Commission may be terminated at any time by the Government of India for :-

      1. Misconduct or if his/her services are found to be unsatisfactory, or

      2. On account of medical unfitness, or

      3. If his/her services are no longer required, or

      4. If he/she fails to qualify in any prescribed test or course.

      5. An officer may on giving 03 months notice be permitted to resign his/her commission on compassionate grounds of which the Government of India will be the sole judge. An officer who is permitted to resign his/her commission on compassionate grounds will not be eligible for terminal gratuity.

  14. Reserve Liability. SSC Officers on release before or expiry of contractual length of service will carry reserve liability to serve the Army for five years plus two years on voluntary basis or up to the age of 37 years for women and 40 years for men whichever is earlier.

  15. HOW TO APPLY.

    1. For NCC `C Certificate Holders only.

      1. Applications will only be accepted online on website www.joinindianarmy.nic.in. No offline applications will be accepted.

      2. Open the website www.joinindianarmy.nic.in.

      3. Click on Officers Entry `Apply/Login and then click `Registration.

      4. Follow onscreen instructions for registration. Fill online Registration after reading instructions very carefully. After registration, your profile will open. Click on `Apply Online to process the application. A page `Officers Selection-Eligibility will open.

      5. Your registration details will confirm your eligibility to apply. Click on

        `Apply and a page `Application Form will open. Proceed with the application as per onscreen instructions. Read onscreen instructions carefully and click `Continue to fill details under various segments personal information, Communication details, Education details and details of previous SSB. `Save & Continue each time before you proceed to the next segment.

      6. After filling details of last segment, you will move to a page `Summary of Information wherein you can check & edit entries you have made so far. Only after ascertaining the correctness of all your details click on `Submit. After submitting click on `PDF and take out `two copies of the application form having the Roll Number and other details generated by the system.

        Note:- Details once submitted will NOT be changed under any circumstances and NO representation in this regard shall be entertained.

      7. One copy of the printout of application form duly signed, photograph affixed and self attested alongwith all documents as mentioned at para 16 below will be carried by the candidate to the SSB, as and when called for the same. The second copy of the printout of online application is to be retained by the candidate for his reference.

      8. For College/Universities awarding CGPA/Grades, candidates must note that marks/percentage in the online application form must be filled as per the conversion rules of their respective College/University for converting CGPA/grades to marks/percentages. A certificate for the same will have to be carried to the SSB, as and when called for the same. Also refer para 16 (f) in this regard.

      9. Applications of Candidates serving in the Armed Forces, duly countersigned by the Commanding Officer should be taken alongwith all other documents as stated above to the SSB as and when called for the same.

      10. Directorate General of Recruiting (Rtg`A), Intergrated Headquarters of Ministry of Defence (Army), reserves the right to shortlist applications and apply cut-off without assigning any reason.

      11. Any change in your postal address, telephone Number, etc after submission of application must be communicated by post duly quoting your Roll Number, name and course opted for to Dte Gen of Rtg, Intergrated Headquarters of Ministry of Defence (Army), Adjutant General`s Branch, West Block-III, RK Puram, New Delhi, PIN- 900 108.

        IMPORTANT NOTES:-

        1. Please ensure correctness of your particulars while filling up online application form. No correspondence regarding amendment to particulars once filled up shall be entertained at any stage and the form shall be REJECTED.

        2. Candidates must submit ONLY ONE online application form. Receipt of more than one application form from one candidate will result in cancellation of candidature and no representation shall be entertained in this regard.

        3. Candidates must note that all those appeared/appearing for SSB interview for SSC (NT)-106 (Oct 2017) & SSC (NT) (Women)-20 Course (Oct 2017) as CDSE candidate will NOT be eligible to appear for NCC Spl Entry- 42 Course SSB. A declaration to the effect needs to be filled and submitted alongwith the application form by the candidate, as per format available online alongwith application form.

        (c) Procedure of Applying for Wards of Battle Casualties Only:

        Procedure for applying for Ward of Battle Casualties is given at para 4

        (b) above. Last date for receipt of application at Dte Gen of Recruiting for Wards of Battle Casualties is 20 Feb 2017.

  16. Documents to be carried to the Selection Centre by the candidates duly self attested:-

    1. Printout of online application form duly signed, latest photograph affixed and self attested.

    2. Copy of Matriculation or equivalent certificate (for proof of age) and Class X Marks Sheet.

    3. Copy of 12th Class Certificate & Marks Sheet.

    4. Copy of Graduation Degree/Provisional Degree and copy of Marks Sheets of all years/semesters.

    5. Copy of NCC `C Certificate.

    6. Certificate regarding CGPA conversion to marks (as applicable) and aggregate percentage from the University specifying the rules in this regard.

    7. All above mentioned certificates are also required in Original. Originals will be returned after verification at the Service Selection Board itself. Any candidate who does not carry the above documents for the SSB Interview, the candidature will be CANCELLED.

    8. Variation, if any, in name and/or spelling as recorded in Matriculation or equivalent and Graduation or equivalent certificate must be supported by an affidavit and Gazette Notification authorizing the change. Candidature will be CANCELLED in the absence of the required documents.

  17. Salary Structure. The candidates will be given a stipend of Rs 21,000/ - p.m (Rs 15,600/- as pay in pay Band plus Grade Pay of Rs 5,400/ -). On completion of training they will be commissioned in the rank of Lt and entitled to pay as admissible to the rank. The p romotion from Lieutenant to Lieutenant Colonel is on time scale basis and thereafter on selection basis subject to fulfillment of requisite service conditions.

      Note:- In the case of allowances specific to Defence Forces, the rates of these allowances have been further enhanced by 50% as Dearness allowance has gone up by 100%.

  18. Cost to Company (CTC). The CTC for a Lieutenant would be approximately Rs.80,000/- per month. This inc ludes Basic Pay, DA, Grade Pay, Military Service Pay, Tech Pay, House Rent Allowance and Transport Allowance. These rates are not statutory and are subject to change.

  19. Privileges. In addition to the CTC ment ioned above, Army provides free Medical facilities for self & dependents, Canteen facilities, Entitled Ration, Mess/ Club/Sports facilities, Furnished Govt Acc ommodation, Car/Housing Loan at subsidized rate.

  20. Army Group Insurance Fund (AGIF). The Gentlemen / Lady Cadets (GC/LCs) of OTA when in receipt of stipend are insured for Rs. 75 lac wef 01 Oct 2016. Those who get medically boarded out of Academy on account of disability, the disability cover provided for 100 percent disability will be Rs. 25 lac which is proportionately reduced upto Rs. 5 lac for 20 percent disability. However, for less than 20 percent disability, no disability benefit is eligible but an Ex-Gratia grant of Rs. 50,000/- will be paid. Disability due to alcoholism, drug addiction and due to the diseases of pre-enrolment origin will not qualify for disability benefit and Ex-Gratia grant. In addition, Gentleman/Lady Cadet withdrawn on disciplinary grounds or as undesirable or voluntarily leaves the Academy will also not be eligible for disability benefits and Ex-Gratia grant. Subscription at the rate of Rs. 5,000/- will have to be paid in advance on monthly basis by the Gentlemen/Lady Cadets who are in receipt of stipend and will become members of the main Army Group Insurance Scheme as applicable to regular Army Officers.

  21. The final allotment of Arms/service/Corps at the time of passing out will be the sole discretion of Integrated HQ, Min of Defence (Army) keeping in view the existing policy. No representation is tenable on this account.

  22. CHANGE OF INTERVIEW DATES : Request for change of SSB interview date/centre will NOT be entertained .

  23. Important Instructions.

    1. In case the Provisional degree certificate/marks sheets do not indicate clearly the maximum marks and marks obtained for all the years, a certificate from University/College duly signed by the Controller of Exams/Principal must be enclosed stating that Mr/Miss .........................................................has obtained

      .........................................marks out of ............................... marks as aggregate in

      the Degree examinations taking all the years marks into account In such cases if this certificate is not found enclosed, the application will he rejected.

    2.
