Terms of Reference Senior Consultant Public Health Planning / Planning and Evidence

National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design.

NHSRC intends recruiting Senior Consultant Public Health Planning / Planning and Evidence purely on contractual basis.

Role and Responsibilities:

  • Responsible for technically assessing proposals from allotted States in their respective Programme Implementation Plan (PIP) and submission of comments/observations to MOHFW for discussion at the National Programme Coordination Committee meetings.
  • Undertake periodic field visits to states and districts to review programme implementation in the States, identify implementation challenges and support states in charting appropriate solutions or enable linkages with appropriate institutions at state and national level.
  • Provide technical inputs on thematic areas of Health systems strengthening viz. HMIS, coverage and delivery of services, technology in health, healthcare financing and community processes.
  • Undertake analytical documentation of field review visits to inform improvements in implementation
  • Identify best practices and innovations within states and districts and support states to evaluate and develop these innovations.
  • Technical assistance for decentralized planning & strengthening health systems in the poor performing districts of India.
  • Building capacities at district and state level for making health plans and for review & improving the plans, using both epidemiological and HMIS inputs.
  • Analyze data from various sources as required for the NHM activities -help develop tools to analyze various other data-bases such as HR, Finance, infrastructure etc. and generate evidence for informing policy and program implementation.
  • Assist in development of program monitoring protocols for various programs. Develop monitoring tools for district planning.
  • Support processes of training and capacity building at the national and state levels on data analysis and on development & maintenance of HMIS systems.
  • Develop study / evaluation protocols and undertake and guide studies related to Health Systems Strengthening as needed.
  • Undertake review of literature and stay up-to-date on current trends in health systems strengthening and Universal Health Care.
    • Undertake other assignments, which may be assigned from time to time by the Reporting Authority.
    • Eligibility:
  • MBBS / BDS / BAMS with Post-graduation in Community Medicine/ Epidemiology / Health Administration or Postgraduation in Health Administration, Public health, Community health, Preventive & Social Medicine, PhD/PG in Demography.
  • At least 5 years of post-qualification work experience in Health Systems, Planning and implementation of health service delivery or inHealth Research.
  • Demonstrated experience in operationalizing health program at field level/ working in strengthening of district level health systems.
  • Preference will be given to candidates who have worked in NHM at National or State level.
  • Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.
  • Computer Skills: Proficiency in commonly used packages like MS Word, Excel, Power Point. Ability to use internet to for desk research, literature review and accessing other relevant documents.
  • Excellent oral and written communication skills in English, including an ability to write crisp, unambiguous technical reports. Working knowledge of Hindi also desirable.
  • Demonstrated ability to work in a multi-disciplinary team environment along-with excellent communication, presentation skills and interpersonal abilities.
  • Formal educational qualification, experience & age could be relaxed for exceptional candidates.

Age Limit: Up to 50 years Location: New Delhi with willingness to travel on need basis Remuneration Range: Between Rs. 90,000/-to Rs. 1,30,000/-per month.

Contract Tenure: Two Years with 3 months probation

*The validity of the contract beyond 31March 2017 is subject to continuation of NHSRC beyond 31March 2017. In case NHSRC does not continue beyond 31st March 2017, the contract shall be treated as withdrawn.
