Terms of Reference

Consultant - Nursing & Midwifery (Family Planning Division) / (One Position) National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking resumes from qualified candidates for the above mentioned post purely on contractual basis. Roles and Responsibilities: Responsible for Programme Implementation Plan of allocated States (PIP) state PIP- through coordinating and incorporating inputs from Family Planning Divisions analysing for consistency and synergy, reviewing component wise budgets, ensuring adherence to norms and provide inputs to States as required for revision and submission of final PIPs for discussion at the National Programme Coordination Committee meetings.

Support for States/Districts in preparation of training components of State PIPs/District Plans. Responsible for facilitating continuous improvement in quality of Family Planning service delivery through establishing systems, training of supervisory staff and ANMs/SNs and MOs through field visits,

Assessment of progress against approved State plans through analysis of reports received/ data available in web based HMIS etc. under Family Planning Programme.

Development and approval process for checklists (with emphasis on quality of service delivery and post training performance of trained service providers under Family Planning Programme) for visits to States.

Periodic visits to Districts/facilities and in particular, observation of delivery of Family Planning services to identify strengths and weaknesses and review the programme implementation under Family Planning Programme in the States and Follow up to ensure agreed steps are implemented to overcome the latter.

Response to various queries including analysis of reports received from States, national and international agencies.

Key priority areas of work will be to monitor FP Schemes like, Home delivery of contraceptives by ASHAs, spacing between births scheme, PIP appraisal, strengthening of Male & Female Recanalisation Centre, monitoring of FP trainings, organization and monitoring of World Population Day, World Vasectomy Week etc.

Review of existing FP guidelines and modification/preparation of revised guidelines (if required) - based on feedback from field visits / monitoring; ensure that necessary approvals are obtained and guidelines are disseminated through e.g., workshops , etc.

Provide assistance to States to bring about continuous process improvement in planning and monitoring systems towards improving service delivery/quality under Family Planning Programme.

Delivery of all the above tasks in a time bound manner

Eligibility: B.Sc (Hons) Nursing with Post Graduate degree in Social Work/ M.Phil in health related field.

Minimum 6-7 years of experience in RCH with minimum 5 years at the national level for providing support for States/ Districts under Family Planning Programme;.

Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Working knowledge of Hindi also desirable. Demonstrated ability to work in a multi-disciplinary team environment. Willingness to travel to states & districts to provide technical assistance

Preference will be given to candidates who have worked in National Health Mission at National or State level. Formal educational qualification, experience and age could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.

Age: Upper limit 55 years as on 1/4/2016 and having sound health to undertake extensive field visits Remuneration Range: Between Rs. 90,000/- to Rs. 1,30,000/- per month
