ENGAGEMENT OF TEACHING FACULTY ON CONTRACTUAL BASIS FOR ESIC MEDICAL COLLEGE LOCATED AT JOKA, KOLKATA

Employees State Insurance Corporation is a statutory body constituted under an Act of Parliament (ESI Act, 1948) and works under the administrative control of Ministry of Labour and Employment, Government of India. Employees State Insurance Corporation proposes to fill up the Teaching Faculty positions Professor, Associate Professor and Assistant Professor for ESIC Medical College located at Joka, Kolkata on contractual basis through walk in interview. The details of vacancies and reservation position are as under:

Essential for Medical Candidates

(i) A recognized medical qualification included in the First or Second Schedule

or Part-II of the Third Schedule to the Indian Medical Council, Act, 1956.

(Holders of educational qualifications included in Part-II of the Third Schedule

should also fulfill the conditions stipulated in section 13 (3) of the said

Act, );and

(ii) a post graduate qualification e.g. MD (Doctor of Medicine)

or (MS)Master of Surgery or a recognized qualification equivalent

thereto in the respective subject or allied discipline

(iii) For Dentistry: A post graduate qualification i.e. Master of Dental Surgery

(MDS) or a recognized qualification equivalent thereto in the respective

subject or allied discipline.

Essential for Non-Medical Candidates:

(i) a postgraduate qualification i.e. Masters Degree in the concerned

subject or allied discipline; and

(ii) a Doctorate degree from a recognized University in the respective subject

or allied discipline.

Note: The respective subject or allied discipline should be as in the Table - I

of Schedule I of the, Medical Council of India - Minimum Qualifications for

Teachers in Medical Institutions Regulations, 1998.

EXPERIENCE:

a) Four years teaching experience as a Reader or Associate Professor in a

recognized medical college in the concerned specialty

Note 1: The transitory period of 4 years with effect from 24th July, 2009,

the appointment or promotion to the post of Professor can be made by the

institutes in accordance with the Medical Council Of India - Minimum

Qualifications for Teachers in Medical Institutions Regulations, 1998

as prevailing before notification of Medical Council of India-

Minimum Qualifications for Teachers in Medical Institutions (Amendment)

Regulations, 2009.

Note 2: The provision regarding 4 year transitory period (24th July 2009 to

23rd July 2013) as mentioned in the Note 1 above is no longer applicable.

OR,

b) Three years teaching experience as Associate Professor in the concerned

specialty in a recognized medical college with minimum of four research

publications in indexed or national journals provided that these research

publications are published or accepted for publication in the Journals by the

National Associations or Societies of the respective specialties as the First Author, and further provided that the requirement of four research publications for promotion to the post of Professor should be taken on cumulative basis with minimum of two research publications must be published during the tenure of the Associate Professor.

Note 1: Qualifications with regard to experience are relaxable at the discretion of Selection Board in case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience are relaxable at the discretion

of the Selection Board in case of candidates belonging to the Scheduled Castes

or Scheduled Tribes., and if at any stage of selection, the Selection Board is of

the opinion that sufficient number of candidates from these communities

possessing the requisite experience are not likely to be available to fill-up

the vacancies reserved for them.

Note 3: The experience should be recognized by the Medical Council of India or the statutory body concerned with the system of medicine as valid teaching experience for teaching posts and certificate thereof or any other valid proof in support thereof should be submitted and a certificate to this effect is to be submitted.

Note 4: Teaching experience in any other post like the post of General Duty Medical Officer shall not be considered for eligibility purpose for recruitment to teaching posts.

thereto in the respective subject or allied discipline.

Essential for Non-Medical Candidates

concerned subject or allied discipline ; and

(ii) A Doctorate degree of a recognized University in the respective

subject or allied discipline.

Note: The respective subject or allied discipline should be as in the

EXPERIENCE:

(a) For the candidates possessing doctor of Medicine(MD) / Master

of Surgery (MS) from Medical Council of India recognized medical

colleges: Three years teaching experience in the subject

as Resident or Registrar or Demonstrator or Tutor in a recognized

medical college either during the post-graduate course or after

obtaining postgraduate degree in the subject.

(b) For the candidates possessing Diplomat of National Board

qualification(DNB) from Medical Council of India recognized

medical colleges or central institutes where the no doctor of

medicine(MD) / master of surgery (MS) course running:

  1. (i) Three years teaching experience in the subject in a recognized

medical college either during the Diplomat of National Board

(DNB) course or after possessing Diplomat of National

Board (DNB) qualification.

  1. (ii) The concerned candidate would also require one year of

additional teaching or research experience in the concerned subject

in a recognized medical college after obtaining Diplomat of

National Board (DNB) qualification.

(c) For candidates possessing Diplomat of National Board (DNB)

qualification from Medical Council of India (MCI) recognized

medical colleges or central institutes where there are doctor of

medicine(MD)/Master of surgery(MS) course running:

Three years teaching experience in the subject in a recognized

medical college either during the Diplomat of National Board

(DNB) course or after obtaining Diploma from national Board

qualification.

(d) for the candidates possessing diplomat of National Board(DNB)

qualification from centers other than of Medical Council of

India(MCI) recognized medical colleges or central institutes:

(i) Three years teaching experience in the subject either during the

Diplomat of National Board course or after possessing Diplomat

of National Board qualification.

(ii)The concerned candidate would require two years additional

teaching experience as Senior resident or Research

Associate(Council of Scientific and Industrial Research) in a

Medical Council of India recognized medical college or central

institute.

(e) Research Experience:

(i) For the candidates obtaining Diplomat of National Board

(DNB) qualification from centers other than Medical Council of India

recognized medical colleges or central institutes, the concerned

candidate should have minimum two publications (accepted or

published) in the index journal (National or International as first or

second author).

(ii) In case the concerned candidate does not have the required

publication, he must have a total of three years teaching experience

in a recognized college or central institute after possessing

Diplomat of National Board (DNB) qualification.

Note : The qualifications regarding experience in respect of the

Scheduled Castes and the Scheduled Tribes candidate are relaxable

based on the guidelines issued by the Government of India from time

to time.

B. AGE LIMIT: Not exceeding 69 years as on date of walk in interview for all posts.

C. PAY & ALLOWANCES:

  1. 1. The retired Government Officers shall be paid emoluments in accordance with the rules in force as on date.

  2. 2. Other candidates appointed on contractual basis will be paid Pay at the initial stage i.e. initial Pay of the relevant Pay Band plus Grade pay and other allowances as per rules of the Corporation.

  3. 3. Pay as on date (Pay in Pay Band + Grade Pay + NPA @ 25% (as admissible) in different categories is as under:

  1. 4. In addition to above, other allowances like D.A., HRA etc. would be payable as admissible.

  2. 5. No Private practice is allowed during the tenure of service in ESIC.

  3. 6. Retired candidates from Central/ State Govt. / PSU from the equivalent posts are eligible to apply. Persons working in recognized/ approved Private Medical Institutions fulfilling eligibility criteria for the post may also apply.

  4. 7. The candidates have to attach the self-attested copies of all the relevant certificates/ testimonials on support of date of birth, category, sub-category i.e. educational qualification, teaching experience, Pension Payment Order (PPO), etc. with the application form and have to produce originals thereof at the time of interview.

D. TERMS OF CONTRACT:

Total period of contract of teaching faculty for 03 years or attaining 70 years of age, whichever is earlier. The initial period of contract would be for 01 year, extendable every year up to a maximum of 03 years, subject to satisfactory performance. Barring unsatisfactory performance the incumbent would serve the initial first year of contract, independent of regular faculty joining during this period. However, the contract would be terminable on one month notice, on joining of regular faculty in the 2nd / 3rd year of contract.

E. HOW TO APPLY:

The candidate should check his/her eligibility against the advertised criteria for each post before applying. Only eligible candidate should appear for the walk in interview with the following documents on the stipulated date, time and venue mentioned.

  1. a) Two sets of the prescribed application form enclosed with this notification must be printed on A4 size paper and properly filled up and submitted at the time of verification on the day of interview.

  2. b) Two copies of recent self-attested color passport size photograph.

  3. c) Two sets of self-attested copies of certificates and testimonials in support of: (i) proof of age (Date of Birth), (ii) Category (SC & ST), Category OBC in Government of India Format, Sub-category, (iii) Educational Qualifications: (Graduate, Post Graduate, & any other), (iv) MCI recognized teaching experience issued by the Head of the Institute or Head of the Department, (v) Research Publications in Indexed Journals, (vi) Pension Payment Order (PPO), in case of retired employees from Govt. organizations.

If any candidate wishes to appear for more than one post, he/she must appear with separate sets of application forms, documents and testimonials, photographs, and separate demand draft fees for each post applied for.

A Demand Draft of Rs. 225/- in favour of ESI Fund Account No. I, drawn after 10.08.2017 on any scheduled bank payable at Kolkata has to be submitted along with the Application Form.

Note: i) Fee once paid will not be refunded under any circumstances.

ii) Only Demand Draft drawn on any Scheduled Bank will be accepted. Application Fee paid by any other mode will not be accepted.

iii) The Demand Draft must be issued after the date of issue of this advertisement.

(iv) Separate Demand Drafts to be paid if candidate applies for more than one post.

Selection Procedure:

  1. i. The selection will be made on the basis of performance of the candidate in interview before the Selection Board.

  2. ii. Result will be communicated through e-mail/ SMS and will be displayed on web-site: www.esic.nic.in and www.esi-pgimsrkolkata.org .in.

General Conditions:

  1. i. Mere submission of application does not confer any right to the candidate to be interviewed.

  2. ii. Application should be submitted in the prescribed format only. The applications found to be incomplete will be summarily rejected.

  3. iii. Wrong declarations/ submission of false information or any other action contrary to law shall lead to cancellation of the candidature at any stage.

  4. iv. Opportunity of interview given to candidates will be on provisional basis.

  5. v. The interviews shall be conducted at DEAN OFFICE, ESIC MEDICAL COLLEGE, Joka, Diamond Harbour Road, Kolkata 700104. However, ESIC reserve the right to change the centre, if needed.
