The Tata Institute of Social Sciences (TISS) which was established in 1936 is a Deemed University fully funded by the University Grant Commission (UGC), Government of India. The TISS offers several degree programmes in a range of socially relevant inter-disciplinary areas of social sciences. The TISS offers a very challenging but fulfilling academic environment to faculty committed to creating a just society through education, generation of knowledge and field action.

The Centre for Development Practice and Research, Patna which is an Independent Centre of the TISS Mumbai was established in March 2016 for undertaking research, field action programmes and limited teaching. In the last two years, it has made migration a niche area of its academic activities research, lectures and conferences, short-term course and publications.

The Centre, with the support from the Takshila Educational Society, has set up a four-year field action project entitled Deepening Democracy through Gram Panchayats: Strengthening Representation, Participation and Capacities in Mian-Ke-Bhatkan Gram Panchayat, Jiradei block of Siwan District in Bihar. The project has the twin components of research and action. The first year of the project has been largely spent on understanding the political context and socio-economic dynamics of the area through ethnography. From the second year onwards, while continuing with the ethnography, some interventions will be carried out to strengthen the capacities of the elected members of the Gram Panchayat and the functionaries, helping the Gram Panchayats in instituting participatory processes, improving the services such as schooling, Aanganwadis, public health centres, public distribution system, etc., and bringing changes in the lives of the people, particularly women, children, old age persons, persons with disabilities, Scheduled Castes and other deprived groups.

The project team is based at the Parivartan Campus of the Takshila Educational Society which is located at Narendrapur Village, Jiradei block, District Siwan, Bihar.

Applications are invited from committed and motivated individuals willing to work with Gram Panchayats and deprived sections to be part of the project team. We intend to recruit one (1) Young Professional under the project on contract basis for a period of three years.

The details of the position are given below:

Young Professional: One Position Remuneration: Rs. 30,000/- p.m. Essential Qualifications: Masters Degree in Social Work / Womens Studies / Economics / Political Science / Law / Public Health / Education / Humanities or any other related field and

minimum experience of 2 years of working on decentralization / Panchayat related issues. Excellent understanding of issues related to decentralization / Gram Panchayats. Good understanding of participatory processes, good writing skills and demonstrated proficiency in working with local leadership and bureaucracy. Knowledge of monitoring and evaluation methods. Proficiency in the use of MS Office.

Application fee:

The application fee is Rs. 500/-which is to be paid online. The SC/ST/PWD candidates will be waived from the application fee if they attach the required certificate to the application. The application will be valid only on receipt of the application fee for those who are required to pay. Fees once paid shall not be refunded under any circumstances.

Other Conditions:

The Institute reserves the right to relax qualification of the candidate based on the work experience. The institute reserves the right to invite persons for interview who may not have applied for as per the above procedure and not fill up the vacancy advertised.

Since applications received may be short listed, merely possessing the prescribed qualifications and the requisite experience would not entitle a person to be called for interview.
