RECRUITMENT TO THE POST OF HEAD CONSTABLE (COMBATANT MINISTERIAL) - ONLINE APPLICATION ONLY

Applications are invited from Male & Female Indian citizens (including subjects of Nepal & Bhutan) for filling up vacancies to the posts of Head Constable/Combatant Ministerial, Group C (non-Gazetted), on temporary basis likely to be permanent in ITBPF. The post has All India liability and selected candidates can be posted anywhere in India and even abroad. On appointment, the candidate shall be governed by the ITBPF Act and Rules and other Rules applicable from time to time. Applications from candidates will be accepted through ON-LINE MODE only. No other mode for submission of application is allowed. CLOSING DATE / LAST DATE OF RECEIPT OF ONLINE APPLICATIONS: 13.11.2017. The applicants are advised to check their eligibility before applying so as to avoid disappointment at a later stage.

a) Total vacancies may vary due to administrative reasons. ITBP reserves the right to make changes in sequence of the recruitment procedure after publication of this advertisement. ITBP also reserves the right to cancel or postpone the recruitment at any stage due to administrative reasons or without assigning any reason.
b) 10% of the vacancies are reserved for Ex-Servicemen. In case vacancy reserved for Ex-servicemen remains unfilled due to non-availability of eligible or qualified candidates, the same shall be filled by other candidates.
c) As per MHA guidelines, if a situation so arises wherein the women candidates in the horizontal compartmentalized reservation in any of the vertical reservation categories are not available, then the posts shall be filled up from among the male candidates from the concerned vertical reservation categories.

3. PAY SCALE AND OTHER ALLOWANCES:-

a) Level 4 in the pay Matrix- Rs. 25500 81100(as per 7th CPC).

b) Other allowances: The post will carry Dearness Allowance, Ration Money, Special Compensatory Allowance (while posted in specified border areas), free uniform, free accommodation or HRA, Transport Allowance, Free leave pass, free medical facilities and any other allowance as admissible in the Force from time to time under the rules/instructions. These posts will be covered under Restructured Defined Contribution Pension Scheme.

4. A candidate appearing for the test shall mention/intimate the details of criminal case(s) is/are pending/ lodged against him/her in any police station/Honble Court, if any at the stage of verification of documents.

ii) Candidates should note that only the Date of Birth as recorded in the Matriculation certificate available on the date of submission of application will be accepted for determining the age and no subsequent request for its change will be considered or granted.
iii) Candidates claiming OBC(NCL) status may note that certificate on non-creamy layer status should have been obtained within three years before the closing date i.e. 13.11.2017.
iv) Candidates who wish to be considered against vacancies reserved or seek age relaxation must submit requisite certificate from the competent authority, in the prescribed format when such certificates are sought by the Recruitment Board. Otherwise, their claim for SC/ST/OBC(NCL) status will not be entertained and their candidature/applications will be considered under General (UR) category.
v) The formats of the certificates are annexed. Certificates obtained in any other format will not be accepted.

vii) The upper age limit shall be relaxable upto 40 years (45 years for Scheduled Castes/Scheduled Tribes) for ITBP Head Constables(GD), Constables (GD) and
Constable(Tradesmen) applying against the vacancies reserved for the posts of Head Constable/CM (LDCE).
viii) For the post of Head Constable/CM (LDCE), Constable(GD), Head Constable(GD), Constable (Tradesmen) having five(05) years of regular service in Constable or Head Constable grade or both, and having medical category SHAPE-I with good service record, possessing education and other qualifications as prescribed for direct recruitment shall be eligible.
ix) Upper age limit is relaxable up to 5 years for Departmental (Central or State Gvot. Employees) candidates with three years continuous service and in addition 5 years age relaxation for Scheduled Caste or Scheduled Tribe and 3 years for Other Backward Classes who compete alongwith candidates of open recruitment.
x) Break between Army Service and re-employment should not exceed 2 years.

Explanation of Ex-Serviceman:

An Ex-Serviceman means a person;

(i) Who has served in any rank whether as a combatant or non-combatant in the Regular Army, Navy, Air Force of the Indian Union, and
a) Who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension.

Or

b) Who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension.

Or

c) Who has been released from such service as a result of reduction in establishment.

Or

(ii) Who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, or discharge on account of misconduct or inefficiency and has been given a gratuity: and includes personnel of the Territorial Army, namely, pension holders for continuous embodied service or broken spells of qualifying service;

Or

(iii) Personnel of the Army Postal Service who are part of regular Army and retired from the Army Postal Service without reversion to their parent service with pension, or are released from the Army Postal Service on medical grounds attributable to or aggravated by military service or circumstances beyond their control and awarded medical or other disability pension;

(iv) Personnel, who were on deputation in Army Postal Service for more than six months prior to the 14th April, 1987.

(b) A colour blind person shall not be eligible for recruitment. If at any stage of service career a person is found to be colour blind, he will be medically boarded out as per SHAPE policy in vogue in the Force;
(c) The candidate must not have knock knee, flat foot, varicose veins or squint in eyes;
(d) Must be in mental and bodily health and free from any physical or medical defect likely to interfere with the efficient performance of duties of Armed Force.

(e) Tattoos: -

(a) Content: Being a secular country, the religious sentiments of our countrymen are to be respected and thus, tattoos depicting religious symbol or figures and the name, as followed in Indian Army are to be permitted.
(b) Location: Tattoos marked on traditional sites of the body like inner aspect of forearm but only left forearm, being non saluting limb or dorsum of the hands are to be allowed.
(c) Size: Size must be less than of the particular part (Elbow or Hand) of the body.

8. HOW TO APPLY AND BY WHICH DATE:

8.1

Eligible and interested candidates should only apply online through website www.recruitment.itbpolice.nic.in. Candidates are advised to fill the online application form after reading the instructions carefully. Details as required under various segments should be mentioned clearly, correctly and logically. No application will be accepted offline. Candidature of the candidate who submitted application offline will be rejected summarily. There is no requirement of submitting documents at the time of submitting online application form.

8.2

APPLICATION FEE & MODE OF PAYMENT Male candidates belonging to General (UR)/OBC category applying for recruitment to the above posts should pay Rs 100/- (Rupees One hundred only) as application fee only through the online payment gateway system on www.recruitment.itbpolice.nic.in. Candidates belonging to Scheduled Caste, Scheduled Tribe, Females and Ex-servicemen are exempted from paying the fee.

Note:-

i) Fee once paid will not be refunded under any circumstances.
ii) Fee paid by modes other than above will not be accepted and the

applications of such candidate will be rejected forthright and the

payment made shall stand forfeited.

8.3

Persons serving in Central/State Government applying for this recruitment are required to furnish a copy of No Objection Certificate (Annexure- I) issued by the employer at the time of verification of documents. The candidature of candidates who fail to submit NOC at the time of documentation shall be summarily rejected.

8.4

Online application mode will be opened w.e.f. 14.10.2017 at 02:00 p.m. and will be closed on 13.11.2017 at 01:59 pm.

8.5

Procedure for online submission of application is available on ITBP recruitment website www.recruitment.itbpolice.nic.in .

9. SELECTION PROCESS:-

Admit Cards to the candidates will be issued online by mentioning the date and venue of recruitment test. There is no requirement of submitting any documents at the time of filing online application form. However, it is clarified that candidature of candidates who are issued online admit cards will remain provisional till they are finally selected and submit all relevant documents/certificates in original and in prescribed format at the stage of verification of original documents.

Note:

(i) Before start of physical efficiency test (PET) and physical standard test (PST) the candidates will undergo thorough verification of identity including Biometric capture.
(ii) Biometric identification of candidates can also be taken at any stage of recruitment.

The candidates who report on the basis of admit card, will have to undergo the following recruitment tests:-

9.1 PHASE - I

HEIGHT BAR

At the very beginning of recruitment process, candidates will go through the height bar test. The candidates not meeting the prescribed height will be eliminated.

PHYSICAL EFFICIENCY TEST

Those who qualify the Height Bar Test, will be subjected to physical efficiency test. The events of the PET are as follows:-

For Male Candidates

i) Race 1.6 Kms

No marks will be awarded for this test and it will be only qualifying in nature. Those who do not qualify will be eliminated. Pregnancy at the time of PET will be considered a disqualification and pregnant female candidates shall be rejected at this stage.

PHYSICAL STANDARD TEST (PST)

Candidates who qualify the PET will be screened for Height, Chest (Chest measurement for male candidate only) and Weight measurements. Those who do not meet the required physical measurements as applicable will be eliminated at this stage.

BIOMETRIC IDENTIFICATION

Candidates who qualify Physical Standard Test are required to undergo biometric identification. However, biometric identification of candidates can be taken at any stage of recruitment.

Note: -

1. Candidates are required to bring a legible print out of their online application form & admit card; else they may not be permitted to enter the venue of Height Bar, PET & PST.

2. No Physical Efficiency Test will be held for Ex Servicemen and ITBP departmental candidates who have applied for LDCE vacancies. However, such persons will be required to pass the requisite PST, written examination and medical examination.

9.2 PHASE II

Note:-

i) Qualifying marks shall be 35% for General Candidates & Ex-Servicemen and 33% for Scheduled Caste/Scheduled Tribes /Other Backward Class in the written examination.
ii) Candidates to the tune of 20 times category wise vacancies will be called to appear in Skill Test of Direct Recruitment on merit basis.
iii) All candidates of LDCE recruitment ,who qualify in written test will be called for skill test.

b) Skill Test:-

i) The Skill Test will comprise of typing test on computer. Minimum speed of 35 words per minute in English typing or minimum speed of 30 words per minute in Hindi typing within 10 minutes corresponding to 10500 KDPH for English Typing and 9000 KDPH for Hindi Typing an average of 5 Key depressions for each word.
ii) English typing will be conducted in Times New Roman Font only and Hindi typing will be conducted either on Remington or Inscript Keyboard in Unicode encoding compliant Font Mangal only.
iii) The Skill Test will be qualifying in nature.

c) Merit List Merit lists in each category namely, Gen, SC, ST, OBC and Ex-servicemen will be drawn on the basis of marks obtained by the candidates in the written examination.

d) Resolution of Tie Cases:-

i) In case of tie in marks, the candidate who has secured more marks in Written Examination will get preference.

ii) If the tiel persists, the candidate older in age will be higher in merit.

iii) If the tie still persists, it will finally be resolved by referring to the alphabetical order of names in English i.e. a candidate whose name begins with the alphabet which comes first in the alphabetical order get preference.

9.3 PHASE III

a) VERIFICATION OF ORIGINAL DOCUMENTS:-

Testimonials of the candidates will be checked before Detailed Medical Examination (DME). Original documents will be returned on the spot after verification and self attested copies of certificates will be retained with the application. Original copy of following documents will be required for verification:

(i) Educational Certificate(s);
(ii) Date of birth Certificate (Matriculation or 10th Class Certificate);
(iii) Scheduled Caste and Scheduled Tribe Certificate as per Annexure-II and OBC certificate as per Annexure- III, if belonging to any of these categories, issued by an authority not lower than Tehsildar or SDM. Candidates claiming OBC status may note that certificate on creamy layer status as per Annexure-IV should have been obtained within three years before the closing date i.e. 13.11.2017.
(iv) Domicile Certificate issued by local revenue authorities or PAN Card or Adhar Card or Driving License or Voter Card for verification of citizenship. In case of West Pakistani Refugees settled in J&K, they are required to produce Certificate in the format attached as Annexure-VII issued by the Sarpanch/Numberdar of a candidates village to the effect that the person belonged to the West Pakistani Refugees Category, alongwith a copy of Electoral Roll showing the name of the candidate in the voter list for elections to the Parliamentary Constituency.
(v) Discharge certificate in case of Ex-Servicemen;
(vi) One latest passport size photograph.
(vii) Certificate as per Annexure V for claiming relaxation in height & chest (if applicable).
b) DETAILED MEDICAL EXAMINATION:-

Candidates shortlisted in order of merit in each category will be put through Detailed Medical Examination to assess their fitness as per MHA Guidelines for Recruitment Medical Examination in Central Armed Police Forces and Assam Rifles.

10. APPEAL AGAINST DETAILED MEDICAL EXAMINATION:-

10.1 A candidate declared unfit in Detailed Medical Examination, if not satisfied with the findings of the Medical Officer, can submit an appeal for his Review Medical Examination alongwith a Medical certificate as per Annexure-VI as a proof of evidence about the error of judgment on the part of Recruitment Medical Officer.

i) An incomplete medical certificate will not be taken into consideration and if the photo & signature of the candidate has not been attested and stamped by the Medical Practitioner issuing the certificate will also not be considered.
ii) The candidates are informed that the Medical Certificate issued as per Annexure-IV is only for the purpose of accepting appeal for RME. The final decision to declare a candidate medically FIT or UNFIT rests solely with a duly constituted Board of Medical Officers of ITBP
iii) The appeal will also not be taken into consideration unless it contains Medical Review Examination Fee of Rs. 25/- in form of Indian Postal Order and Rejection Slip (original) issued by the Presiding Officer of the Detailed Medical Examination. RME fee in the form of IPO only should be prepared in the name of INSPECTOR GENERAL (EASTERN) FRONTIER, ITB POLICE FORCE.
iv) The appeal complete in all respects should be received within 15 days from the date of issue of Rejection Slip during DME are communicated to the candidate. ITBP will not be responsible for any postal delay. The application for Review Medical Examination shall be sent to THE INSPECTOR GENERAL (EASTERN) Frontier, ITB Police Force, MHA/Govt. of India, Sheela Complex, Vidhan Sabha Marg, Near Radio Sation, Hazaratganj, Lucknow(UP), Pin code-226001. The decision of the Review Medical Board of ITBP shall be final and no 2nd appeal for RME will be entertained.

11. GENERAL INSTRUCTIONS:

i)

All candidates who have been called for Height Bar, PET & PST will bring a clear and legible print out of the online application form submitted by them for purpose of identification, etc, else they may not permitted to enter the venue. The print out will be retained by ITBP personnel for office use.

ii)

Candidates are to ensure to keep sufficient number of same passport size photos submitted by them while filling the online application form and bring same passport size photos at all stages of recruitment. The candidates should upload a clear and legible scanned signature while filling online application form.

iii)

Candidates in Central or State Government Service / ITBP Departmental candidates should submit in original a No Objection Certificate as per Annexure- I from their employer at the time of verification of original documents / DME else their candidature will be rejected.

iv)

Candidates shall be required to serve in the Force for a minimum period of 10 years. If any person after joining the service wants to resign from the service before the expiry of 10 years, he/she is required to refund a sum equal to three months pay and allowances attached to the post or the cost of training imparted to him/her by the Force, whichever is higher.

v)

Selected candidates shall have to undergo Basic Training and such other courses as prescribed in the Force from time to time.

vi)

Candidates belonging to physically handicapped category are not eligible to apply for this examination.

vii)

All eligible candidates will be duly informed about the date and venue of the recruitment tests through admit card sent electronically on their registered e-mail ID. Therefore, candidates should provide genuine and functional e-mail ID and

Mobile number at the time of filling online application form. ITBP will not be responsible in case of any candidate not receiving admit card due to incorrect or un-used email/Mobile Number or in case of any technical fault.

viii)

Candidates should come duly prepared for more than one day stay under their own arrangements at the Recruitment Centre. No TA/DA will be admissible.

ix)

ITBP shall not be responsible for any damage/injury to the individual sustained during the course of recruitment process. Candidates are advised to beware of touts and not to fall prey to the unscrupulous elements.

x)

Recruitment in ITBP is totally transparent, fair and purely on the basis of performance of the aspirants. No candidate is required to pay any money in cash or otherwise, for recruitment in ITBPF except nominal application fee. If someone approaches them or asks for money or any other favour, they may report the matter to the recruitment board or the local police.

xi)

No application received after the last date as mentioned above will be accepted and ITBP will not be responsible for any power failure, electronic, internet related problems, technical faults etc faced by the candidates.

xii)

xiii)

All disputes and differences, if any, will be subject to the jurisdiction of the courts within the territorial limits of Delhi only.

xiv)

ANNEXURE II

FORM OF CERTIFICATE TO BE PRODUCED BY A CANDIDATE BELONGING TO SCHEDULED CASTE/ SCHEDULED TRIBE APPLYING FOR APPOINTMENT TO POSTS UNDER THE GOVERNMENT OF INDIA

A candidate who claims to belong to one of the Scheduled Caste or the Scheduled Tribes should submit in support of his claim an attested/certified copy of a certificate in the form given below, from the Sub-Divisional Officer or any other officer as indicated below of the District in which his parents (or surviving parent) ordinarily reside who has been designated by the State Government concerned as competent to issue such a certificate. If both his parents are dead, the officer signing the certificate should be of the district in which the candidate himself ordinarily resides otherwise than for the purpose of his own education. Wherever photograph is an integral part of the certificate, the Commission would accept only attested photocopies of such certificates and not any other attested or true copy.

The form of the certificate to be produced by Scheduled Castes and Scheduled Tribes candidates applying for appointment to posts under Government of India.
