Applications are being invited for 61 vacant posts in the cadre of

M.P. H.J.S. (District Judge-Entry Level) through Promotion from Civil Judges Senior Division amongst Eligible Senior Civil Judges of State of Madhya Pradesh, under recent Proviso added to Rule-5(1)(c) of M.P. Higher Judicial Service (Recruitment and condition of service) Rules 1994, in the pay scale of Rs. 51550-1230-58930-1380-63070.

Selection to these posts and conditions of service will be governed by the M.P. Higher Judicial Service (Recruitment and conditions of service) Rules 1994 (as amended upto date). The number of aforesaid vacancies may be varied depending upon the requirement of the High Court and exigency of the situation as and when necessary.

It is made clear that all steps taken on the basis of amended provisions, will be subject to the final decision of Writ Petition No.308/2016, W.P. No.5092/2016 & R.P. No.248/2016 pending before Honble M.P. High Court, with clear understanding that no equity will be claimed by them at a later stage.

  1. Eligibility :-

    Civil Judges (Senior Division), belonging to M.P. State Judicial Service having not less than 7 years of aggregate Judicial service and have attained the age of 35 years and have not attained the age of 48 years as on 1st January, 2017 shall be eligible to appear in the examination.

    Note 1. Candidate must have been born on or after 01-01-1969 but before 01-01-1982.

  2. Civil Judge Senior Division alongwith 7 years of aggregate Judicial Service shall be reckoned as on 31-05-2017.

  1. Application :-

    The Eligible Civil Judge desirous to appear in this Examination will have to submit an application in the given format, which must have been received on or before the last date mentioned herein. Last date for receiving the application is 31-05-2017..

    The application in format given with this Advertisement on the website of High Court, must be sent to the Registrar (Exam), 2nd Floor Administrative Building, High Court of M.P., Jabalpur (M.P.), in such a manner that the same must have been received in Examination Cell on or before 31-05-2017.

    It is made clear that after scrutiny of applications and completion of other process, the Examination Cell may upload a list of eligible candidates on the website of M.P. High Court (www.mphc.in).

  2. Disqualifications :-

    In any of the following cases, the Judicial Officer/candidate for aforesaid examination shall be disqualified and/or Departmental action for misconduct may be initiated against him:-

    1. If he or she does not fulfill the provisions of M.P. Higher Judicial Service Rules 1994 and M.P. Civil Services (General Conditions of Service) Rules 1961, or

    2. If he or she takes or attempts to take any favour in any form at any stage of Examination, or

    3. Impersonation by or for the candidate/applicant, or

    4. Making or submitting any forged document in support of his or her candidature, or

    5. If he or she conceals any material information or provides any false information at any stage of selection process, or

    6. If he or she uses or attempts to use, improper or illegal means, either for purpose of being permitted to appear in Examination or at any stage of Examination in Examination room/hall, or

    7. If he or she, during written Examination harasses or threatens or causes physical injury to or misbehaves with, any Officer or employee engaged there, or

    8. If he or she, disobeys any directions relating to Examination

      including oral directions by the invigilator or observer or any other Officer or employee engaged in conduction of Examination.

      Moreover, Canvassing in any form will also be a disqualification. Similarly, any attempt on the part of a candidate to enlist support for his candidature or selection/appointment, through persons of influence or officers of Government/High Court will also disqualify him for appointment.

  3. Travelling Expenses

    Travelling Expenses or allowances to the Civil Judge appearing in aforesaid examination, will be payable as per Rules in this respect in the same way as he was travelling on official duty.

  4. Call Letters

    After scrutiny of applications, the Call Letters shall be issued to such Judicial Officers who have been found eligible candidates for this examination, through the District & Sessions Judge/Head of the Department or shall be directly sent to such Judicial Officers by Speed Post at the address given in their Application Form.

  5. Selection Process

    The Selection process shall be completed in Two Stages -

    1. Written Exam and (B) Interview.

      1. Written Examination

        1. Date & Time of the written examination shall be fixed after receipt of applications of eligible candidates. After last date of submission of Application, list of eligible and not eligible candidates will be ported on the High Court website after scrutiny of applications.

        2. Syllabus/Pattern of Written Examination The Written Examination shall be held on two consecutive days in First and Second shift. There shall be Four Descriptive Question papers. Each paper shall be of three hours duration and shall carry 100 Marks each. Candidates have to answer all paper in one language either in Hindi or in English except question on Article & Summary Writing and Translation of 2nd Question Paper as per language mentioned therein. On first day there may be examination of 1st and 2nd Question Paper and on Second day there may be examination of 3rd and 4th Question Paper. The Written Examination shall be conducted simultaneously with the Main Written Exam of H.J.S. (Entry Level) Direct Recruitment from Bar. In fact date, time, paper, Syllabus/Pattern of the Written Exam shall be the same as provided for the Examination of H.J.S. (Entry Level) Direct Recruitment

        4. Centre/ Venue

          Written Examination may be conducted in one or more college situated at Jabalpur depending on the number of candidates.

        5. Result of Written Examination & Minimum Marks

        After valuation of Answer Books of Written Examination, the Result shall be prepared and declared without any delay. Every endeavor shall be made to declare the Result as early as possible. The candidates will have to secure at least 55% marks in Total of all Four Papers in order to be declared successful for Interview/viva voce. Result shall be prepared Merit Wise, in the ratio of 1:3, subject to the availability of qualified candidates. However, all candidates securing marks equal to the cut-off Marks, shall be eligible for Interview/Viva Voce.

        The Result, the Roll No. Wise List of candidates successful for Interview/Viva Voce, shall be made available on Website of M.P. High Court as well as Notice Board of the High Court (Examination Cell). However, the marks obtained by candidates in Written Exam shall not be disclosed at this stage and shall be disclosed only with the Final Result.

      2. Interview/Viva Voce

    After declaration of Result of Written Examination, Interview/Viva Voce shall be held at Jabalpur in the premises of M.P. High Court. Candidates, securing minimum aggregate marks in all four papers, shall be called for Interview. Interview shall carry 50 marks. The Candidates who fail to appear for Interview/viva voce shall not be considered for selection.

  6. Final Select List / Result

After completion of process of Interview / Viva voce, Final Result shall be prepared. Provisional Select List subject to the approval by the Full Court of M.P. High Court keeping in mind suitability of the candidate on the basis of his past performance and reputation shall be prepared, as early as possible. Candidates who do not secure minimum marks shall not be included in the Select List and the Final Result shall be declared and published in order of Merit on the website of the M.P. High Court (www.mphc.in).

. wise & Interview) of the all candidates who have qualified for Interview

  • and (4) Roll No.-Wise Marks List of all candidates who appeared in Main

Examination shall be prepared and a notice regarding declaration of the result shall be affixed on the Notice Board of the High Court.

  1. Rechecking/Revaluati on : - There is no provision for Rechecking of Marks or Revaluation of Answer Sheet/Books of written examination. Any representation I application in this regard shall not be entertained and shall stand rejected without assigning any reason.

  2. Elimination I disposal of Used Examination Materials :-

All used Answer-books/sheets of Written Examination & Interview, Application Forms and other Examination Material except Application Forms of finally selected candidates, shall be eliminated/disposed of after one year from the date of declaration of select list.
