3. Key Accountabilities

Strategizing and Expert Advisory

  • Design a strategic plan and roadmap for promoting economic development, economic growth and structural change in the State, in conjunction with relevant stakeholders in the Department (Principal Secretary, Secretaries etc.) and related functionaries

  • Contribute to the Departments research and policy work related to the sustainable development finance as part of the States overall economic development strategy, through insightful analysis and innovative solutions

  • Conduct domain research and provide insights and perspective to ensure incorporation of best practices and latest trends and technologies from across different states and facilitate management decision-making

  • Assist the Department in formulating new policies and reforming existing policies in order to ensure more sustainable and inclusive economic development practices that address inequality, tackle poverty and protect the environment

  • Support the Department in required process and system reforms to ensure effective implementation of the strategic plan and its continuous monitoring, as required

  • Provide policy support across the Department on macroeconomic policy and development economics

  • Liaise with relevant officials in the concerned Department to develop ideas and plans to address other Departmental priorities related to economic development and growth and undertake strategic and operational planning exercises

  • Establish and build partnerships with important and relevant national level bodies and organizations like Ministry of Finance, NITI Aayog, Center for Development Economics (Delhi School of Economics), ADB, World Bank, United Nations and other leading development economics and policy organizations

Continuous Improvement

  • Identify opportunities for continuous improvement of systems, processes and practices taking into account international and national best practices, in order to facilitate cost optimization and productivity improvement

Policies, Systems, Processes & Procedures

  • Recommend improvements to functional procedures and follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner

Related Assignments

  • Perform other related duties or assignments as and when required

4. Qualifications and Experience

Essential

  • Masters or higher degree in Economics

  • Minimum 15 years of post-qualification experience as a development economist with experience in policy and system reforms, working on alternative models of economic development, development finance instruments and with global financial institutions such as World Bank, ADB, IMF etc.

Preferred

  • Less than 70 years of age as on 1st January 2017

  • Experience of working with state and national level large scale projects (budget value of more than Rs. 500 crores) will be given preference with proven records of execution of the project

  • Proven track record of working as an economist with state / central government / bilateral / multilateral organizations on programs of similar nature and size

  • Acknowledged capabilities in supporting and developing alternative economic approaches to tackle issues like poverty and inequality and protecting the environment

  • Certificates / Diploma / Courses in relevant areas will add weight to the candidature

  • Honors / Awards / discourses / recognized publications in relevant area such as as access to finance, small & medium enterprises, women and financial inclusion, infrastructure finance, trade, growth, poverty and public private partnerships will be an added advantage

5. Knowledge and Other Skills

  • Strong interpersonal and networking skills

  • Experience of policy and process design, operations development and management in the domain of economics and financial management

  • Strong numerical and analytical skills

  • Fluency in written and spoken English and Hindi
