RECRUITMENT OF JUNIOR RESEARCH FELLOW (JRF)

Applications are invited from interested and eligible candidates for JUNIOR RESEARCH FELLOWS (JRFs) in Zoological Survey of India in HQ, Kolkata and regional centres. The position is for a period of five years and purely on temporary basis and will be terminated on completion of the project. On Completion of two years, the JRF will be upgraded to Senior Research Fellow (SRF) based on satisfactory performance and assessment through Expert Committee.

JRFs are expected to undertake extensive field surveys in the mountains, forests, wetlands and coastal and marine areas of India and therefore, required to be physically fit to undertake research in terrain and hostile conditions. JRFs will be

require to survey in the Eco Sensitive Zones of India including North Eastern Regions, Andaman & Nicobar and Lakshadweep and will be posted based on requirements.

General Instructions:

  1. Age Limit: Age shall not be more than 28 years as on 30th January 2018. Upper age limit is relaxed up to 5 years for candidates belonging to SC/ST/OBC-Non Creamy Layer (NCL)/Women/ Physically Challenged applicants.

  2. Candidate will be shortlisted on the basis of their qualification and experience. Mere possession of qualification and experience may not entertain a candidate called for interview or selection. Although, there is indication for number of vacancy, the Director, ZSI reserve the rights for selection of any number of candidates.

  3. Short listed candidates will be informed through email and speed post for appearing before an interview committee. A candidate called for interview will be paid Second Class Railway fares by the shortest route from his/her place of permanent residence to the place of interview and back. However, ZSI will not provide any accommodation for candidates appearing for the interview.

  4. At the time of the verification of original documents (even after selection), if it is found that an attempt has been made by the applicant to wilfully conceal, misrepresent or canvass the facts, such applicant will not be considered for selection and due action will be implemented.

  5. Candidate selected will be liable to posted anywhere in the country, including field sites and HQ, regional centres of ZSI, will have to join immediately after their selection.

GENERAL TERMS AND CONDITIONS FOR JUNIOR RESEARCH FELLOW

Fellowship: A Junior Research Fellow will be paid a Fellowship of Rs.12,000/-per month. A contingent grant of Rs.15,000/-per annum per fellow will be made available for the JRF. The tenure of J.R.F. will be for a period of two years.

At the end of two years, the progress report of the Junior Research Fellow will be assessed by the Director, Zoological Survey of India, on the basis of published/accepted paper(s) etc. and if found satisfactory and recommended, the fellowship may be converted into Senior Research Fellowship of Rs.14,000/-per month for a further period of 3 years depending on yearly progress. In case the progress is not considered satisfactory, the Junior Research Fellowship will be terminated automatically after the tenure of 2 years is over. The total tenure of Junior and Senior Research Fellowship will not exceed five years. The termination of tenure will be intimated two months in advance. A Senior Research Fellow is paid a fellowship of Rs.14,000/per month. The duration of Senior Research Fellowship will be for three years only. A contingent grant of Rs.20,000/-per annum per SRF would be provided to the Institution to which the fellow will be attached.

H.R.A.: House rent allowance will be allowed as per the rules of Govt. of India/ ZSI. In no case it should exceed the rates payable to Central Government Employees in that area. The basis for calculating HRA will be the actual stipend of the Research Fellow.

Utilization of Contingent grant: Contingent grant can be utilized for the following:

a) Towards meeting actual train fare and the Daily Allowance during tours of the Research Fellow.

b) For attending Seminars/Symposia, for presenting accepted papers.

c) For purchase of chemicals/consumable items/Books/Software required for research work and equipment exclusively required for the research projects.

d) For purchase of photographic materials and computation charges for the research or thesis work and for stationary and postal charges and cost of typing of research directly connected with the research project.

e) For undertaking journey in connections with field data collections and or attending courses / training / seminar / symposium / workshop etc. the research fellows are entitled for Govt. operated Ship 2nd Class/Govt. Operated Express Bus/ Express 3rd AC Class Train by shortest route.

Report: The Junior Research Fellow shall present monthly and yearly reports on the progress of his /her work, through the supervisor and the Officer in Charge of Division/Section of ZSI HQ/Regional Centre, in the prescribed proforma.

The JRF shall, at the expiry of the tenure submit a comprehensive report of the work done during the entire period of fellowship, through the supervisor, to Director, Zoological Survey of India in the published work (manuscript, reprints).

Publication/Patent: The results of research work will be encouraged to publish in peer reviewed journals as well as other popular forms of scientific documentation at the discretion of the Director, ZSI. Due authorship will be given to all researchers and other team members, who have contributed to research papers and patents. In case of any dispute, the Director, ZSI will resolve it amicably. Due acknowledgement will be given to all funding agencies in all publications arising out of research work conducted at ZSI. The right to commercial exploitation of the results and patent arising out of the investigation will, however, rest exclusively with ZSI.

If a JRF wishes to leave the fellowship before the end of the tenure, it should be with the prior approval of Director, ZSI.

The JRF can be terminated, if the Director, ZSI is not satisfied with the progress or conduct of the JRF.

For the rules regarding selection, payment of funds, utilization of the contingent grant, submission of progress report, tenure, publications and the patents, leave for temporary or paid, lectureship, research, job etc. the general rules applicable to JRFs & SRFs will apply as per rules of MoEFCC.

The Director, ZSI may send whenever considered necessary its officers from HQ for reviewing the work of the fellows and Associates, inspection of accounts, attendance, etc., in ZSI Regional Centres where the Research Fellows are placed.

Any kind of paid or honorary, part-or-full-time employment or private practice even in honorary capacity is not permissible during the tenure of Fellowship.

The stipend of research fellow is exempt from the payment of income tax under 10(16) of IT Act.

GENERAL TERMS AND CONDITIONS FOR POST DOCTORAL FELLOW

Tenure: Post Doctoral Research Fellowship will be tenable initially for a period of one year. It may be extended further at the discretion of Director, ZSI. In such a case the progress of PDRF would be assessed each year by high level discipline wise Assessment Committee consisting of one external member not below the rank of Professor, Supervisor of the candidate, Officer in Charge of the ZSI Regional Centre and Director, ZSI. If the supervisor happens to be the Director, ZSI/Officer in Charge of the ZSI Regional Centre, another professor of the University/Scientists from allied institute may be associated with the Committee. External member should be preferably chairman of the three members Committee. However the order for extension or otherwise will be issued by ZSI after having considered by the high level discipline wise Committees report, together with the detailed progress report duly supported by reprints/ preprints/manuscript of the papers published, accepted or communicated. The total tenure of PDRF is 3 years including the tenure of associateship awarded by MoEFCC/UGC/DST/ ICMAR/ICAR etc.

Conditions for the Award: The acceptance of Fellowship should be communicated by the Candidate to the Director/Head of the Regional Centres of Zoological Survey of India or to the University/ Professor/ Investigator-in-Charge under whom the Fellowship is assigned, within a month of the issue of the provisional letter of award of the Fellowship. If the joining report and the Surety Bond duly executed on the form attached to these rules are not received within the specified period without any valid reason, the offer of fellowship will be withdrawn. Any breach of the conditions of the Surety Bond will make both the Fellow and the Surety jointly and severally liable to refund the amount of fellowship paid. The fellowship will take effect from the date the Fellow joins the scheme.

A candidate called for interview will be paid Second Class Railway fares by the shortest route from his/her place of permanent residence to the place of interview and back. If a place is connected by rail as well by road or partly by road and partly by rail, the candidate will be entitled to one Second Class Railway fare and or lower class bus fare, whichever is less.
