Consultant Public Health Planning

National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to provide technical assistance and capacity building support to the Ministry of Health and Family Welfare for strengthening the public health system, at the National and State level. The NHSRC is also mandated to contribute towards National strategic health planning and program design.

Public Health Planning division at NHSRC acts a multi-disciplinary unit aiding the States and Ministry of Health and Family Welfare in areas related to Program Implementation Plans, innovations, evaluations of various initiatives and providing evidence and policy inputs as and when required.

NHSRC intends recruiting Consultant Public Health Planning/ Planning and Evidence purely on contractual basis.

Roles and Responsibilities:

Essential:

Ability to link evidence to Policy for progressing public health goals in India of equitable, rational and affordable healthcare.

An ability to prepare study proposals, budgets and forge collaborations for primary evidence generation

Ability to guide course-corrections for implemented health plans through field observations, monitoring and evaluation

Ability to use local grass root knowledge &understanding, secondary databases, international models and theoretical frameworks to formulate policy inputs for Health systems planning

Other routine tasks:

Support generation and synthesis of evidence on components of health systems strengthening from multiple technical data sources

Prepare RFPs/EOIs/reports for field visitstudies and evaluations to generate primary data to monitor/review the programme implementation in the allotted States

Provide technical inputs on allocatedthematic Public Health Planning areas

Support various taskforces anchored by the division and provide support to various meetings and workshops

Follow-up with the stakeholders to ensure quality outputs within the tightdeadlines

Undertake other assignments, which may be assigned from time to time by the Reporting Authority

Technical assistance for decentralized planning & strengthening equitable health systems in the poor performing districts of India

Coordination with Divisions of the NHSRC to collate their inputs/comments on the Programme Implementation Plan of States (PIP) for placing the same before the National Programme Coordination Committee (NPCC) for State allocated to the consultant

Eligibility:

Post-graduation or higher qualificationin Health Administration, Public Health, Community Health, Preventive & Social Medicine, Biostatistics, Demography, Health Economics or Anthropology.

Minimum 2 years of post-qualification work experience in Health Systems, at National or state level in Health Program Planning and Implementation, Monitoring of health services delivery or in Health Research related areas.

Established oral and written communication skills in English, in writing crisp, unambiguous technical reports. Writing samples can be submitted as annexures, in addition to the CV. Working knowledge of Hindi/ other regional languagesis also desirable.

Preference will be given to candidates who have worked in NHM at National or State level and those with peer-reviewed indexed publications

Willingness to travel to states/districts as and when required and an ability to multitask

Computer Skills: Proficiency in commonly used packages like MS Word, Excel, Power Point. Ability to use internet to for desk research, literature review and accessing other relevant documents. Knowledge of statistical packages would be preferred.

Demonstrated ability to work in a multi-disciplinary team environment.

Formal educational qualification, experience & age could be relaxed for exceptional candidates.

Age Limit: Upto 40 years

Location: New Delhi with Willingness to travel on need basis

Remuneration Range: Between Rs. 40,000/- to Rs. 90,000/- per month
