Chhattisgarh infotech Promotion Society, Government of Chhattisgarh invites applications from enterprising and aspiring candidates for the position of Project Trainee GIS (PT-GIS). Chhattisgarh Infotech Promotion Society (CHiPS: www.chips.gov.in) is the nodal agency and prime mover for propelling IT growth & implementation of the IT & e-Governance projects in the State of Chhattisgarh. CHiPS is involved in the end-to-end implementation of some mega IT Projects like, SDC, SSDG, SWAN, GIS, SETU, e-Procurement etc. A professional approach is being adopted for the implementation of IT Projects using the services of e-governance experts and consultants from corporate and academia. ICT has the potential to significantly improve this contribution. In doing so, Government of Chhattisgarh seeks to create an IT environment in the state wherein investments in IT are not only encouraged but actively facilitated. We aim to achieve quality and excellence in state government services to citizens, state transactions with citizens and businesses, and internal state governmental operations/functions through the strategic deployment of information technologies.

The role of the Project Associate Web Development is to ensure that the organisational objectives as well as the values of CHiPS are put into practice. In conjunction with other members of staff they will ensure organisation growth in various project operational activities to ensure web development completion on time under any circumstances. The candidate will ensure that standards and procedures are followed during design and implementation of information systems in collaboration with the project manager and other team members and undertaking other miscellaneous tasks as and when they arise during Web Development. They are required to work with the staff team, and contribute to the development and implementation of Websites with content for the Departments strategies, policies and practices.

The candidate should fulfil the mandatory requirements listed below, and should embody a rich combination of the requirements listed as desired.

Mandatory:

Educational qualification: B.E. / B.Tech (Information Technology/ Computer Science/ Electronics & IT) or MCA or M.Sc. (IT/CS/Geology/Geo-informatics). All qualification should be recognised by relevant regulatory body obtained upon successful completion of studies in respect of degrees or diplomas awarded abroad, candidate should submit relevant details establishing equivalence with the above qualification and the decision of the Selection Committee regarding the acceptability of such qualification as equivalent qualification shall be final.

Job Description:

• The right person will be technical and analytical, possess significant experience of Web development & Project Management.
  
  
• Work together with the Assistant Managers/ Project Manager to plan and execute projects, ensure that teams have appropriate product and technical specifications, direction, and resources to deliver products effectively by establishing realistic estimates for timelines while ensuring that projects remain on target to meet deadlines.
  
  
• Collaboration, with the other managers in the function, to ensure supply of resources to meet commitments for Web Development.
  
  
• Evolve the existing software system applications and architecture in various areas as needed.
  
  
• Drive innovation around data management and Designing
  
  
• Programming experience in Python or Java, Dot Net, PHP.
  
  
• Create technology specific roadmaps as directed
  
  

Desirable:

• Considerable experience of software development and/or IT with exposure.
  
  
• Experience working within the software development or working knowledge of modern software development practices and technologies.
  
  
• Understanding of application, server, and network security is desired.
  
  
• Technical Knowledge of Web services development/deployment experience
  
  
• Operational Knowledge of Website/web services as well as traditional IT networking, operations, management, and security experience.
  
  
• Knowledge of the underlying infrastructure requirements such as Networking, Storage, and Hardware Optimisation.
  
  
• Ability to think strategically about project and its outcome with technical challenges in an enterprise environment. Understanding of Agile methodologies, and the ability to apply these practices to Analytics projects.
  
  
• Strong understanding of the software development cycle (especially iterative and agile)
  
  
• Time management, and problem solving skills
  
  
• Understanding of relational databases, especially SQL Server.
  
  
• Deep familiarity with HTML5 and JavaScript.
  
  
• Willingness to dive into software environments and technical issues
  
  

Key Skills:

• Ideally experienced in either .NET or Java technologies and should be able to provide solutions on both platforms, owning the solutions and application architecture in entirety.
  
  
• Ability to solve any ongoing issues with operating the cluster.
  
  
• Proactive and highly organised, with strong time management and planning skills.
  
  
• Able to meet tight deadlines and remain calm under pressure.
