REQUEST FOR EXPRESSION OF INTEREST (REOI)

For Hiring Individual Consultants for the Project

The ARIAS Society intends to hire Individual Consultants under the World Bank financed Assam Agribusiness and Rural Transformation Project (APART) for the positions mentioned below. The draft Terms of Reference (TORs) for the positions are provided in the website http://www.arias.in/career.html . The minimum required qualifications, experience, age and annual remuneration range for the positions inshort are given below. However, the same shall be as per the respective TOR provided in the website of ARIAS Society.

(A) Positions in Project Coordination Unit at Guwahati; Age limit 50 years as on 01st Oct.2017; Annual Remuneration range: Rs.18.00 to Rs.25.80 lakhs; At least 11 years of experience in the fields mentioned below:

Minimum Educational Qualifications & Professional Experience

1. Post Harvest Management Specialist

Qualification: Master degree/ Post Graduate Diploma (min 2 years duration) in Agriculture/Horticulture/ Post Harvest Technology/ Post Harvest Management or a closely related field from any Govt. recognized University/Institutions. Experience: Post Harvest Management of Agriculture/Horticulture commodities, including development of innovative Post Harvest Management practices for different commodities.

2. Value Chain Development Specialist

Qualification: Master degree/ Post Graduate Diploma (min 2 years duration) in Agriculture or allied science/ Agribusiness or a closely related field from any Govt. recognized University/Institutions; Experience: Development/ management/ promotion of agri value chain activities.

3. Financial Services Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Finance/Micro-finance/ Banking/ Rural Economics/Development Economics/ Rural Management/Agri-business/ Development Studies or a closely related field from any Govt. recognized University/Institutions. Experience: Working in developing/ emerging markets on financial inclusion/ micro-finance/ rural finance/SME finance development/investment fund management.

4. Private Sector Development Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Business Administration/ Economics/ Finance/ or a closely related field from any Govt. recognized University/Institutions; Experience: Private sector development and facilitation of public-private partnerships, preferably in the developing country context.

5. Enterprise Clusters Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Agribusiness/ Agribusiness Management/ Agricultural Economics/ Agricultural Extension/ Rural Management/ Rural Development/ Development Studies/ Development Economics/ Business Entrepreneurship/ Entrepreneurship Management/ Food Processing/ Food Science & Technology/ Post Harvest Management/ Post Harvest Technology or a closely related field from any Govt. recognized University/Institutions; Experience: Enterprise development or enterprise cluster-based interventions.

6. Procurement & Contract Management Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in any discipline from any Govt. recognized university/institution and trained in procurement norms of the World Bank. Candidates having Professional Diploma in Public Procurement (PDPP) or Certificate Program in Public Procurement (CPPP) from the World Bank will be preferred. (In case of graduates the experience in the specific sector shall be over 15 years). Experience: Procurement Management function in a leadership/ managerial capacity in any public/private sector agency responsible for managing World Bank/externally aided projects. Candidates having hands-on experience in e-procurement system of the Government may be preferred.

7. Project MIS Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Computer Applications/ Information Technology/Information & Communication Technology or a closely related field from any Govt. recognized University/Institutions; Experience: Managing MIS/IT systems of a reputed public/private sector agency in a leadership/ managerial capacity

8. Public Information cum Communication Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Mass Communication/ Corporate Communication/ Media Studies/ Social Science/ Journalism/English or a closely related field from any Govt. recognized University/Institutions; Experience: IEC campaigns, marketing collaterals, writing press notes, arranging press conference, developing corporate communication strategies, media liaison, publicity management etc.

9. Human Resource Specialist

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Human Resource (HR) Management/ HR Development from any Govt. recognized University/Institutions; Experience: Human resource management in a senior position in a reputed public/private sector agency.

(B) Positions in the Project Implementation Units at Guwahati; Age limit 45 years as on 01st Oct.2017; Annual Remuneration range: Rs.11.40 to Rs.19.20 lakhs for Sl. B.1 to B.6 and Rs. 6.60 to Rs.10.80 lakhs for position at Sl. B.7:

Experience: Atleast 7 years in Agricultural Marketing, Agribusiness, and Value Chain Development, Entrepreneurship Promotion, Cluster Development, Investment Promotion, facilitating ease of doing business, funding mobilization to agro entrepreneurs, experience of managing investment funds and venture capital or related activities

Experience: Atleast 7 years of professional experience in Agricultural Marketing, Agribusiness, and Value Chain Development, Entrepreneurship Promotion, Cluster Development, Investment Promotion, facilitating ease of doing business, funding mobilization to agro entrepreneurs, experience of managing investment funds and venture capital or related activities.

3. Cluster Development Specialist OPIU Industries

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Agribusiness/ Agribusiness Management/ Agricultural Economics/ Agricultural Extension/ Agribusiness Economics/ Rural Management/ Rural Development/Development Studies/Development Economics/ Business Entrepreneurship/ Entrepreneurship Management/ Food Processing/ Food Science & Technology/ Post Harvest Management/ Post Harvest Technology or a closely related field from any Govt. recognized University/Institutions. Experience: Atleast 7 years of professional experience in enterprise development or cluster-based interventions.

4. Agri Marketing Specialist-OPIU ASAMB

Qualifications: Master degree/ Post Graduate Diploma (min two years duration) in Agribusiness/ Agricultural Marketing and Cooperation or a closely related field from any Govt. recognized University/Institutions; Experience: Atleast 7 years of professional experience in agricultural marketing in a private/public sector org.

5. Agriculture Specialist OPIU Agri

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Agriculture from any Govt. recognized University/Institutions. Candidates with Specialization in Agricultural Extension/ Agronomy/ Farm Management would be given preference. Experience: Atleast 7 years of professional experience in farm management/ managing large scale agricultural production operations preferably with Good Agricultural Practices (GAPs) or Climate Resilient Practices.

6. Horticulture Specialist-OPIU Hort.

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Horticulture or Agriculture with specialization in Horticulture, from any Govt. recognized University/Institutions. Experience: Atleast 7 years of professional experience in managing large scale Horticulture crop production program/project preferably with Good Agricultural Practices (GAPs) and/or Climate Resilient Practices.

7. Marketing Specialist Fisheries- OPIU-Fisheries

Qualification: Bachelor of Agriculture or allied science (preference will be given to Bachelor of Fisheries Science) followed by Master degree/ Post Graduate Diploma (min two years duration) in Agribusiness or Agricultural Marketing or a closely related field from any Govt. recognized University/Institutions. Experience: Atleast 5 years of professional experience in Agricultural marketing including handling fish as a commodity for marketing

(C) Positions at the District level; Age limit 45 years as on 01st Oct.2017; Annual Remuneration range: Rs.11.40 to Rs.19.20 lakhs for Sl. C.1 and Rs.6.60 to Rs.10.80 lakhs for position at Sl. C.2:

Minimum Educational Qualifications & Professional Experience

1. Investment Facilitation Managers (4)

Qualification: Master degree/ Post Graduate Diploma (min two years duration) in Finance/Business Administration/ International Business/ Economics/Industrial Relations or a closely related field. Experience: Atleast 7 years of professional experience in facilitating private sector investments to state/central government

2. District Agricultural Marketing Coordinator (32)

Qualification: Graduate Degree in Agriculture or allied Science followed by a Post-Graduation in Agribusiness/ Agribusiness Management /Agricultural Marketing & Cooperation/ Agribusiness Economics/ Agricultural Economics/ Rural Management/ Rural Development/ Marketing or a closely related field from any recognized University/ approved Institution. Experience: Atleast 5 years of professional experience in Agricultural Marketing, Agribusiness and Value Chain Development, specifically in the development of market linkages and working experience in the establishment of Agriculture & Horticulture based institutions and operations of marketing enterprises by farmer organizations, agri entrepreneurs etc

Note: (i) Candidates not meeting the Qualifications & Experience need not apply; (ii) Candidates who have applied earlier against any of the positions, need not apply; (iii) Candidates from outside Assam, shortlisted and appearing in the interview will be reimbursed to & fro travelling fare via the shortest route on production of original tickets, subject to a maximum of Rs.10,000/-; (iv) Provision of Relocation Allowance for candidates selected from outside the State may be considered as per the HR Policy of the ARIAS Society. (v) The State Project Director, ARIAS Society reserves the right to increase or decrease the number of positions or scrap any or all of the positions.
