ADVT. NO. 02/2018 F. NO. 10(02) /2018-R-I Applications are invited from Indian Citizens for direct selection to the following Non - Research Management Positions in different locations at ICAR Institutes. These positions are filled up on tenurial basis for a period of five years.

I. Nine positions of Project Coordinator (PC) in the Pay Band-4 of ` 37400-67000 + RGP of ` 10000/- (with minimum pay of ` 43000/-)
II. Eleven positions of Head of Division(HOD) in the Pay Band-4 of ` 37400-67000 + RGP of ` 10000/- (with minimum pay of ` 43000/-)

Age- The age of retirement of scientific personnel in ICAR is 62 years. The applicants must not have attained the age of 60 years as on 16.04.2018.

Such of those applicants who had applied in response to the earlier Advt. No. 01/2017 for these positions may apply afresh in the revised application format 2018 as notified in the Boards website vide notice dated 20.2.2018. Such applicants need not pay the prescribed application fee again. It is further clarified that as a one-time relaxation (which shall not be quoted as a precedent) the upper age limits and other eligibility conditions of all such applicants who had applied in response to the earlier advertisement Advt. No. 01/2017 with last date for receipt of applications as 8.02.2017 shall be reckoned with reference to 8.02.2017.

Fee- The fee should be paid as under- and should be enclosed with the application form:-

(i) For candidates applying within the country

Crossed Demand Draft for ` 500/-, valid for 3(three) months and drawn in favour of SECRETARY, ASRB payable at New Delhi (India). However, the SC/ST/Women/Divyang applicants/candidates are exempted from paying the application fee.

(ii) For the applicants/candidates applying from abroad, the application fee of US $ 50 should be deposited in the following account through SWIFT -

(iii) The Demand Draft/payment made through SWIFT needs to be appended with the advance copy of application only, and a copy thereof in the application through proper channel.
(iv) The candidates who have paid application fees for the posts applied by them against the earlier ASRB Advt. no. 01/2017 need not pay the application fee afresh. The candidates are requested to quote the DD No. / SWIFT Receipt in their application form.

The closing date for receipt of applications in ASRB (for fresh applicants as well as for those applicants who had applied earlier) shall be 16.04.2018. For applications posted from abroad/notified remote areas, the closing date will be 01.05.2018. The application(s) not received in ASRB by the above prescribed closing date(s) shall be summarily rejected, without any notice. The candidate, who is employed and who anticipates delay in forwarding of his/her application(s) by his/her employer may send Advance Copy of application(s) to ASRB by the said closing date. However, while sending the Advance Copy of application(s) directly to the ASRB by the closing date, the candidate should append a certificate in his/her advance copy of application indicating clearly therein that he/she has intimated his/her controlling authority/employer of the same and has also simultaneously submitted original application for the said post(s) to his/her controlling authority/employer with a request to forward the same as application Through Proper Channel so as to reach ASRB office positively within 30 days after the closing date, i.e. 15.05.2018 and 30.05.2018 (from notified remote areas/abroad) otherwise it would be summarily rejected without any notice.

The applicants are advised to fill the application in the revised application format (2018) as notified in the Boards website vide notice dated 20.2.2018. The applicants are advised not to append any annexures except that of the prescribed documents/certificates, i.e. original Demand Draft, photocopies of Date of Birth/M.Sc./Ph.D/SC/ST/Divyang Certificates or such other certificates/documents as are required to be appended with the application as per Score Card 2018/Application Form. Applications not in conformity with these formats shall not be processed for evaluation/scoring and are liable to be rejected. All the formats and specific details can be accessed/downloaded from the above mentioned websites of ASRB and ICAR. I. PROJECT COORDINATOR - 20. Project Coordinator (Soil Test Crops Response) at ICAR- INDIAN INSTITUTE OF SOIL SCIENCES, BHOPAL Qualifications Essential: (i) Doctoral degree in Soil Sciences/Agricultural Chemistry/Soil Science & Agricultural Chemistry or in basic sciences with specialization in crop nutrient management. (ii) At least three years experience as Principal Scientist/Professor or in an equivalent position in the pay band-4 of ` 37,400-67000 with grade pay of ` 10000/- (iii) Evidence of publications/activities/contributions to suggest that the candidate has a broad vision/perspective on agricultural research. Desirable:- Experience in soil-plant nutrient management.

21. Project Coordinator (MULLARP) at ICAR- INDIAN INSTITUTE OF PULSES RESEARCH, KANPUR Qualifications Essential:- (i) Doctoral degree in Agricultural/Basic Sciences with specialization in Crop improvement/ crop production/crop protection. (ii) & (iii) as in item no. 20 above. Desirable: Experience in pulse crops. 22. Project Coordinator (Cotton Improvement) at ICAR- CENTRAL INSTITUTE FOR COTTON RESEARCH, REGIONAL STATION, COIMBATORE UNDER CICR, NAGPUR Qualifications Essential:- (i) Doctoral degree in Agricultural/Basic Sciences with specialization in Crop Improvement/ Crop Production/ Crop Protection. (ii) & (iii) as in item no. 20 above. Desirable: Experience in field crops. 23. Project Coordinator (Sesame & Niger) at J.N. KRISHI VISHWA VIDYALAYA CAMPUS, JABALPUR Qualifications Essential:- (i) Doctoral degree in Agricultural/Basic Sciences with specialization in Crop improvement/crop production/crop protection. (ii) & (iii) as in item no. 20 above. Desirable: Experience in Oilseed crops. 24. Project Coordinator (Post Harvest Engineering & Technology) at ICAR- CENTRAL INSTITUTE OF POST HARVEST ENGINEERING & TECHNOLOGY, LUDHIANA Qualifications Essential:- (i) Doctoral degree in Agricultural Process Engineering/Agricultural & Food Engineering/Processing and Agricultural Structures/ Post-Harvest Engineering & Technology/ Food Engineering/ Food Process Engineering. (ii) & (iii) as in item no. 20 above. Desirable: The candidate should have demonstrated proven scientific leadership in terms of publications, patents/technologies; and skill of research coordination, management with a broad vision and perspective of Post-production processes mechanization and value addition. 25. Project Coordinator (Renewable Sources of Energy for Agriculture and Agro-based Industries) at ICAR- CENTRAL INSTITUTE OF AGRICULTURAL ENGINEERING, BHOPAL Qualifications Essential:- (i) Doctoral degree in Farm Machinery and Power/Bio-Energy/ Renewable Energy Engineering/ Energy Science and Technology. (ii) & (iii) as in item no. 20 above. Desirable: Experience in use of renewable sources of energy for agriculture & agro-based industries. 26. Project Coordinator (Spices) at ICAR- INDIAN INSTITUTE OF SPICES RESEARCH, CALICUT

Qualifications Essential:- (i) Doctoral degree in any branch of agricultural/basic Sciences with specialization in plantation/spices crops. (ii) & (iii) as in item no. 20 above. Desirable: Experience in horticulture/plantation crops preferably in spices. 27. Project Coordinator (Palms) at ICAR- CENTRAL PLANTATION CROPS RESEARCH INSTITUTE, KASARAGOD Qualifications Essential:- (i) Doctoral degree in any branch of agricultural/basic sciences with specialization in plantation crops. (ii) & (iii) as in item no. 20 above. Desirable: Experience in horticulture/plantation crops preferably in palms. 28. Project Coordinator (Potato Improvement) at ICAR- CENTRAL POTATO RESEARCH INSTITUTE, SHIMLA Qualifications Essential:- (i) Doctoral degree in any branch of agricultural/basic sciences with specialization in crop improvement. (ii) & (iii) as in item no. 20 above. Desirable: Experience in vegetable improvement/production technology.

29. Head, Division of Crop Protection at ICAR- CENTRAL INSTITUTE FOR SUBTROPICAL HORTICULTURE, LUCKNOW Qualifications Essential:- (i) Doctoral degree in any of the ARS disciplines notified under Horticulture Science Group, (Please see ICAR circular no. 8(1)/2013-Per-IV dated 26.02.2015 regarding review of existing qualifications for ARS Scientists in the ICAR site under circular/personnel). OR Doctoral degree in basic sciences with specialization in crop improvement/ crop production/ crop protection in fruit crops. (ii) At least three years experience as Principal Scientist/Professor or in an equivalent position in the pay band-4 of ` 37,400-67000 with Research Grade Pay of ` 10000/- (iii) Evidence of publication/activities/contribution to suggest that the candidate has a broad vision/perspective on agricultural research. Desirable: Experience in improvement & management of fruit crops. 30. Head, Central Potato Research Station, Shillong under ICAR- CENTRAL POTATO RESEARCH INSTITUTE, SHIMLA Qualifications Essential:- (i) Doctoral degree in any of the ARS disciplines notified under Horticulture Science Group, (Please see ICAR circular no. 8(1)/2013-Per-IV dated 26.02.2015 regarding review of existing qualifications for ARS Scientists in the ICAR site under circular/personnel). Head, Division of Plant Biotechnology, ICAR- INDIAN INSTITUTE OF PULSES RESEARCH, KANPUR Qualifications Essential:- (i) Doctoral degree in Agricultural/Basic Sciences with specialization in Plant Biotechnology/ Molecular Biology. (ii) & (iii) as in item no. 29 above. Desirable: Experience in the pulse crops. 34. Head, Division of Crop Improvement, ICAR- SUGARCANE BREEDING INSTITUTE, COIMBATORE Qualifications Essential:- (i) Doctoral degree in Agricultural /Basic Sciences with specialization in Crop Improvement. (ii) & (iii) as in item no. 29 above. Desirable: Experience in Sugarcane. 35. Head, Division of Crop Improvement, ICAR- NATIONAL RICE RESEARCH INSTITUTE, CUTTACK Qualifications Essential:- (i) Doctoral degree in Agricultural /Basic Sciences with specialization in Crop Improvement. (ii) & (iii) as in item no. 29 above. Desirable: Experience in rice crops. 36. Head, Division of Quality Evaluation & Improvement, ICAR- CENTRAL INSTITUTE FOR RESEARCH ON COTTON TECHNOLOGY, MUMBAI Qualifications Essential:- (i) Doctoral degree in Textile Technology/Applied Physics/Textile Physics/ Agricultural Process Engineering/Post Harvest Engineering/ Textile Engineering/ Chemical Engineering. (ii) & (iii) as in item no. 29 above. Desirable: Experience in quality evaluation and improvement in natural fibre products and garments.

37. Head, Division of Transfer of Technology, ICAR- CENTRAL INSTITUTE OF POST HARVEST ENGINEERING & TECHNOLOGY, LUDHIANA Qualifications Essential:- (i) Doctoral degree in Agricultural Process Engineering/Agricultural & Food Engineering/ Processing and Agricultural Structures/ Post-Harvest Engineering & Technology/ Food Engineering/ Food Process Engineering or in agricultural extension with specialization in transfer of agricultural technology. (ii) & (iii) as in item no. 29 above. Desirable: Experience in transfer of agricultural technology. 38. Head, Division of Plant Science, ICAR- INDIAN INSTITUTE OF SOIL & WATER CONSERVATION, DEHRADUN Qualifications Essential:- (i) Doctoral degree in Plant Sciences/Crop Science/ Horticulture Science including Agro Forestry or in any discipline of basic Sciences with specialization in field, forestry or horticultural crops. (ii) & (iii) as in item no. 29 above. Desirable: Specialization in Soil and Water Conservation. 39. Head, Regional Research Station, Sargatia, Kushinagar under ICAR- INDIAN INSTITUTE OF VEGETABLE RESEARCH, VARANASI Qualifications Essential:- (i) Doctoral degree in any of the ARS disciplines notified under Horticulture Science Group. (Please see ICAR circular no. 8(1)/2013-Per-IV dated 26.02.2015 regarding review of existing qualifications for ARS Scientists in the ICAR site under circular/personnel). IMPORTANT NOTE I. AGE LIMITS The applicants must not have attained the age of 60 years as on 16.04.2018. Such of those applicants who had applied in response to the earlier Advt. III. Forwardal of applications THROUGH PROPER CHANNEL (a) It may be ensured by the applicant/candidate that his/her Through Proper Channel copy of application(s) (TPC), as forwarded by his/her parent office, reaches ASRB office by the stipulated date. (b) The candidate, who is on deputation/foreign service, should also get his/her application through proper channel forwarded through the office in which he/she is on deputation/foreign service in addition to the same being got forwarded by his/her parent office. (c) The application(s) through proper channel should also contain the duly filled in Certificate of Verification by the Employer, verifying/authenticating and indicating clearly the following positively and without fail:

(i) service particulars indicated in the application by the candidate;
(ii) suitability to the post applied for;
(iii) vigilance clearance ;
(iv) details of imposition of major/minor penalties, if any, during the last ten years;
(v) gist of AAR/ACR/APAR gradings for the last 5 years; and
(vi) Date of receipt of the candidates original application in the office, which is to be sent to the ASRB as Through Proper Channel copy of application.
(vii) Date of receipt of Annual Immovable Property Return (AIPR) proforma for the year 2018 (31.12.2017), as applicable from the candidate be indicated and a copy thereof be enclosed for reference.

IV. (i) Self attested copies of Date of Birth, M.Sc. and Ph.D. degree certificates. (SC/ST/Divyang candidates need to enclose self attested copy of the certificate, issued by the competent authority in this regard).
(ii) Such other documents/certificates as are required to be enclosed as per the Score Card-2018 / Application Form-2018.
(iii) Photographs at the appropriate space(s) in the application form.
(iv) The applicant should indicate his/her name, name of the post applied, advertisement no. and Item no. on the top of the envelope, containing his/her application along with all the prescribed enclosures.

VI. REJECTION OF APPLICATIONS The following applications shall be liable to be summarily rejected without any notice:-

(i) The applications (Advance Copy of application) not received by the prescribed closing date.
(ii) The application Through Proper Channel (TPC), to be sent by the parent office of the candidate, not received by the prescribed date.
(iii) The candidate who is on deputation/foreign service may also get his/her TPC forwarded by the office in which he/she is on
deputation/foreign service in addition to getting the same forwarded to the ASRB by his/her parent office.
(iv) The application(s) through proper channel received in time but not containing duly authenticated Certificate of Verification by the Employer with the requisite details.
(v) The applications not in the prescribed format.
(vi) While some of the candidates, instead of furnishing information in the space provided for in the application form, resort to furnishing the same in the annexures, some other candidates append with the application form unnecessary and unwanted documents in addition to the prescribed documents, which makes the application bulky and unwieldy. Therefore, the applications in which the information is found to have been furnished in the annexure or the applications found to have been accompanied with the documents other than the ones listed at III of Important Note above shall be summarily rejected without any notice.
(vii) The discrepancies regarding name of the candidate, name of the post applied for, advt. no. with item number of the post, date of birth etc. in the application.
(viii) Application not accompanied with valid Demand Drafts for ` 500/- (US $50 in case the application is sent from abroad).

VII. GENERAL SERVICE CONDITIONS (i) The retirement age for all the scientific positions is 62 years. The posts in this advertisement are to be filled up on tenurial basis for a period of five years. (ii) The applicants/candidates selected for appointment to the posts in Animal Science disciplines and possessing degree in Veterinary Science/Veterinary Science and Animal Husbandry followed by Masters and Doctoral degree in the relevant discipline will also be entitled to Non Practicing Allowance (NPA) as admissible under the rules from time to time subject to the fulfillment of conditions of entitlement for the same as prescribed by the Council. (iii) Qualified Women applicants/candidates are encouraged to apply.

VIII. GENERAL INSTRUCTIONS
(i) Application Form-2018 (as available in MS-WORD/pdf format on the ICAR/ASRB websites), and other relevant documents/details can be downloaded from websiteshttp:/www.icar.org.in and http:/www.asrb.org.in. The same can also be provided to the candidate on his/her request to the Secretary, ASRB, Krishi Anushandhan Bhawan I, New Delhi 110012
(ii) For each post, separate application form, separate fee, separate No Objection Certificate and separate Vigilance Clearance Certificate are required to be sent to ASRB.
(iii) No two applications should be tied together.
(iv) Application fee is to be remitted by way of Demand Draft only. The applicant/candidate should, on the back of the Crossed Demand Draft, indicate his / her name, address, name of the post, advertisement number and item number. It may be noted that no other means of payment of the application fee is acceptable, i.e. the application fee paid by way of Indian Postal Orders/Money Orders etc. will not be accepted. The date of the Demand Draft (DD) should not be prior to the date of the issue of the advertisement in the newspapers. Further, the DD should be valid for a period of three months and the same valid for less than three months will not be accepted.
(v) The prescribed essential qualifications are minimum and possessing of same does not entitle candidates to be called for interview. The applicants/candidates who qualify on screening of applications as per Score Card System - 2018 (currently available on ICAR/ASRB websites) adopted by the ASRB for assessing relative merit of candidates on the basis of educational qualifications, experience, research work, publications, awards etc. will only be called for interview. As such, the candidates are advised to fill Part B of the application form carefully and each and every column of application should be filled up accurately because marks will be awarded on the basis of information supplied by them in each column. For filling up of entries relating to publications/other publications, applicants/candidates may also refer to NAAS Rating of Scientific Journals.
(vi) As per ICAR instructions, an applicant appointed as Head of Division/Regional Station of any Institute will not be permitted to apply for another position of Head of Division/ Regional Station within ICAR or outside, during the first four years of his/her tenure.
(vii) Higher initial pay may be recommended by the ASRB for specially qualified and experienced candidates for all the posts.
(viii) Summoning of applicants/candidates for interview conveys no assurance whatsoever that they will be selected. Appointment orders to selected candidate(s) will be issued by Indian Council of Agricultural Research.
(ix) Short-listed applicants/candidates must appear for personal interview at such a place, as may be fixed by the ASRB. The Board does not defray the traveling or other expenses of applicants/candidates summoned for interview. It, however, contributes towards those expenses at a rate corresponding to the amount of the Second Class Mail railway fare by the shortest route to the place of interview from the Railway Station nearest to the normal place of residence of the applicant/candidate or from which he actually performs the journey, whichever, is nearer to the place of interview, and back to the same station or the amount of Railway fare actually incurred by the candidate whichever is less. Details of this will be furnished by the applicants/candidates, when they are called for interview.
(x) ASRB does not enter into correspondence with the applicants/candidates regarding not calling them for interview or non-selection for interview/appointment.
(xi) The option to communicate/reply in Hindi in the interview exists in the Board.
(xii) Canvassing in any form will disqualify the applicant/candidate.
(xiii) In case of any discrepancy, English version of the detailed advertisement appearing in the Employment Newspaper/ASRB & ICAR Websites will be treated as final.
