Consultant Community Processes

National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design.

NHSRC intends recruiting Consultants for its Community Processes Division, purely on a contractual basis.

Working with a trans disciplinary team, you can discover, adapt, co-create and disseminate solutions to multiple challenges related to service delivery systems, universal primary health care, human resources for health, community processes, health financing, quality of care, public health planning and health promotion. This is an opportunity to support health systems strengthening at scale, learn from district and sub district implementation, undertake knowledge translation, and enable realization of the vision of universal health coverage.

Roles & Responsibilities:

Direct support to selected states as allocated, for implementation of Community Processes (CP) and Comprehensive Primary Health Care(CPHC) programme. Key functions include:

Support states in implementing Community Processes (CP) interventions and Comprehensive Primary Health Care(CPHC) services as required at National and State Levels
Provide hands on, field based support at state and district levels for training, performance monitoring, strengthening support structures for improving ASHA, VHSNC / MAS, financial tracking, and assessing state and district level innovations for scaling up.
Support states in implementing training and undertaking supervisory support, including intersectoral convergence for platforms created for public participation- Village Health Sanitation and Nutrition Committees (VHSNC), Mahila Arogya Samitis (MAS), and Rogi Kalyan Samities (RKS)
Facilitate training for ASHA, VHSNC, MAS and RKS by participation in training programmes, and developing/strengthening district and state level training sites and ASHA certification process.
Enable states and district support to implement a comprehensive primary health care services including operationalizing HWCs and rolling out universal screening of NCDs.
Undertake periodic field visits to states and districts to review programme implementation in the States, identify implementation challenges and support states in charting appropriate solutions or enable linkages with appropriate public health/research/academic/technical/support institutions for technical support on CP/CPHC at the State/District Level.
Contribute in writing programme specific operational guidelines; technical and policy briefs, training material, reports, case studies, monitoring checklists/protocols etc.
Support in undertaking operational research and impact assessments for improving design of CP and CPHC interventions.
Undertake such other assignments, which may be assigned by from time to time by the Advisor - Community Processes

Eligibility / Specifications for the post:

Essential:

Possess an MSW / PG Diploma in Health Management / MBBS / BDS / AYUSH with experience in Community health.
Have at least 2 years post qualification experience in implementation of health programmes
Experience in direct implementation of health service delivery programmes through government, NGOs or Regional Resource Centres.
Experience in one or all of the following: documentation, data analysis, and training.
Excellent communication and presentation skills, analytical and interpersonal abilities.
Excellent oral and written communication skills in English.

Desirable:

Working knowledge of Hindi/other major regional language
Demonstrated ability to work in a multi-disciplinary team environment.
Demonstrated experience in working with large scale Community Health Worker programs/state level public health programmes.
Additional experience in working with cross sectoral programmes; nutrition, water and sanitation, Panchayati Raj Institutions.

Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.

Age Limit: Maximum of 35 years of age (As on Last date of receiving of applications) - can be relaxed upto 5 years for women candidates.

Location: New Delhi with willingness to travel to states and districts

Remuneration Range: Between Rs. 40,000/- to Rs. 90,000/- per month
