Eligibility Criteria and Terms of Reference for Consultants under Central Sector Scheme Human Resource Development for Emergency Medical Services

1. Consultant: Emergency Medicine (Consolidated salary per month: Rs. 60,000/- may be increased by Rs. 20,000/- by the Selection Committee on basis of knowledge and experience)

Period of engagement: One Year from date of joining (renewable on the basis of performance)

1.1 Educational Qualification:

MCI recognized MD/ MS degree or Diploma in Emergency Medicine/ Internal Medicine/ Anaesthesia/ General Surgery/ Orthopaedics/ Paediatrics/ Obstetrics & Gynaecology/ Respiratory Medicine.

1.2 Experience:

Minimum 2 years experience in teaching and training in their specialty /emergency medicine/ critical care in any medical college/ medical institute.

Or

minimum 2 years work experience in emergency department of a major tertiary level teaching hospital of the country.

1.3 Age limit: upto 65 years.
1.4 Publication:

Should have published 2 research articles related to their specialty/ emergency medicine/ critical care in any reputed Indian/ International Journal.

1.5 Terms of Reference:
i. To develop course curriculum of National Emergency Life Support Course (NELS) for doctors, nurses and paramedics.
ii. Support EMR Division to plan a cadre of Emergency Medical Technicians across the country.
iii. Assist EMR Division in implementing the project: Inspection of Skill Centres to monitor their construction and equipment procurement as per laid down specifications, Monitor running of training courses for doctors, nurses and para medics across the country.
iv. Any other related work allocated by Director General of Health Services.
2. Consultant: Nursing (Consolidated salary per month: Rs. 60,000/- may be increased by Rs. 20,000/- by the Selection Committee on basis of knowledge and experience)

Period of engagement: One Year from date of joining (renewable on the basis of performance)

2.1 Educational Qualification:

Bachelors or Masters Course in Nursing recognized by Nursing Council of India.

2.2 Experience:

Minimum 2 years experience in teaching and training nursing care in emergency department / any critical care of the hospital of any medical college/ medical institute/ teaching hospital.

Or

minimum 2 years work experience in emergency department of a major tertiary level teaching hospital of the country.

2.3 Age limit: upto 65 years.
2.4 Publication:

Candidates with at least 1 research article related to nursing would be preferred.

2.5 Terms of Reference:
i. To develop course curriculum of National Emergency Life Support Course (NELS) for nurses, Pre Hospital Emergency Life Support Course and Basic Life and paramedics.
ii. To co ordinate training programme for nurses and paramedics at National Level.
iii. Assist Senior Consultant and Consultant Emergency Medicine in planning a cadre of Emergency Medical Technicians.
iv. Assist EMR Division in monitoring training courses being run by the Skill Centres.
v. Any other related work allocated by Director General of Health Services.
3. Consultant: Finance (Consolidated Salary per month: Rs. 40,000/-)

Period of engagement: One Year from date of joining (renewable on the basis of performance)

3.1 Educational Qualification:

Post graduation or Graduation degree in Finance/ Accounting.

3.2 Experience:

Minimum 2 years experience in managing finance/ accounts of any National Programme related to Health Sector.

Experience in planning, budgeting and financial monitoring of any health programme under NRHM/ NHM would be preferred.

Fluency in computer usage, financial data analysis would be given priority during selection.

3.3 Age limit: upto 60 years.
3.4 Terms of Reference:
i. Manage finances of the project (recurring and non recurring).
ii. Maintain accounts of expenditure of all Skill Centres (training, salary of contractual staff etc.)
iii. Report to programme manager about any cost overrun, disproportionate expenditure at any of the Skill Centre.
iv. Any other related work allocated by Director General of Health Services.

Eligibility Criteria and Terms of Reference for Consultants under Central Sector Scheme Health Sector Disaster Preparedness and Response

1. Eligibility Criteria for One Senior Consultant for Health Sector Disaster Preparedness and Response (CBRN Component)

Consolidated Salary: Rs. 1,00,000/- per month.

Period of engagement: One Year from date of joining (renewable on the basis of performance).

Place of posting: Delhi (entails travel across the country for monitoring of project activities).

Essential Criteria:

1.1 Minimum Qualification: MCI Recognized MBBS.

1.2 Age: Not more than 65 years.

1.3 Experience: Minimum 15 years of experience in working as:

(i) Physician in a Nuclear Facility or a Physician in a hospital attached to a radiological/nuclear facility in the country (as a Certifying Surgeon or other equivalent post)

OR

Radiotherapist or Nuclear Medicine specialist and

(ii) Experience of developing and running training programmes related to medical management of radiological emergencies at national/State level.

Desirable Criteria:

1.4 MD in Radiotherapy/Nuclear Medicine

1.5 Should have at least 2 research articles/Government documents related to medical management of radiological emergencies.

Terms of Reference:

1. To assist EMR division on matters related to medical management of radiological emergencies in the country.

2. To develop a skill based training module for training of District Level Medical Officers on Management of Radiation Emergency Medical Preparedness and Response including curriculum and course materials for doctors and paramedics.

3. To support EMR Division in setting up of Tertiary and Secondary level CBRN medical management centers.

4. Work closely in conjunction with the Central Design Bureau to facilitate setting up of Tertiary and Secondary level CBRN medical management centers in the country.

5. Liaising with M/s HITES Ltd. for expediting the project for setting up of Tertiary and Secondary level CBRN medical management centers.

6. Inspect CBRN medical management centers across the country to monitor their construction, installation of equipments are per specifications provided.

7. Monitor training courses being run by the EMR Division.

8. Any other related work on Emergency Medical Service allocated by Director, EMR, Division.

2. Eligibility Criteria for One Junior Consultant for Health Sector Disaster Preparedness and Response (CBRN Component)

Consolidated Salary: Rs. 60,000/per month.

Period of engagement: One Year from date of joining (renewable on the basis of performance).

Place of posting: Delhi (entails travel across the country for monitoring of project activities).

Essential Criteria:

2.1 Minimum Qualification: MCI Recognized MBBS.

2.2 Age: Not more than 65 years.

2.3 Minimum 5 years of experience in working as a Physician in a Nuclear Facility in the country or a physician in a hospital attached to a radiological/ nuclear facility (as a Certifying Surgeon or other equivalent post).

Essential Criteria:

31. Minimum Qualification: MCI Recognized MBBS with post-graduation in Community Medicine or MPH.

3.2 Age: Not more than 65 years.

3.3 Minimum 5 years of experience in developing or running training programmes related to disaster management.

Desirable Criteria:

3.5 Experience of working in an Emergency Operation Centre or Strategic Health Operation Centre under any of the Central/State health departments

OR

Experience in working in the field use of IT in public health platforms under any of the Central/State health departments.

3.5 Post graduation diploma/certificate course in epidemiology/disaster management/GIS.

Terms of Reference:

1. To assist Director (EMR) on matters related to management of public health emergencies.

2. To assist EMR Division in setting up of Emergency Operation Centers.

3. To inspect Emergency Operation Centers across the country to check their construction and installation of equipments are per specifications provided.

4. Any other related work on Emergency Medical Service allocated by Director General of Health Services.

4. Eligibility Criteria for One short term Consultant for Health Sector Disaster Preparedness and Response (Public Health Emergencies)

Consolidated Salary: Rs. 60,000/per month

Period of engagement: 3 months from date of joining

Place of posting: Delhi (may entail travel across the country for monitoring of project activities)

Essential Criteria:

4.1 Minimum Qualification: MCI Recognized MBBS, with MPH

4.2 Age: Not more than 65 years.

4.3 Minimum 3 years of experience in developing or running training programmes related to disaster management.

Terms of Reference:

1. To assist EMR Division, Senior and Junior Consultants on matters related to medical management of radiological emergencies in the country.

2. To assist EMR Division, Senior and Junior consultants in developing a skill based training module for training of District Level Medical Officers on Management of Radiation Emergency Medical Preparedness and Response including curriculum and course materials for doctors and paramedics.

3. Any other related work on Emergency Medical Service allocated by Director, EMR Division.
